CITY OF SOUTH MIAMI
OFFICE OF THE CITY MANAGER
MEMORANDUM
The Honorable Mayor & Members of the City Commission
Steven Alexander
June 6,2016
Managers Report
My most sincere congratulations to our own Grizel Martinez for passing the State
of Florida Professional Engineer License examination. She joins the small team of
now, four licensed Professional Engineers at South Miami.
Mr. Doug Baker has retired as of May 24,2016. His health issues became an issue
that he decided needed his full time attention. Mr. Baker served the City for
many years with distinction and admiration. I will miss him, as will others in the
community. We wish him luck in his future endeavors.
At the request of Commissioners Edmond and Harris, Ms. Kamali and I met with
Luciano L. Suarez, City Commissioner of West Miami and Carlos Lavalle
regarding placing a permanent sign/refuse receptacle in front of City Hall or
some other place of our choosing. I will pass around a brochure with pertinent
information for your review. They wish to make the sign available to the City at
no charge and it will not have any advertising copy placed in its display area.
We are free to place any copy in the two-sided sign at our discretion. I am
asking for a vote of the Commission to determine your interest in accepting the
donation and going forward with the placement as your deliberation may
approve.
Mr. Russell Benford, Deputy Mayor of Miami-Dade County has informed me that
Miami-Dade County, in partnership with the Children's Trust and Miami-Dade·
County Public Schools, has launched the 2016 Summer youth Internship
Program. This program will provide approximately 1,400 high school children
with summer jobs. jobs that will afford them with valuable work experience and
will hopefully help facilitate a safe and productive summer.
Securing the funding for the program was the first hurdle and we made it. The
next hurdle is placing 1,400 young people in summer jobs. Therefore, I am asking
that you consider giving a young person an opportunity this summer by
providing a place of work. There is no cost to the employer.

We have conducted a very rough estimate based on the County's June 1 st
estimate of ad valorem revenue. Based on that estimate, Finance estimates an
additional amount of revenue of approximately 3.3% in ad valorem revenue or
$491;231 for the Fiscal Year 2016-17. Please keep in mind, this is very rough
estimate and many other elements playa major role in the final calculation.
After the first week of July, when we receive additional more certain revenue
projections from the County, Finance will have a much better idea of the actual
ad valorem revenue the City may realize. Please keep in mind, Finance is
running the estimates using this years adopted millage rate of 4.3000.

In an effort to provide COLA for the entire City's personnel, as is proposed for the
Police bargaining unit, we estimate that the total COLA program funding wi" be
fundable within the growth of the new revenues.
Ms Tompkins attended the County Planners' Technical Committee meeting last
week. One of the agenda items was a presentation on a County ordinance
establishing a mandatory workforce housing program. The ordinance is
scheduled for first reading next week. The staff thought there'd probably be
workshops scheduled for it later this summer so we will keep an eye out for those
announcements.
