RESOLUTION NO.074-16-1 4629 A Resolution authorizing the City Manager to negotiate and to enter into a contract with ER Tech Systems Group Inc.for high definition security cameras at the Gibson- Bethel Community Center. WHEREAS,the City's Parks and Recreation Department desires to install new high definition security cameras at the Gibson-Bethel Community Center;and WHEREAS,the existing closed-circuit television (CCTV)cameras produce identification problems,blur images at night and snowy bars on the monitor;and WHEREAS,presently,there are no security cameras monitoring key areas within the community center,including the multipurpose room,art room,front lobby desk,computer lab, classroom,fitness and cardio rooms;and WHEREAS,the motivation for completing this project is to establish a reliable safe place for young people to congregate,to promote safety and deter crime,aswellas to provide police with surveillance footage in the event ofan incident;and WHEREAS,the City submitted a Request for Proposal (RFP)#PR2016-02 on Tuesday, January 12,2016 for''HighDefinition Security Cameras for the City's Gibson-Bethel Community Center".TheCity received nine(9)proposals.Five (5)of the nine(9)companies—Securitas ElectronicSecurity,JohnsonControls,ER Tech Systems GroupInc.,StrikeIndustries,and 50 State Security,Inc.—submitted proposals featuring the Avigilon high definition video camera security system,which will integrate perfectlywith the City's current Avigilon systematMurray Park Aquatic Center;and WHEREAS,itishighly recommended that the City consider standardizing onto asingle video management platform.Thiswillallow efficient and maximum use of video camera licenses,standardizationofcamera,enclosures,parts,materials,systemadministration, maintenance,training,security accesscontroland create economy toscales.Aftercareful considerationofallproposalsreceived,citystaffrecommendsextendingitsrelationshipand integratingontoasinglevideomanagementplatformwithmanufacturing/brandname, Avigilon;and WHEREAS,the City allocated $50,000 inits Capital Improvement Program budget towardsthisproject.Securitas Electronic Security ($51,547.25)andJohnson Controls' ($63,212.00)lump sum base price exceeds the City's allocated budget.Broadcast Systems,dba ER Tech Systems Group Inc.,wasthelowestbidderfor Avigilon camerasandisin compliance with the terms of the RFP;and Pg.2 of Res.No.074-16-14629 WHEREAS,the total expenditure shall be charged to the Parks and Recreation Capital Improvement account number 301-2000-572-6450,whichhasa balance of $257,942 before this request was made;and WHEREAS,City staff consulted with the contractor's references as to hands on experience and received positive feedback;and WHEREAS,based on the information above,City staff recommends entering into an agreement with ER Tech Systems Group Inc.due to its video management platform, qualification and experience. NOW,THEREFORE BEIT RESOLVED BYTHE MAYOR AND CITY COMMISSION OFTHE CITYOF SOUTH MIAMI,FLORIDA THAT: Section 1.TheCity Manager is authorized to negotiate and enter into a contract with ER Tech Systems Group Inc.foran amount notto exceed $43,909.30 for the purchase and installation of new high definition security cameras at the Gibson-Bethel Community Center. TheCity Manager isalso authorized to expend an additional $4,000 forany unknown factors that may arise. Section 2.Severability.If any section clause,sentence,or phrase of this resolution is forany reason heldinvalidor unconstitutional bya court of competent jurisdiction,the holding shall not affect the validity of the remaining portions of this resolution.
