LIGHT AUDIT HBC has worked and is actively working for municipal clients, demonstrating our understanding of the peculiar
challenges faced by municipal entities.
Our team is intimately familiar with the scope requirements and has recommended cost-innovative measures on several street lighting
projects. The following steps will be performed while assembling our "Street Light Audit" report;

HBC Engineering Company (HBQ is a Florida Registered Engineering Consulting Firm incorporated in 2006 by
Mr. Adebayo Coker, 'al E., a former District Project Development Engineer for FDOT District VI. HBC specializes in
planning, design and construction inspection services for civil, structural and transportation related engineering
projects. We provide service to both; municipalities and the private sector client and are able to perform high quality
services in an expedited manner to meet rigorous schedules driven by regulatory agencies, funding cycles or other
project constraints,
HBC has performed and is CUrrently engaged in evaktation and designing roads and. highways lighting -facilities.

2. Project Managenient Approach
The HBC Team is comprised of the finest, well seasoned and responsive professionals in the Miami-Dade area. with
vast municipal experience including Miami-Dade County, the City of Opa-Locka and other South Florida
Communities. The proposed technical and human resources of the HBC Team will be available to the City of South
Miami on demand.
Although Mr. Diaz will be the designated point of contact, the City's Project Manager will always have the option of
working directly with any Project Engineer from the HBC Team, if the circumstances require it. Our approach to a
project begins with understanding of the project objectives followed by the selection of a highly qualified project
manager with the proven skills and experience commensurate with the project requirements,

Throughout the project life, our manager will maintain an open line of communication with our client and provide
unsolicited frequent project updates to keep the client informed of the project progress. All critical engineering
elements and unforeseen project challenges are brought to the client's attention along with proposed solutions and a
clear explanation of the pros and cons for those solutions. Continuous project quality improvement such as this and
ongoing direct client communication allows unforeseen conditions to be handled in a very open and solution-oriented
manner.
The HBC Team understands the importance of maintaining a project within budget and on schedule. We continuously
review our projects and update the project cost estimate to ensure the latest available cost data is effectively applied to
the project. Project management software tools such as MS Project will be utilized to monitor the project schedule and
assure the project is delivered in a timely manner.
3. Control of Budget
The key element in controlling the project budget from both an engineering and construction point of view is to
provide very experienced support staff to produce the project. In addition, through on-going constructability reviews,
issues regarding construction of the project will be brought up during the design phase. This is extremely valuable
because it is less expensive to change a set of plans than have change orders and costly construction delays in the
field.
Another important control is effective utility coordination and location. The HBC Tear will coordinate closely with
the utility owners early in the design phase to ensure that all utility relocation schedules are in place and that utility
impact and or adjustment are clearly demonstrated in the plans. Moreover, the cost estimate for the proposed
improvement will be tracked and submitted with each phase review submittal.
