An Ordinance of the City of South Miami ("City"),located in Miami-Dade
County,Florida,approving a proposed budget for the City for the fiscal year
commencing October 1,2016,through September 30,2017,which amount may
be amended at the first or second reading of this Ordinance,and approving
and enacting the final budget on second reading.
WHEREAS,the City Manager has submitted a proposed Capital and Operating Budget
together with a budget message and supporting schedule in accordance with the provisions of
the City's Charter;and
WHEREAS,the positions flowchart included within each Department budget
enumerates all authorized budgeted employee positions for appointment by the City Manager.
All personnel fillingsaid authorized positions shallbepaid pursuant to the City'sBudget,
Personnel Policies and/or collective bargaining agreements;and
WHEREAS,pursuant to Chapter 200,Florida Statutes,the Mayor and City Commission
are required to adopt a tentative budget,and,thereafter,afinal budget for the City prior to the
commencement of each fiscal year.
NOW,THEREFORE,BEIT ORDAINED BYTHE MAYOR AND CITY COMMISSION OFTHE
CITYOF SOUTH MIAMI,FLORIDA THAT:
Section 1,The foregoing recitals are hereby ratified and confirmed as being true
and correct and are made a part hereof by reference asif set forth herein.

Section 2.The Budget for the fiscal year,as submitted by the City Manager and as
filedin the CityClerk'sOffice,inan amount of $25,513,883,is hereby approved,as summarized

Section 3.Any amount encumbered during FiscalYear 2015-2016,but paidinFiscal
Year 2016-2017,shall be transferred in accordance with GAAP and reflected in the 2016-2017
budget.
Section 4.Any money received by the Cityof South Miami from any non-revenue
generating source,such asa grant,giftor donation,whether fromany person or governmental
agency,maybe added to anyline item or items in the adopted budget without legislative
action,provided,however,that if the gifting person or agency places any condition on the use
ofsaidmoney,the money shallonlybedisbursed and/or applied toward the purposes for
which the money wasgiven.All moniesreceived under a condition regarding itsuseor
expenditure shallbe segregated and accounted for based upon generally accepted accounting
principles and,where appropriate,placed into separate and individual trust and/or escrow
accounts.Any money drawn from those accounts mayonlybe disbursed and/or applied in
accordance with the limitations placedupon those moniesby the gifting person oragency.

Section 5.Severability.Ifany section,clause,sentence,or phrase of this ordinance
isforany reason heldinvalidor unconstitutional bya court of competent jurisdiction,this
holding shall not affect the validity of the remaining portions of this ordinance.
Section 6.Ordinances in Conflict.All ordinances or parts of ordinances and all
section and parts of sections of ordinances in direct conflict herewith are hereby repealed.
Section 7.Effective Date.This ordinance shall become effective upon enactment.

This memo details the substantial changes in the proposed budget,relative to the Workshop
version presented at the Budget Workshop,held on August 15,2016,and other events,
updating revenue and expenditure forecasts.Asyou are aware,the Proposed FY 2016-17
Budget,asofJuly28,2016,was based on the currently adopted millage rate of 4.3000.
The budget,as proposed here,remains based on this rate as approved by the
Commission.
General Fund Revenue
The overall revenue amount for the General Fund remains virtually the same as that which was
presented at the August 15,2016 Budget Workshop.The only revision is to Revenues
whichisan increase of $50,000 to the UtilityTax-Electricline item,due to an anticipated
electric service rate increase by the Florida Public Service Commission (PSC)relative to power
supplied byFlorida Power and Light(FPL),which may be applicable to the FY 2016-17 budget.
Below isa breakdown of significant changes that occurred based on multiple meetings and
discussions,including the Commission's FY 2016-17 Budget Workshop,which have been
incorporated to the July28,2016 Proposed Budget.Also in this budget are revisions relating to
COLA.The COLA and retirement benefits for the City Commission,has been eliminated from
the Proposed Budget.
