A Resolution authorizing the City Manager to enter into a three-year
agreement with FPL FiberNet to increase existing internet bandwidth
capacity at City Hall.
The City currently has a 50 Mbps internet circuit provided by FPL FiberNet for
internet traffic. The current circuit does not have sufficient bandwidth
capacity for City internet traffic and the planned deployment of the City's
parking meter communications, Police body camera program and downtown
Wi-Fi public access for residents and patrons of the City's business district.
Therefore, a 100 Mbps internet circuit is required to provide sufficient
bandwidth capacity for City internet traffic, the enhancements to the parking
meter credit card payment process, deployment of the Police body camera
program and the downtown public access Wi-Fi service.
The increased bandwidth will facilitate credit card processing for parking meter
payments when patrons utilize the parking pay stations. Moreover, Police
body cameras require sufficient bandwidth for uploads and downloads of
potential video evidence associated with the program. Additionally, the
deployment of downtown Wi-Fi will require the City to increase bandwidth
capacity to effectively handle the traffic.
FPL FiberNet will be providing a "Performance Management Portal" that will
allow the City to view real-time and past bandwidth usage allowing the City to
make adjustments, if necessary, to the downtown Wi-fi traffic or, further
increase the bandwidth. Increasing the bandwidth capacity however is unlikely
as the 100 Mbps circuit should be sufficient to handle the increased traffic.
The FPL FiberNet quote also includes a "Mitigation" service in the event the
internet circuit is attacked or compromised. The service is an additional $180
per month and is included with the FPL FiberNet quote.

8 WHEREAS, FPL FiberNet currently provides the City's internet network
9 connection at City Hall and it was the lowest of three vendors who bid to provide the
10 City with an increase in bandwidth; and
11 WHEREAS, FPL FiberNet will replace the City's current 50 Mbps internet circuit
12 with a 100 Mbps providing the City increased bandwidth for City traffic, parking meter
13 communications and for the planned deployment of downtown WiFi for City residents
14 and patrons to the City's business district area; and
15 WHEREAS the expenditure will be charged to Internet Service, account no. 001-
16 1340-513-4632 and become effective October 1, 2016.
17 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
18 THE CITY OF SOUTH MIAMI, FLORIDA;
19 Section 1. The City Manager is authorized to enter into a three-year agreement
20 with FPL FiberNet to replace existing internet network connections at City Hall. A copy
21 of the Agreement is attached.
22 Section 2. Severability. If any section, clause, sentence, or phrase of this
23 resolution is for any reason held invalid or unconstitutional by a court of competent
24 jurisdiction, this holding shall not affect the validity of the remaining portions of this
25 resolution.
26 Section 3. Effective Date: This resolution shall take effect immediately upon
27 enactment.

(NOFA), CONTINUUM OF CARE PROGRAMS
Miami-Dade County, through the Miami-Dade County Homeless Trust (Homeless Trust), is
requesting applications from homeless providers and other qualified entities interested
in applying for support services, housing and other eligible activities benefiting the
homeless. The projects being sought as part of this solicitation are contingent on the
Homeless Trust being awarded funds through a Collaborative Application. Collaborative
Applications will be submitted to the United States Department of Housing and Urban
Development (USHUD) in response to its Notice of Funding Availability (NOFA). Programs
currently funded through the USHUD Homeless Continuum of Care programs with funding
expiring in 2017, projects seeking new bonus funding, and providers interested in serving
as the new project sponsor for the Partners for Homes program awarded as part of the
2015 NOFA competition must be a part of this competitive process for funding. Copies of

AND MEETING DATIE CHANGE
NOTICE IS HEREBY given that the City Commission of the City of South
Miami, Florida will conduct Public Hearing(s) at its regular City Commission
meeting scheduled for Tuesday, July 12,2016, beginning at 7:00 p,m" in
the City Commission Chambers, 6130 Sunset Drive, to consider the
following item(s):
A Resolution approving and authorizing the City Manager to execute
the June 22, 2016 to September 30, 2019 Agreement between the
American Federation of State, County and Municipal Employees
("AFSCME"), Local 3294 and the City Of South Miami.
A Resolution authorizing the City Manager to negotiate and enter into
an agreement with Brown & Brown of Florida, Inc., for insurance
brokerage services for an.initial term of three (3) years and one (1) ,two-
year option to renew for a total term of five (5) consecutive years,

agree~ent w,ith FPL Fibernet to increase eXisting internet bandwidth
capac tty at City Hall. '
A Resolution authorizing the City Manager to negotiate and enter into
a contract, for a terrn not to exceed five (5) consecutive years, with
Calvin, Giordano & Associates, Inc, for the completion of the
Comprehensive Plan and Land Development Code revision.
An Ordinance Amending the Official Zoning Map, as authorized' by
Section 20-3:1 (C), and other applicable provisions, arnending the
designation of the Marshall Williamson property located south of SW
64th Terrace approximately between SW 60th Avenue and SW 61st
Court, fromSingle-Family Residential District RS-4 to RT-9.
An Ordinance Adopting a Small Scale Amendment to the Future Land
Use Map of the Comprehensive Plan, amending the designation of the
Marshall Williamson property located south of SW 64tl1 Terrace
approximately between SW 60th Avenue and SW 61st Court, from
Single Family Residential (Two-Story) to Townhouse Residential (Two-Story),
NOTICE IS HEREBY also given that the regular meeting date of Tuesday,
July 5, 2015 has been changed to Tuesday July 12, 2016
