Res No 192-16-14747RESOLUTION NO:192-16-14747 A Resolution authorizing the City Manager to purchase two fully electric used vehicles that are unique as to mileage and condition. WHEREAS,the City Commission has expressed a desire to acquire two fully electric vehicles for the Parking Division and Parks and Recreation;and WHEREAS,the CityCommissionhas authorized an $18,000 expenditure for two fully electric used vehicles in the City's Proposed Budget for Fiscal Year 2017;and WHEREAS,the purchase of used vehicles provides challenges to the procurement method that would normally be implemented when purchasing a new model year vehicle;and WHEREAS,market research reveals two potential fully electric vehicles for acquisition,the 2012 -2013 FordFocus Hatchback and a 2011 NissanLeaf,have a price range of dealer prices,each with different accumulated mileage and different vehicle conditions;and WHEREAS,itis proposed that staff would first check an authorized dealers on line inventory and subsequently visit the dealer (s)witha procurement team comprised of representatives from the Parking Division and the Parksand Recreation Department to ensure the used vehicle (s)adequately meets those Division and Department needs; and WHEREAS,itishighlyunlikelya dealer will "hold"a used vehicle while the City schedules an agenda itemforan upcoming meeting should the procurement team locate acceptable usedvehiclesand thus the located vehiclesmay not be available for purchase after pre-Commission approval;and WHEREAS,itis recommended to provide the City Manager the authority to purchase the two usedvehicles "on-the-spot"from authorized dealers with the commitment of CIP funds,nottoexceed$18,000,providedaninventorysearchdoes notdisclose the same vehicle that hassubstantially the same mileageandcondition; and WHEREAS,once the transaction has been completed and the vehicles have been purchased,the City Manager will advise the Commission of the vehicle(s)that were purchased,withall the details,through the City Managersregular report. The 2016 -2017 ProposedBudgetincludesalineitemfor two used fully electric vehiclesfor $9,000 each.Market research conducted inAugust, 2016 revealed the following: •Nissan Leaf,Model Year 2011 with44,000 miles,hasa typical Certified Dealer AskingPriceof$8,534. •FordFocus,ModelYear 2012 -2013 with48,000,hasatypical CertifiedDealerAskingPricerangeof$10,185 to$10,400. The purchase ofausedvehicle,whichwas specifically directed bythe Commission,provideschallenges to the procurement method that a typicalvehiclepurchaseofanewvehicledoes not and,therefore,the City'susual procurement processwould not apply.When purchasing newvehiclesforexample,theCity,after carefulanddetailedreview,has determined piggybacking from the Florida Sheriffs Association (FSA) Contract fornewadministrativecars trucks andvansand,police rated vehicles provides anefficientand cost effective method ofpurchasing specializedvehiclesofthistype. Procurement is recommending the following approach to soliciting quotations and ultimately purchasing two fully electric vehicles.Two fully electric vehicle models appear to be currently available;a Ford Focus Hatchback and a Nissan Leaf.Procurement has reviewed the respective Ford and Nissan dealers in Miami-Dade County and has provided alisting in the background documents.Procurement is proposing to first check the dealer's on-line inventory and then visit each of the dealers with the available inventory of the respective fully electric vehiclewith representatives fromParksandParking.
