WHEREAS,the Benefits Consultant,Brown&Brown of Florida securedmorefourthancompetitive
quotes forthe City's Group Health Insurance and staff recommends to continue with Blue Cross Blue Shield as
the selected healthbenefits provider:and.
WHEREAS,City staff compared the insurance rates,benefits plan,provider networkas well asthe
City'spreviousclaimsratio;and
WHEREAS,theCity Commission wishes toapprovethe selection of Blue Cross Blue Shield forthe
provisionofgrouphealthinsurancebenefitsfor all full timeemployeesandparticipating retirees.
WHEREAS,thepremiums shall bechargedtodepartmentallineitemsintheirrespectiveaccount
numbers.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI,FLORIDA THAT:
Section I.TheCityCommissionhereby authorizes theCityManager to execute the healthinsurance
renewalpolicywithBlue Cross BlueShieldfor full timeemployeesand retirees for the 2016-2017 Fiscal Year.
Section 2.This resolution shall take effectimmediatelyupon adoption.

Subject:A Resolution authorizing the City Manager to purchase Group Insurance
benefits from BlueCrossBlue Shield for the City of South Miami full time
employees and participating retirees.
Background:Typically,healthcare costsare expected torise10-15%each year andbased
on that industry forecast the City budgeted foran increase of15%toallow
for proper assumptions inthis regard.TheCity's benefits consultant,
Brown&BrownofFlorida,Inc.per Resolution 137-16-14692,solicited
quotes for the employee group insurance coverage for South Miamifull
time employees for the PlanYear 2016-2017.BlueCrossBlueShield,the
City's current health insurance carrier,first proposed renewal rate
represented a10%plus increase.Despite the City's high medical loss ratio
for the current benefit year,and after intense negotiations,the final
renewal rate is nearly 5%less than last year's premium amount.The
renewal is appropriately funded in the proposed Budget for FiscalYear
2016-2017.
recommended action:Based upon the proposals received,staff recommends the City renew the
current health insurance plans with Blue Cross Blue Shield.
The proposed rates are based on the current number of enrollees and as
follows:

WHEREAS,theCity Commission wishestoapprovethe selection of Blue Cross Blue Shield forthe
provision ofgroup health insurance benefits for all full time employees and participating retirees.
WHEREAS,the premiums shall be charged to departmental line items intheir respective account
numbers.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI,FLORIDA THAT:
Section I.The City Commission hereby authorizes the City Manager to execute the health insurance
renewalpolicywith Blue CrossBlue Shield for full timeemployeesandretireesforthe 2016-2017 Fiscal Year.
Section 2.Thisresolution shall takeeffect immediately upon adoption.
