CONSULTING ENGINEERS & SURVEYORS SECTION 2 – EVALUATION FACTORS LOCATION OF FIRM FRA’s headquarter office is located in the Aleman Building, a 65,000 square foot building, in Miami. The firm has grown to five offices located in major City’s throughout the State of Florida. Other offices are in Orlando, Tampa, and Jacksonville (map shown here). Each office has fully operational computer workstations, printers/plotters, equipment and the latest software capable of supporting surveying and mapping, engineering design, CADD, plotting and publishing techniques to ensure timely and cost effective services. Laptop computers, digital cameras and video cameras are extensively used for field work, and data is routinely transferred between sites via wireless modem. Upon our merger with FZG, we purchased even more state-of-the-art equipment and software to bring our firm up-to-date with the latest technology available pertaining to Surveying and Mapping. Some of which included EFB and CEFB for DOT type projects, CAiCE, Microstation, GEOPAC, AutoCAD LD 2I, Survey, Leica GPS with RTK, TDS Survey Pro, automated data collection. CONSULTING ENGINEERS & SURVEYORS APPROACH TO PROJECT FRA will request all different types of Street Light records containing as much information as possible from the City of South Miami including but not limited to Street Light Maps, Maintenance Records and Billing Records. FRA will conduct a field survey to verify or to show all Street Lights located within the City limits according to Ownership (owned by the City, County or FPL), Lamp Size (lumens), type of light (incandescent, mercury vapor, high pressure sodium). CITY OWNED LIGHTS · FRA will analyze current maintenance records and prepare recommendations to develop an efficient re-lamping program according to IES and manufacturer’s specifications which will provide savings in operating costs for the City. They will be provided for each type of light surveyed or specified. · It is anticipated that older type of lights such as Mercury Vapor Lights will be replaced with more efficient Metal Halide and High Pressure Sodium Vapor Lights. Metal Halides Street Lights equivalent to those found in the field from a light output stand point will be recommended wherever good color rendition is required. High Pressure Sodium Vapor Street Lights equivalent to those found in the field from a light output stand point will be recommended wherever color rendition is not a primary factor to consider. These recommendations should be able to save the City a considerable amount of money in energy savings while neither maintaining or increasing existing lighting levels. · A meeting will be held with the City to determine their preference regarding the different types of lights considered. · Several Typical Lighting calculations will be performed for each type of Street found in the Survey such as Collector and Arterial Streets to determine if recommended lights meet recommended IES lighting criteria or if additional lights are required. · Re-Lamping recommendations will be provided according to the City’s Personnel available to conduct this activity. FPL OWNED LIGHTS · FRA will identify any lights owned by FPL and will discuss with them all alternatives that could result into energy savings for the City. · FRA will prepare recommendations based on whether lights should be owned by the City or FPL based on FPL’s current Street Lighting Agreements: Customer Owned (these lights will be owned and re-lamped by the City) , FPL Owned where FPL will install and maintain Street Lights and Premium Lighting where FPL will finance the entire cost of the installation. · FRA will provide a Final Report to the City including the following items: 1. A set of plans showing all lights being replaced and or installed. 2. A written report indicating all findings and future recommendations. 3. A Re lamp Schedule for all luminaries. 4. A Table Summary showing annual savings to the City in both energy and operational costs. INNOVATIVE APPROACH In implementing our approach, we will execute the project with the following five primary objectives in mind: quality, coordination, staffing, timeliness, and cost effectiveness. These five key five objectives will be crucial in ensuring that all contract requirements are met and exceeded. Quality – our Team commits to maintaining continuous and constant emphasis on providing the City with the highest quality staff and product, completing each assignment on-time, on-budget while maintaining strict adherence to Quality Assurance / Quality Control procedures in order to deliver to the City the highest quality product possible. Coordination – Coordination for the PEMS contract requires a thorough understanding of the City’s policies, procedures, needs, and goals. Our basic approach to coordination is to keep City staff fully informed and apprised of all project activities while minimizing City staff’s time and effort required for the completion of each task assignment on the PEMS contract. Staffing – Staffing for this contract requires a diverse range of knowledge and expertise, availability, and continuity of key staff, as well as, a high level of staff flexibility. Our general approach to staffing is to provide personnel whose knowledge and expertise best match the needs for each task assignment and who are readily available to complete each assignment expeditiously and efficiently. Timeliness – our Team will place the utmost emphasis on maintaining project schedules and will maintain the most appropriate personnel available staff members to handle every assignment in a timely manner. Our Project Manager will continually monitor all ongoing assignments to ensure all tasks are appropriately staffed and that all assignments are being completed on time and within budget, and will track all assignments in a cohesive organized manner. Cost Effectiveness – our Team understands (especially in today’s market) that providing a cost effective, practical approach to implementing transportation / roadway and capital improvements is of paramount importance.
