A Resolution authorizing the City Manager to waive one-hundred percent (100%)of the
non-profit rental fees for the use of the sidewalk area at the Gibson-Bethel Community
Center by Pumps,Pearls and Portfolios Inc.
WHEREAS,Pumps,Pearls and Portfolios ("PP&P"),a 501(c)(3),has submitted a rental
application to host aMini Health Fair at the Gibson-Bethel Community Center on Saturday,July30,
2016 from 9:00 a.m.to 2:00 p.m;and
WHEREAS,PP&P's objective is to offer healthcare information and giveaway baskets of
fruits and vegetables to three-hundred (300)local families;and
WHEREAS,PP&P has been orienting low-income youth in employability and customer
service for over thirty years;and
WHEREAS,PP&P aims to ensure that its clients become productive and self-sufficient
citizens;and
WHEREAS,the applicant has requested a waiver for the cost of the sidewalk area at the
Gibson-Bethel Community Center to be charged at the Mulit-Purpose Room,Non-profit rental rate
of$55per hour in the amount of$275(5hrs.X$55)and the security deposit of$100,totaling $375.
NOW,THEREFORE,BEIT RESOLVED BYTHE MAYOR AND CITY COMMISSION OFTHECITY
OF SOUTH MIAMI,FLORIDA THAT:
Section 1.The City Manager is hereby authorized to permit Pumps,Pearls and Portfolios to
holditsMini Health Fairon Saturday,July30,2016 from 9:00 a.m.to 2:00 p.m at the Gibson-Bethel
Community Center.
Section 2.The City Manager is hereby authorized to waive all rental fees in the amount of
$375 dollars.
Section 3.Effective Date.This resolution shall become effective immediately upon
adoption by vote of the City Commission.

necessary 501(c)(3)Certificate.
Theapplicantisrequestinga one-hundred percent (100%)waiverfor the use of
the outdoor covered surface platform area located to the left of the front
entrance of the Gibson-Bethel Community Center.Total space to bechargedat
the multi-purpose roomnon-profitrentalrate of $55perhour,in the amount of

Permit Rules and Regulations

Permits may notbeissuedfor programs:
•Requiring equipmenttobesetupintheparkor facility.
•Witha negative impact on traffic orthe public's ability to enjoy the park or facility.
•Considered highriskhavinganegativeimpactonthepublic's health,safety,and welfare.
•Deemed inappropriate bythe Parks andRecreation Director.
WithanegativeimpactonCity property;for example,destruction oftrees,turf,orotherCity
infrastructure.

Thesecuritydepositandall associated rental feesmustbepaidatthetime of reservation.
•Thepaymentcanbemadeintheform of apersonalcheck,moneyorderorcertifiedcheck.
•Failure to adequately clean,damage toorloss of park property orviolation of park rules,willresultinthe
fi loss of all or part of the deposit.
Insurance
Rental Application Form
Priortotheuseofthe facility orfacility,proof of insurance mayberequiredwiththepolicynamingthe
City of South Miami asan additional insured forthe duration ofthe event.
ThecoveragefortheCityshallbeprimaryandnon-contributoryandwrittenonFloridaapprovedforms
byaninsurancecompanylicensedbytheState of Floridatosellinsurance.
Thecompany shall notbeasurpluslinescarrierandthe insurance shallincludecontractliability
coverage.
Activity
Anyunusual equipment and/or activity,asmaybedefinedbytheCityinitssoleandabsolutediscretion,
mustbeapprovedbytheDirector of ParksandRecreationandnotedonthefacilityreservationform.
All equipment mustbe delivered and removed withinthe rental period-nostorageareasare available.
All delivery vehiclesmustremainin designated parking areas.Excessiveamplifiedmusicorotherloud
noises,asdeterminedbytheCityinitssoleandabsolutediscretion,whichdisturbotherparkpatronsor
adjacentpropertyownersareprohibited.Ridesofanykindincludingponyrides,mechanicaland
inflatable rides,petting zoos,etc.arenot permitted inanyCitypark.
Use of rentals,includingpavilionrentalsmust be completedbysunset.UseofrentalsatPalmerParkand
theGibson-BethelCommunityCentermustbecompletedby 10:00 PM.
Conduct
Permitteemusttakeallnecessarystepsto control alloftheir guests/participants/spectators.Anyperson(s)
violatingany of theRulesandRegulationscontained herein,anyCity ordinances orotherlaws,orwho
are,inthe opinion oftheParksand Recreation Department,constituting apublic nuisance,potential
hazardtothepublicorparkproperty,or exhibiting disorderly conduct,maybeexpelledfromthefacility
byParksandRecreationDepartmentstafforPolice Department withoutarefundfortheremainder ofthe
permit period.
Allvehiclesmustremaininthedesignatedparkinglots.
The consumption of alcoholic beveragesand gambling ofanyformisprohibitedinallCityparks.
Setup/Decoration
Decorationsmaybeattachedwith MASKING TAPE ONLY.Theuseofstaples,nails,tacks,etc.is
prohibited.Therental period should include sufficient time forset-upof facility,conducting the event,
and cleanup ofthe facility tothe satisfaction oftheParksandRecreationDepartment.
All facilities/furniture/equipment mustbe returned toitsoriginalconditionandbeplacedinits original
positionif moved.Any cleanup performed bytheCitywillbe deducted from thedeposit and/or billedto
the Permitee.
Food Service
Cookingoffoodmustbedonein prescribed areasonly.Nofoodordrinkswillbeallowedinthe
GymnasiumattheCommunityCenter.TheCityofSouthMiami,Miami-DadeCountyandtheStateof
Floridamay require permits/licenses whenfoodistobe sold.Itisthe responsibility ofthe permittee to
contactthese agencies forthis information andtoobtainallrequired permits.
SpecialRequirements
Occupancy Limits-30peopleperpavilionatDante Fascell Park;30peopleat Fuchs Parkand80people
inthe Multipurpose Room.
Additional traish receptacles,cleanup crews,portable toilets,off-duty police officers,or other special
conditions maybe required depending onthe facility,numberof attendees,natureof event orother
miscellaneous conditions as determined bytheCityinitssoleand absolute discretion and/or inthe public
interest.Thesaleof merchandise ofanykindis prohibited unless otherwise notedonthe application form.

Pets
Withthe exception of service animals,animals/pets are not permitted into oruponCity parks and
facilities unlessotherwiserequired bylaw.
Cancellations and Refunds
•Cancellations made72 hours in advance of scheduled reservation date are eligiblefora refund.No
refunds thereafter.
Restrictions/Revocation
•The Director ofParks andRecreation reserves the right to approve ordenyany application ona case-
by-case basis,including butnot limited to,limited capacity of park or facility,impact on surrounding
neighborhood,orsuch application isnotconsistentwiththeParksandRecreationVision,Mission
and/or Values.
•Permits are revocable,withoutnoticeatanytimeby the Parks and.Recreation Director or
their designee fora violation ofthepermit conditions,anypark rule,ordinance,Federal or
Statelawor if the Director of Parks andRecreation determines thepermitteduseisathreatto
thehealth,safety,orwelfare of thepublic.
•Should a lapse inthe general liability insurance policy occur,theCity reserves therightto
revokethe user's permit.

Neighborhoodinwhich we wanttotargetforthe"miniHealth Fair"hasbeenclassifiedas"slumandblighted".The
povertylevelfor families is37%.Seventypercent(70%)ofthehouseholdsareheadedbysingle parents.Ninetypercent
(90%)oftheenrolledchildren live infederally assisted andHUDhousing.Eighty-fivepercent(85%)havea learning
disability,reading deficitorattention disorder.Approximately eightypercent(80%)ofthestudents served arebelowtheir
gradelevelinthe public schoolsystem.Providing children withthe opportunity todeveloppositive behavior isthe
foundation of most efforts to prevent truancy,youth crime,and violence.We coordinate with churches and organizations
inthecommunitytoprovideservicestothis population.
We nowknowthatcomprehensive strategies workthatprovide opportunities for educating,mentoring,conflict resolution
trainingandsafety,engagement of youthandtheir families,and approaches thatarecommunitybasedand integrated.We
impart several important lessons encouraging children to stay in school by teaching themhowto succeed inthe
classroom;andteachingthemcivilityand interpersonal skillsin order toliveviolence free.Whenstudentsand families
arewell nourished,theyshow improved skillswitha positive attitude toward school;parents willhave increased
knowledge of cultural/community events,they are able to manage their households and finances accurately;parents will
be involved intheir child's learning asaresult of participation in project activities and homework.PP&P,Inc.wouldlike
tomakethis possible for the citizens of South Miami and whomever feel thattheymaybe lacking in nourishment and
fulfillment of services.
