The City's Parks and Recreation Department desires to install new high definition security cameras at the Gibson-Bethel Community Center. The existing closed-circuit television (CCTV) cameras produce identification problems, blur images at night and snowy bars on the monitor. Presently, there are no security cameras monitoring the multipurpose room, art room, front lobby desk, computer lab, classroom, fitness and cardio rooms, just to name a few. The contractor is responsible for a turnkey solution in response to RFP #PR2016-02 "High Definition Security Cameras for the City's Gibson-Bethel Community Center." The motivation for completing this project is to establish a reliable safe place for young people to congregate, to promote safety and deter crime, as well as to provide police with surveillance footage in the event of an incident. The City submitted a Request for Proposal (RFP) #PR2016-02 on Tuesday, January 12, 2016 for "High Definition Security Cameras for the City's Gibson-Bethel Community Center." The City received nine (9) proposals. Five (5) of the nine (9) companies-Securitas Electronic Security, Johnson Controls, ER Tech Systems Group Inc., Strike Industries, and SO State Security, Inc.-submitted proposals featuring the Avigilon high definition video camera security system, which will integrate perfectly with the City's current Avigilon system at Murray Park Aquatic Center. The City's IT Division recommends utilizing a single manufacturing/brand name. After careful consideration of all proposals received, other security camera manufactures/brand names did not provide any additional functionality that would sway the City to go with them. Moreover, Galactic Technology Group and ATCI Communication are offering smaller recording storage capacities compared to ER Tech Systems Group Inc. ER Tech Systems Group Inc. will provide the preferred manufacture/brand name security cameras by City staff and is only approximately $1,270 more than Alfi Electronics, Inc. The City allocated $50,000 in its Capital Improvement Program budget towards this project. Securitas Electronic Security ($51,547.25) and Johnson Controls' ($63,212.00) lump sum base price exceeds the City's allocated budget. Broadcast Systems d.h.a. ER Tech Systems Group Inc. was the lowest bidder for Avigilon cameras and is in compliance with the terms of the RFP. Furthermore, ER Tech Systems Group Inc. is providing 32TB of recording storage for long-term video retention, whereas 50 State Security and Strike Industries, Inc. are providing 12TB and 21TB, respectfully. City staff consulted with the contractor's references as to hands on experience and received positive feedback. ER Tech Systems Group Inc. is currently working with Miami-Dade Transit in the upgrade and integration of security cameras with built-in analytic Avigilon and over 650 new security cameras around the tracks, platforms, public spaces, and office. Based on the information above, City staff recommends entering into an agreement with ER Tech Systems Group Inc. due to its video management platform, qualification and experience.
