ORDINANCE NO.27-16-2260 An Ordinance of the City of South Miami,located in Miami-Dade County, Florida,approving a tentative millage ratefor the fiscal year commencing October 1,2016,through September 30,2017("fiscal year 2016/2017")which amount may be amended at the firstor second reading,and approving and enacting the final millage rate of the Cityon second reading. WHEREAS,pursuant to section 200.065,Florida Statutes,tax assessments for all real property within the jurisdiction of the CityofSouthMiami ("City"),for the fiscal year 2016-2017 has been made by the property appraiser forMiami-DadeCounty;and WHEREAS,the City's current millage rate is 4.3000 and the rolled-back rate for the fiscal year 2016-2017 is 4.0086;and WHEREAS,the initial proposed millageof 4.3000 represents a0%increase from the City's current rate and approximately 7.27%increase over the rolled-back rate for the fiscal year 2016-2017;and WHEREAS,pursuant to section 200.065,Florida Statutes,the Mayorand City Commissionare required to adopt a tentative millagerateand,thereafter,afinalmillage rate for the taxing jurisdiction of the CityofSouthMiami. NOW,THEREFORE,BEIT ORDAINED BYTHE MAYOR AND CITY COMMISSION OFTHE CITYOF SOUTH MIAMI,FLORIDA THAT: Section 1.There shallbeandherebyislevieduponreal property in the City ofSouth Miami,Florida,ataxof4.3000 mills onthedollarfor the operational expensesofthe governmentof the City forthe fiscal year beginning October1,2016,andending September 30, 2017.This resultsina 0%increaseinthe City's 2015-2016 fiscal yearpropertytaxratebutan increase of 7.27%or0.2914 mills overthe roll back rateof4.0086 which is statutorily characterized asan increase in property tax. Section2.Severability.Ifanysection,clause,sentence,or phrase ofthis ordinance is foranyreasonheld invalid or unconstitutional byacourtof competent jurisdiction,this holdingshallnotaffect the validityoftheremainingportionsofthis ordinance. Section3.OrdinancesinConflict.All ordinancesorpartsofordinancesand all sectionandpartsofsectionsofordinances in direct conflict herewithareherebyrepealed. The budget,as proposed here,remains based on this rate as approved by the Commission. General Fund Revenue The overall revenue amount for the General Fund remains virtually the same as that which was presented at the August 15,2016 Budget Workshop.Theonlyrevisionisto Revenues whichisan increase of$50,000to the Utility Tax-Electric lineitem,duetoan anticipated electric service rate increase by the FloridaPublic Service Commission (PSC)relative to power supplied byFlorida Power and Light (FPL),whichmaybe applicable to the FY 2016-17 budget.
