INTER-OFFICE MEMORANDUM
The Honorable Mayor & Members of the City Commission

July 12, 2016 Agenda Item No.: j
A Resolution authorizing the City Manager to institute a policy for the
waiver of an amount not to exceed two-third of the standard fees for the
use of the baseball/softball field(s) by senior residents of the City of
South Miami under certain conditions.
The City's Parks and Recreation Department has received a request from
senior City residents to reserve the baseball/softball field(s) at Palmer
Park during non-peak hours, such as from 9:00 a.m. to 11:00 a.m. during
summer weekdays when the facilities are underutilized. The referenced
days and times do not conflict with city programs, activities or events.
The current cost to reserve a field without lights at Palmer Park for
residents is $30 per hour, excluding a $110 refundable security deposit
.fee.
City administrative staff has suggested instituting a policy for the waiver
of an amount not to exceed two-third of the standard fees for the use of
the baseball/softball fields by teams of senior citizens who are 65 years of
age or older and provided that a majority of the members of the home
team, who are using the facilities and in attendance at the time of use,
are comprised of residents of the City of South Miami. Therefore, the fee
is reduced to $10 per hour for senior residents of the City to reserve a
softball field without lights at Palmer Park.
Department administrative staff believes it is in the best interest of the
City and its citizens to encourage its senior residents (65 years or older)
to engage in physical activity.
