A Resolution approving Miami-Dade County's proposal to apply the
mosquito larvicide Bti in South Miami's Hometown District to reduce the
potential foran outbreak of the Zika virus.
WHEREAS,theurbanmosquitoes Aedesaegypti and Aedesalbopictus currently
serveasvectorsfortheZika,Dengue,and Chikungunya viruses,particularly insheltered
areas where people congregate outdoors;and
WHEREAS,the mosquito Aedesaegypti is frequently encountered inSouth
Miami during daylight hours;and
WHEREAS,transmission of Zika by Aedesaegypti has become a serious public
healthprobleminseveralplacesinMiami-DadeCounty,withthepotentialtoappearin
South Miami;and
WHEREAS,the mosquito larvicidal soil bacterium Bacillusthuringiensisisraelii
(Bti)has proven effective atlong term reduction (butnottotal elimination)of Aedes
aegypti populations whenappliedbyspraytruck,nolessthanweekly,totheurbanand
suburban neighborhoods of Wynwood and Miami Beach;and
WHEREAS,the acute toxicity of Btiis restricted toa subset of two-winged
insects that includes Aedes aegypti,andhas minimal deleterious non-target effects onthe
ecosystem and public health;and
WHEREAS,the only adverse human health effects of Bti application have been
reported by individuals whocamein direct contact withthespray;and
WHEREAS,Btidoesnothavetobe applied during daylight hours when Aedes
aegypti and Ae.albopictus.areactive,butcanbeappliedafter midnight whenpeopleare
not out and about,andit does not persist intheair column;and
WHEREAS,Miami-Dade CountyhasofferedtoapplyBtitotheSouthMiami
Hometown District,the commercial district eastofUS1 between SW 70th Street andSW
74th Street,during the late-night hours,at no cost to the City;and
WHEREAS,theCity of SouthMiamihasforbidden applications of biocides tothe
public airspacesexceptforthe purpose of diseasecontrol;and
WHEREAS,the Mayor and City Commission find itin the best interest of the
City's citizensandbusinessestoacceptthe County's offer of Btiapplicationtothe
Hometown District to reduce the likelihood of a local Zika outbreak.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,THAT:

Section 1.SouthMiamiherebyinvites Miami-Dade County toapplythe
mosquito larvicide Bti (VectoBac WG®)to the South Miami Hometown District east of
US 1 between SW 70th Street and SW 74th Street for the purpose of suppressing
populations ofthe mosquito Aedes aegypti.The County shallcontractfortruck application
ofVectoBacWGonweekdays (Mon-Fri)betweenthehours of 1amand4am,andshall
providetheCitywith5days of advancenoticeofthedateandtimeof application.
Section 2.TheinvitationbySouthMiamimayberevokedwithtwoweeks of
advance notice.
Section 3.Toavoiddirectexposure of patronsand employees of restaurants
and entertainment establishments in the Hometown District,the City shall directly inform
all businesses intheaffectedarea of spraytimesandlocationsaswellaspostingthis
information on the City website.
Section 4.If anysectionclause,sentence,orphrase of thisresolutionisfor
anyreasonheldinvalidorunconstitutionalbyacourt of competent jurisdiction,the
holdingshallnotaffectthevalidity of the remaining portions of thisresolution.
Section 5.This resolution shalltake effect immediately upon adoption.
