A Resolution of the Mayor and City Commission of the City of South Miami,
Florida in support of lowering energy costs and removing barriers for solar power
and support for amendment 4on the August thirtieth primary ballot.
WHEREAS,theCity of SouthMiami(the "City")adopted Resolution No.24-10-13058 dated
January 26,2010 supporting theGreen Corridor Districtlegislation,whichisaPACEprogram expressly
allowing local governments tofinance improvements suchas solar panels on properties;and
WHEREAS,as of May 1,2016,thePACE program has finances over 1,437 projects,which
includesseveralsolarpower projects,withanestimatedcost of $43,730,144 withintheGreenCorridor;
and
WHEREAS,unlike conventional power generation,solar power generates electricity withzero
air emissions andno water use,thereby moving the county,state,and nation toa cleaner andmore
sustainable energy future;and
WHEREAS,Florida hasthe greatest potential for rooftop solar power of anystateinthe eastern
United States.Yet,with 9 million electric utility customer accounts,Florida has only 8,500 customer-
sited solar systems,in contrast with less sunny states suchas New Jersey,which has over 40,000
customer-sited solar systems,but only half the population of Florida;and
WHEREAS,the Florida tangible personal property taxisa tax on non-real estate property and
hasthe effect of increasing the cost of solar power onmany solar systems by2to5 cents per kilowatt
hour (kWh).Lowering the cost of solar power improves the economic benefit of solar power andcanlead
to significantly more solar development;and
WHEREAS,amendment 4will appear onthe August 30,2016 primary ballot,which,if
approved,would:(1)Exempt theassessedvalue of arenewableenergysourcedevicefromad valorem tax
on tangible personal property;and(2)Prohibit a property appraiser from considering the installation of a
renewable energy source device inthe determination of assessed value of real property forthe purpose of
ad valorem taxation;and
WHEREAS,assuch,theCity Commission hereby supports Amendment 4asit would lower the
costsand remove barrier of solar power within theState of Florida;and
WHEREAS,the City Commission finds that this Resolution isinthe best interest and welfare of
the residents of theCity.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA THAT:
Section 1.Theabove recitals aretrueand correct andare incorporated herein bythis reference.
Section 2.The City Commission hereby supports lowering energy costs and removing barriers
forsolarpowerandadditionallysupportsAmendment4ontheAugust30,2016 primaryballot.
Section 3.TheCity Clerk isherebydirectedto transmit acopy of this Resolution totheMayor
andBoard of CountyCommissioners of Miami-DadeCounty,Florida,andallelectedmunicipalofficials
in Miami-Dade County.

Section 4.This resolution shall becomeeffectiveimmediatelyuponadoptionbyvote of theCity
Commission.
