16THE CITY OF PLEASANT LIVING To: From: Date: Request: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM The Honorable Mayor & Members of the City Commission Steven Alexander, City Manager Agenda Item: I h August 16, 2016 An Ordinance amending Chapter 2, Article I, Section 2-3 of the City of South Miami's Code of Ordnance, to allow for a cost of living increase in salaries of the City Commissioners and Mayor. BACKGROUND Since July of 2004, over twelve years ago, the compensation for Commissioners and, Mayor have remained the same, with no raises and has never been adjusted for inflation or cost-of-living, therefore, making the amount adopted in 2004 stagnant and worth much less today than when it was adopted in 2004. The Mayor and City Commission of the City of South Miami wish to ensure that the highest caliber candidates are attracted to serve on the City Commission. The commitment of time may cause financial hardship to some who might otherwise be willing and able to be public servants, and causing them to refrain from standing for Commission office. The Mayor and City Commission desire to provide a measure of realistic financial compensation to Commission Members in order to expand and enhance the pool of candidates. Economic inflation can effectively reduce the impact and benefit of the intended salary provided by Code of Ordinances, in subsequent years; and, it is the intention to ensure the effective buying power of the salary set by ordinance maintains its current level of benefit to individuals in elected office of the City of South Miami. Attachments Proposed Resolution Page 1 of 1 1 ORDINANCE NO. ___ _ 2 An Ordinance amending Chapter 2, Article I, Section 2-3 of the City of South 3 Miami's Code of Ordnance, to allow for a cost of living increase in salaries of 4 the City Commission. 5 WHEREAS, the Mayor and City Commission of the City of South Miami seek to ensure 6 that the highest caliber candidates are attracted to serve on the City Commission; and, 7 WHEREAS, public service is one element of offering oneself as a candidate and hard 8 work, with its commitment of time, is another, and 9 WHEREAS, that commitment of time causes financial hardship to some who might 10 otherwise be willing and able public servants, causing them to refrain from standing for 11 Commission office, and 12 WHEREAS, the Mayor and City Commission desire to provide a modicum of realistic 13 financial compensation to Commission members in order to expand and enhance the pool of 14 candidates; 15 WHEREAS, economic inflation can effectively reduce the impact and benefit of the 16 intended salary provided by law, in subsequent years; and 17 WHEREAS, it is the intention of this body to ensure the effective buying power of the 18 salary set by ordinance maintain its current level of benefit to individuals in elected office of the 19 City of South Miami; 20 NOW THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE 21 CITY OF SOUTH MIAMI, FLORIDA; 22 Section 1. Chapter 2, Article I, Section 2-3 of the City of South Miami's Code of 23 Ordinances entitled IICompensation for commissioners and mayor-Established ll is hereby 24 amended to read as follows: 25 Sec. 2-3. -Compensation for eCommissioners and mMayor-Established. 26 There shall be paid to the mMayor of the City, as annual eompensation salary, the 27 amount of fourteen thousand dollars ($14,000.00) per year. There shall be paid to the 28 vVice Mayor and to each Ceity Commissioner of the City, as annual compensation 29 salary, the amount of twelve thousand dollars ($12,000.00) per year.-Effective March 1, 30 2018, and each year thereafter, the Ma)?or, the Vice Mayor and each Commissioner shall 31 receive a cost of living increase, based on the Consumer Price Index -All Urban 32 Consumers 12-Month Percent Change for the Miami-Ft. Lauderdale FL area (CPI) which 33 shall have the effect of increasing each salary, unless the CPI is zero or is negative, which 34 shall then have no decreasing effect on the salary. Additionally, the mMayor, Vice 35 Mayor and each City Commissioner shall receive such sums as are approved by the [Type text] Additions shown by underlining and deletions shown by overstriking. The provisions of this ordinance shall become and be made 39 a part of the Code of Ordinances of the City of South Miami as amended. 40 41 Section 3. Severability. If any section, clause, sentence, or phrase of this ordinance 42 is for any reason held invalid or unconstitutional by a court of competent jurisdiction, this 43 holding shall not affect the validity of the remaining portions of this ordinance. 44 45 Section 4. Ordinances in Conflict. All ordinances or parts of ordinances and all 46 sections and parts of sections of ordinances in direct conflict herewith are hereby repealed. 47 48 Section 5. Effective Date.
