An Ordinance adopting a lO-year water supply facilities work plan and amending the City's
Comprehensive Plan to strengthen coordination between water supply and local land use
planning as required by Florida Law.
BACKGROUND:
The City of South Miami is subject to the jurisdiction of the South Florida Water Management
District (SFWMD). The SFWMD has concluded that traditional water supply sources will not be
sufficient to meet the water needs of the growing South Florida population. As a result, the
Florida legislature enacted laws specifying the role the state's water management districts
perform in water resource and water supply planning and development. The legislative intent
was to provide for human and environmental water demands for a 20-year planning horizon .
The Florida legislature has enacted bills in the 2002, 2004, 2005 and 2011 sessions to address
the state's water supply needs. These bills , especially Senate Bills 360 and 444 (2005 legislative
session), significantly changed Chapter 163 and 373 Florida Statutes (F .S.) by strengthening the
statutory links between the regional water supply plans prepared by the water management
districts and the comprehensive plans prepared by local governments. In addition, these bills
established the basis for improving coordination between the local land use planning and water
supply planning . The work plan and the comprehensive plan amendments must addre ss the
development of traditional and alternative water supplies and conservation and reuse
program s that are nece ssary to serve existing and new development for a 20-year planning
period .
Proposed amendments to the goals , objectives and policies of the City's Comprehensive Plan
have been made to incorporate the water supply plan in the Future land Use, Infrastructure,
Conservation , Intergovernmental Coordination and Capital Improvement Elements .
The purpo se of thi s reque st is to tran smit and adopt the City 's first 20 -Year Water Supply
Facilities Work Plan and the related amendments to the Comprehen sive Plan . A copy of the
proposed Water Supply Facilities Work Plan and the related Comprehen sive Plan amendments
are attached .
At the public hearing and regular meeting of the Planning Board (Local Planning Agency) on
August 11, 2015, the Planning Board passed a motion to transmit the Water Supply Facilities
Work Plan to the City Commission and the Florida Department of Economic Opportunity with a
favorable recommendation.
At the public hearing and regular meeting of the City Commission on October 27, 2015, the
Commission passed a motion to transmit the Water Supply Facilities Work Plan to the Florida
Department of Economic Opportunity and other review agencies with a favorable
recommendation.
Subsequent to that action comments were received from the various review agencies and
incorporated into the revised documents and have been highlighted.
RECOMMENDATION
It is recommended that the City Commission adopt and transmit the 20-Year Water Supply
Facilities Work Plan and related Comprehensive Plan amendments to the Department of
Economic Opportunity.

9 WHEREAS, Section 163.3167, Florida Statues, requires each local government
10 to address in its Comprehensive Plan, the water supply sources necessary to meet and
11 achieve the existing and projected water use demand for an established planning period;
12 and
13
14 WHEREAS, the City of South Miami (the "City") recognizes the need for
1 S integration between land use planning and water supply planning; and

17 WHEREAS, Section 163.3177, Florida Statues, requires that local governments
18 prepare and adopt at least a 10-Year Water Supply Facilities Work Plan; and
19
20 WHEREAS, in order to reflect recent updates to state and regional Water Supply
21 Facilities Work Plans, the City desires to amend its Water Supply Facilities Work Plan
22 and related elements within the City's Comprehensive Plan; and

24 WHEREAS, public notice was provided as required by applicable law; and

26 WHEREAS, the City's Planning Board, sitting in its capacity as the Local
27 Planning Agency, reviewed this 20-year water supply facilities work plan and
28 comprehensive plan amendments and recommended approval on August II, 2015; and

30 WHEREAS, after two duly noticed public hearings, the City Commission desires
31 to adopt this Ordinance and finds that it is consistent with the Comprehensive Plan; and

33 WHEREAS, the City Commission finds that this Ordinance is in the best interest
34 and welfare of the residents of the City; and

36 NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
37 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:

39 Section 1. Findings. The foregoing "Whereas" clauses are hereby ratified and
40 incorporated herein as the legislative intent of this Ordinance.

42 Section 2. Adoption of Water Supply Facilities Work Plan. The City
43 Commission hereby adopts its 20-Year Water Supply Facilities Work Plan and also
44 incorporates by reference its 20-Year Water Supply Facilities Work Plan into its
4S Comprehensive Plan as supporting data and analysis for the amendments adopted in this
46 Ordinance. A copy of the 20-Year Water Supply Facilities Work Plan is provided in
47 "Exhibit A" and which is attached hereto and made a part of this Ordinance.

1 Section 3. Amendment of the City's Comprehensive Plan. The City's
2 Comprehensive Plan is hereby amended as provided in "Exhibit B," which is attached
3 hereto and made a part of this Ordinance.

5 Section 4. Transmittal. The City Manager or designee is authorized to transmit
6 this Ordinance to the appropriate local, regional and state agencies.

8 Section 5. Severability. If any section, clause, sentence, or pluase of this
9 Ordinance is for any reason held invalid or unconstitutional by a court of competent
10 jurisdiction, the holding shall not affect the validity of the remaining portions of this
11 Ordinance.

13 Section 6. Conflict. All ordinances or parts of ordinances and all sections and
14 parts of sections of ordinances in direct conflict herewith are hereby repealed.

16 Section 5. Effective Date. This ordinance shall become effective upon passage
17 and enactment. However, pursuant to Florida Law, the Comprehensive Plan
18 amendment(s) adopted by this Ordinance shall not become effective until 31 days after
19 adoption. If challenged within 30 days after adoption, the Comprehensive Plan
20 amendment(s) shall not become effective until the state and planning agency or the
21 Administration Commission, respectively, issues a final order determining that the
22 adopted Comprehensive Plan amendments is in compliance.

1.0 INTRODUCTION
The City of South Miami (City) acknowledges the importance of water conservation and
reuse and has included policies in its Comprehensive Plan in order to assist in
implementing related strategies. The City also recognizes that in order to maintain a
proactive water conservation program there must be an effective coordination program
with Miami-Dade County Water and Sewer Department (MDWASD) to ensure the
success of the program. In addition, the City maintains an excellent working
relationship with MDWASD as a retail customer to ensure compliance with all applicable
regulations and guidelines. As a retail customer, the City residents buy their water
directly from MDWASD at a determined rate. Under this arrangement, the City's Public
Works Department coordinates with WASD to ensure that enough capacity is available
for existing and future customers and supporting infrastructure such as the water lines
are adequately maintained.
The City 2015 20-Year Water Supply Facilities Work Plan (hereinafter the Work Plan)
adopted on April 5, 2016 will reference the initiatives already identified in the Miami-
Dade County's 20-year Water Supply Facilities Work Plan, which was adopted on
February 4, 2015, since the City is a retail customer. According to state guidelines, the
Work Plan and the Comprehensive Plan (Comp Plan) elements must address the
development of traditional and alternative water supplies, bulk sales agreements and
conservation and reuse programs that are necessary to serve existing and new
development for at least a 10-year planning period.
The purpose of the City of South Miami's new 20-Year Water Supply Facilities Work
Plan is to identify and plan for the water supply sources and facilities needed to serve
existing and new development within the local government's jurisdiction. This Work
Plan will be adopted with a 20-year planning horizon to be consistent with both the
Miami-Dade County and South Florida Water Management District Water Facilities
Work Plans. Chapter 163, Part II, F.S., requires local governments to prepare and adopt
Water Supply Work Plans into their comprehensive plans within 18 months after the
water management district approves a regional water supply plan or its update. Updates
to the original Work Plan are required every five years. The City is located in the South
Florida Water Management District region in southeast Florida (Figure 1). The 2013
Lower East Coast Water Supply Plan Update (LEC) was approved by the South Florida
Water Management District (SFWMD) on October 10, 2013. Therefore, local
governments within the South Florida Water Management District Lower East Coast
jurisdiction should amend their comprehensive plans by adopting a Work Plan or
Update by March 13, 2015. As stated previously, MDWASD provides retail potable
water service to its customers in the City (Figure 2).
The City's Work Plan is divided into six sections:

1.1 Statutory History

Statutes (F.S.) by strengthening the statutory links between the regional water supply
plans prepared by the water management districts and the comprehensive plans
prepared by local governments. In addition, these bills established the basis for
improving coordination between the local land use planning and water supply planning.
1.2 Statutory Requirements
The City of South Miami has considered the following statutory provisions when
developing the Water Supply Facilities Work Plan (Work Plan):
1. Coordinate appropriate aspects of its comprehensive plan with the South Florida
Water Management District's Regional Water Supply Plan, [163.3177(6)(a),
F.S.].
2. Ensure that its future land use plan is based upon availability of adequate water
supplies and public facilities and services [s.163.3177(6)(a), F.S. Data and
analysis demonstrating that adequate water supplies and associated public
facilities will be available to meet projected growth demands must accompany all
proposed Future Land Use Map amendments submitted for review.
3. Ensure that adequate water supplies and facilities are available to serve new
development no later than the issuance by the local government of a certificate of
occupancy or its functional equivalent and consult with the applicable water
supplier to determine whether adequate water supplies will be available to serve
the development by the anticipated issuance date of the certificate of occupancy
[s.163.3180 (2)(a), F.S.].
4. For local governments subject to a regional water supply plan, revise the General
Sanitary Sewer, Solid Waste, Drainage, Potable Water, and Natural Groundwater
Aquifer Recharge Element (the "Infrastructure Element"), within 18 months after
the water management district approves an updated regional water supply plan,
to:
a. Identify and incorporate the alternative water supply project(s) selected by
the local government from projects identified in the updated SFWMD
Regional Water Supply Plan or the alternative project(s) proposed by the
local government under s. 373.709(8)(b), F.S. [so 163.3177(6)(c), F.S.];

b. Identify the traditional and alternative water supply projects, and the
conservation and reuse programs necessary to meet water needs
identified in the SFWMD Regional Water Supply Plan [so 163.3177(6)(c),
F.S.); and,
c. Update the Work Plan for at least a 10-year planning period for
constructing the public, private, and regional water supply facilities
identified in the element as necessary to serve existing and new
development. [so 163.3177(6)(c), F.S.).
5. Revise the Five-Year Schedule of Capital Improvements to include water supply,
reuse, and conservation projects and programs to be implemented during the
five-year period [so 163.3177(3)(a)4, F.S.).
6. To the extent necessary to maintain internal consistency after making changes
described in Paragraph 1 through 5 above, revise the Conservation Element to
assess projected water needs and sources for at least a 10-year planning period,
considering the SFWMD Regional Water Supply Plan, the applicable District
Water Management Plan, as well as applicable consumptive use permit(s).
[s.163.3177 (6)(d), F.S.). The plan must address the water supply sources
necessary to meet and achieve the existing and projected water use and demand
for the established planning period, considering the SFWMD Regional Water
Supply Plan [s.163.3167(9), F.S.).
7. To the extent necessary to maintain internal consistency after making changes
described in Paragraphs 1 through 5 above, revise the Intergovernmental
Coordination Element to ensure coordination of the comprehensive plan with the
SFWMD Regional Water Supply Plan [s.163.3177(6)(h)1., F.S.).
8. While an Evaluation and Appraisal Report is not required, local governments are
encouraged to comprehensively evaluate, and as necessary, update
comprehensive plans to reflect changes in local conditions. The evaluation could
address the extent to which the local government has implemented the need to
update their Work Plan, including the development of alternative water supplies,
and determine whether the identified alternative water supply projects, traditional
water supply projects, and conservation and reuse programs are meeting local
water use demands [s.163.3181 (3), F.S.).

2.0 BACKGROUND INFORMATION
2.1 Overview
The intent of this section is to provide an overview of the City including information on
land use and population .
The City of South Miami was incorporated in 1926. The City covers an irregular,
rectangularly-shaped area which is approximately defined by Bird Road on the north,
Davis Road on the south. Red Road on the east and Ludlam Road on the west. The
City is entirely surrounded by unincorporated Miami-Dade County except for a small
border with Coral Gables on the east and the Village of Pinecrest on the south. The City
of South Miami is also noncontiguous between Miller Drive and Bird Road with portions
of the City divided by sections of unincorporated Miami-Dade County.
South Miami 's municipal form of government as set forth in its charter is
"Commission/City Manager". The elected officers are the Mayor and four
Commissioners, one of whom is elected as Vice Mayor. Members of the Commission
are elected to four-year terms, while the Mayor serves a two-year term . The Manager is
the chief administrative officer of the City and is responsible for the day-to-day
functions. The Manager is responsible for presenting the annual budget to the
Commission for approval.
The City of South Miami is substantially built-out . The City's current population is
approximately 11,794 (2015 Miami-Dade County WASD estimate). with future
development potential and population growth limited by the scarcity of vacant and
developable land . The potential expansion of the City 's current boundaries through
annexations is the only factor which might result in significant population increase
during the planning period . The entire City of South Miami is served by public water
lines ; however , some individual areas have yet to connect to the system. After review of
County records it has been determined they are incomplete with respect to self-supply
systems . The Miami-Dade Water and Sewer Department is responsible for water
supply, treatment and transmission. New development and redevelopment are not
expected to significantly increase needs for water service . There are no classified
prime groundwater recharge areas within the City of South Miami. Aquifer recharge
sources in the City include the Brewer and Snapper Creek canals and their tributaries.

The City of South Miami is a small town in the middle of a major metropolitan area.
South Miami has an established small town residential character made up of ten distinct
single-family neighborhoods. Multiple-family housing is scattered throughout the City at
the periphery of single family neighborhoods. In 1995, when the City's Comprehensive
Plan was being developed an evaluation of existing gross acreage by land uses
revealed that 878 acres or 56.5% of the total gross acreage in the City is dedicated to

residential use. The remaining gross acreages are allocated to non-residential such as
retail and office (10 .6%); public facilities (3.6 %); recreational facilities (2.5 %); streets
and water (24 .8%); and vacant land (1 .9%). There have been no substantive changes
since that time . Future populat ion estimates are based on the MDWASD population
estimates for Retail Customers by municipality. As stated above the current populat ion
of the City is 11 ,794 increasing to 12 ,358 in 2020 ; 12 ,922 in 2025; 13,485 in 2030 ; and ,
14 ,048 in 2035.
2.2 Relevant Regional Issues
Regional issues that affect the City of South Miami include minimizing pressure on the
Everglades and Biscayne Bay ecosystems and , Biscayne and Floridan Aquifers . To that
end, the Comprehensive Everglades Restoration Plan (CERP) is providing the
foundation for one of the largest ecosystem restoration pro j ects in the world . The
SFWMD and the US Army Corps of Engineers have partnered in order to restore ,
protect and preserve the water resources of central and southern Florida , including the
Everglades . Various projects under CERP help ensure the proper quantity , quality ,
timing , and distribution of waters to the Everglades and all of South Florida. The goal of
CERP is to capture fresh water that now flows unused to the Atlantic Ocean and the
Gulf of Mexico redirect it to areas that need it most.
The South Florida Water Management District is the state agency responsible for water
supply in the Lower East Coast planning area which includes the jurisdictional
boundaries of South Miami. SFWMD plays a pivotal role in resource protection , through
criteria used for Consumptive Use Permitting. As pressure increased on the Everglades
ecosystem resource , the Governing Board initiated rulemaking to limit increased
allocations dependent on the Everglades system . As a result , the Regional Water
Availability Rule was adopted by the Governing Board on February 15 , 2007 as part of
the SFWMD's water use permit program. This reduced reliance on the regional system
for future water supply needs , mandates the development of alternative water supplies,
and increasing conservation and reuse .
Even with an ever increasing population , withdrawals from the Aquifers will be limited ,
greater conservation will be required to reduce per capita use ; and , reclaimed water
must continue to be an important alternative water source per the 2008 Leah G . Schad
Ocean Outfall Program . The City does not have any domestic wastewater facilities
which discha rge to the ocean . But supports Miami-Dade County efforts in reduc ing
wastewater outflows and providing for reuse .
The Lower East Coast 's 2013 Plan Update notes that a number of utilities have
diversified their water supplies , including treatment and storage technologies , and water
conservation programs . These alternatives include constructing brackish Floridan
aquifer wells and reverse osmosis treatment plants , reclaimed water treatment and
distribution facilities , and aquifer storage and recovery systems. Between 2007 and

2009,41 MGD of potable water supply capacity was added. From 2010 to 2013, nine
utilities built public water supply (PWS) projects with a capacity of 49 MGD.
Approximately 14 percent of the current PWS allocation is now from an alternative water
source, primarily brackish groundwater.
The City, through INT Policy 1.4.5 supports CERP and the Biscayne Bay Coastal
Wetlands Project.
Additional Policies such as FLU Policy 4.1.1, INF Objective 1.7 and its implementing
Policy 1.7.1 and CON Policy 1.2.5 assist in the protection of surface and ground waters,
water quality and recharge.

3.0 DATA AND ANALYSIS
The intent of the data and analysis section of the Work Plan is to describe the
information that local governments need to provide to state planning and regulatory
agencies as part of their proposed comprehensive plan amendments, particularly those
that would change the Future Land Use Map (FLUM) to increase density and/or
intensity. Additionally, population projections should be reviewed for consistency
between the County and the South Florida Water Management District's Water Supply
Plan.
3.1 Population Information
The City's existing and future population figures were derived from the MDWASD Retail
Customers estimate. Below is a comparison in tabular formal. As stated previously, for
the purpose of water supply planning the LEC projections will be utilized. As shown in
Table 1, the LEC Update states that the MDWASD Service Area has a population of
2,239,773.
The total 2010 population of Miami-Dade County, in which the City's popUlation is
included, was 2,496,435 (Table A-7. PWS and DSS population projections for the LEC
Planning Area, 2013 LEG Water Supply Plan Update). Of that total the Miami-Dade
WASD serviced 2,141,885 residents.

Figure 2 depicts current and future water service areas of the City. MDWASD is the only
service provided to customers within the City's municipal boundaries. There are no
areas anticipated to be annexed.

3.3 Potable Water Level of Service Standard
INF Policy 1.5.1
The County shall provide a level-of-service such that the project flow plus the maximum
day flow (the average of the five highest daily flows) of the preceding calendar year
shall not exceed 98 percent of the County treatment system's rated capacity.
This Policy is recommended to be amended to be consistent with Miami-Dade County
potable water level of service standards. The proposed amendment is outlined under
Section 6.0 of this Work Plan.
The City will continue to encourage the reduction of annual average per person demand
pursuant to policies in the comprehensive plan as coordinated by MDWASD and the
South Florida Water Management District.
3.4 Population and Potable Water Demand Projections for the City
The South Florida Water Management District 2013 Lower East Coast Water Supply
Plan Update (LEC) details the projected potable water demand for MDWASD, which
includes the City of South Miami. Since MDWASD provides water to a number of
Miami-Dade County municipalities and most of the unincorporated area, the analysis of
the City's water needs is determined by the City's percentage of the overall population
of the MDWASD service area population (Table 2).

3.5 Water Supply Distribution Provided by the City of South Miami
MDWASD is a regional water and wastewater utility that furnishes potable water service
to approximately 2.2 million inhabitants and tens of thousands of commercial
establishments. The service area covers numerous municipalities and most of the
unincorporated areas of Miami-Dade County. The City of South Miami does not provide
or distribute potable water to the City 's residents or businesses. The City does not have
data on domestic water self-supply. After review of County records it has been
determined they are incomplete with respect to self-supply systems .
3.6 Water Supply Provided by Miami-Dade County WASD
As stated above , the MDWASD System supplies potable water to over 2 .2 million
persons, including residents and businesses within the City of South Miami , and is an
interconnected system of three subareas. Other water suppliers within Miami-Dade
County include: North Miami Beach , North Miami, Homestead and Florida City.
Currently wilhin the MDWASD Serv ice Area there are 15 municipal wholesale
customers.
The information contained in the Comprehensive Development Master Plan
Amendments adopted February 4 , 2015 and the Miami-Dade WASD 20-year Water
Supply Facilities Work Plan (2014-2033) Support Data (November 2014), the 2013
Lower East Coast Water Supply Plan Upda te (LEC) approved by the South Florida
Water Management District (SFWMD) on October 10 , 2013 and additional information
found within Water Use Permit 13-00017-W are herein incorporated by reference . The
Water Use Permit which was modified and approved by the SFWMD on February 9 ,
2015 , will now expire on February 9, 2035.
The following Miami-Dade County CDMP Policy supports the coordination with the
SFWMD LEC Update:
WS-6D . In the development of its future potable water supplies, Miami -Dade County
shall , to the maximum extent feasible , utilize methods which preserve the integrity of the
Biscayne Aquifer , protect the quality of surface water and related ecosystems, cons ider
and are compatible with the South Florida Water Management District's 2013 Lower
East Coast Regional Water Supply Plan Update and the current Water Use Permit , and
comply with the land use and environmental protection policies of the Miami-Dade
County CDMP, the Strategic Regional Pol icy Plan for South Florida , and the State
Comprehensive Plan .
The City is within the Alexander Orr, Jr. Subarea which comprises of a high pressure
system with two major piping loops . This system delivers water to nearly all of Miami-
Dade County south of approximately Flagler Street and north of SW 248 th Street ,
including Virginia Key, Fisher Island , the Village of Key Biscayne and , upon request , to
the City of Homestead , and Florida City . Capital Improvements Projects impacting the
City are referenced in Section 5.0 of this Plan Update.

3.7 Conservation
Water conservation is the key to maintaining the health and productivity of the Surficial
Aquifer System. Promoting water conservation equipment , techniques , and practices
will benefit customers economically and maintain a realistic water demand picture for
utilities . Protection of the aquifer system and wellfields (Figure 3) through conservation
and reuse, recharge enhancement, limitations on withdrawal, regulation of land use,
and maintenance of minimum flows and levels will ensure the availability of an adequate
water supply for all competing demands , maintain and enhance the functions of natural
systems and preserve water quality.
The City of South Miami works in coordination with MDWASD , SFWMD and state
efforts aimed at promoting conservation through a variety of means including :
• Water Use Efficiency requirements included in the Code of Miami-Dade County
• Limiting Irrigation Hours
• Florida-Friendly Landscape Ordinance
• Rain Sensor Ordinance
• Water Conservation Rate Structure
• Leak Detection and Repair Program
• Public education .
• Offering low-cost kits to its customers to reduce water use in their homes
(Ultralow Volume Fixtures).
• The Green Task Force , a resident and profess ional advisory committee , which
works in close association with the City Commission on sustainability and
transportation issues, recommending strategies , policies and initiatives.
As evidence by M-DWASD data. as shown in Subsection 3.4 Table 2, the City . its
residents and other stakeholders have been successful in terms of water conservation
as compared to other areas of Miami-Dade County . In the future the City will participate
with Miami-Dade County in the utilization of reclaimed/reused water when available .
3.7.1 County-wide Efforts
Section 4.5 Water Conservation and Reuse of the Miami -Dade WASD 20-year Water
Supply Facilities Work Plan (2014-2033) Support Data (November 2014) outlines
additional MDWASD efforts (pages 4 -6 and 7).
Presently, water utilities are saving substantial amounts of water through strategic
water-efficiency programs and Best Management Practices (BMP) included in their
Water Use Efficiency Plan . The savings from water conservation often translate into
more potable water available for residential and non-residential use , capital and
operating savings , which allow systems to defer or avoid significant expenditures for
water supply facilities and wastewater facilities.

The City of South Miami continues to remain in full support of the water conservation
initiatives adopted by the SFWMD and Miami-Dade County.
While the City is not responsible for the Comprehensive Everglades Restoration Project,
it is supportive of the regional water conservation efforts related to this regional
rehydration of the Florida Everglades. The City is also supportive of mandating yard
water restrictions that have been directed by the South Florida Regional Water
Management District. There are no water conservation projects identified in the City's 5-
Year Capital Improvement Plan (2014-2018).
The City will continue to coordinate future water conservation efforts with WASD and
SFWMD to ensure that proper techniques are applied. In addition, the City will continue
to support and expand existing goals, objectives and policies in the Comprehensive
Plan that promote water conservation in a cost-effective and environmentally sensitive
manner. The City will continue to actively support SFWMD and Miami-Dade County in
the implementation of new regulations or programs that are designed to conserve water.
Reuse
For the past years, the State of Florida is leading the nation in water reuse. The water
reuse effort in the state is primarily led by utilities, local governments, the water
management districts and state agencies. The intent of their efforts is to implement
water reuse programs that increase the volume of reclaimed water used and promotes
public acceptance of reclaimed water. The City of South Miami is in full support of the
water reuse initiatives under consideration by both the SFWMD and Miami-Dade
County. The County has committed to implement a total of 117.5 mgd of water reuse
as noted in the County's 20-year water use permit.
3.7.2 City Specific Actions, Programs, Regulations, or Opportunities
The City will coordinate future water conservation and reuse efforts with MDWASD and
the SFWMD to ensure that proper techniques are applied. In addition, the City will
continue to support and expand existing goals, objectives and policies in the
Comprehensive Plan that promote water conservation and reuse in a cost-effective and
environmentally sensitive manner. The City will continue to actively support the SFWMD
and MDWASD in the implementation of new regulations or programs that are design to
conserve water during the dry season. Finally, the City will administer its own water
conservation practices.
In recognition of the need for immediate, coordinated and visionary action to address
the impacts of a changing climate and provide for economic and environmental
resilience in Southeast Florida, in 2010 the counties of Palm Beach, Broward, Miami-
Dade and Monroe (Compact Partners) entered into the Southeast Florida Regional
Climate Change Compact (Compact). The City of South Miami endorsed the Mayors'
Climate Action Pledge, affirming support for the Southeast Florida Regional Climate

Change Compact, agreeing to consider implementing the Regional Climate Action Plan
and the Greenprint Sustainability Plan in whole or in part as appropriate for each
municipality and urging all Mayors of Miami-Dade County to support the Mayors'
Climate Action Pledge.
The Green Task force was established in 2010 with the following duties:
1. Development of goals, criteria and strategies for maximizing green building
design and energy and water efficient construction in the City of South Miami
for future residential and commercial development consistent with LEED
certification standards;
2. Coordination of green building issues and policy development with city
departments;
3. Support for the integration of green building and energy and water efficient
practices into city departments;
4. Coordination of the technical review of the city tree master plan and
participation of the planning department in the preparation of programs and
plans that support green design and energy and water efficient practices as
well as cultural and economic policies that protect our natural resources and
quality of life;
5. Develop and oversee a green building and energy and water efficient training
program for city departments;
6. Develop potential local incentives to promote LEED certification; and
7. Develop a green building compliance guide.
3.7.3 MDWASD Specific Regulations
MDWASD, and therefore the City of South Miami, implement water conservation
through the following Ordinances: Irrigation Hours, Florida-Friendly Landscape, Ultralow
Volume Fixtures, Rain Sensor, Water Conservation Rate Structure, Leak Detect &
Repair Program and Public Education Program. The City will also continue to comply
with all the Water Use Efficiency requirements included in the Code of Miami-Dade
County.
The City of South Miami, also implements water conservation through the following
Code Sections:
20-4.5 -Landscaping and tree protection requirements for all zoning districts.
(F) Landscape Plans Review Criteria
In order to conserve water, reduce maintenance, and promote plant health, plant
species shall be selected and installed based on their water needs, growth rate and
size, and resource inputs. Plants with similar water needs shall be grouped in
hydrozones. Adequate growth area, based on natural mature shape and size shall be
provided for all plant materials.

20-4.6 -Environmental review standards.
The following standards shall be utilized by the environmental review and preservation
board in their review and evaluation of all site and landscape plans as required by this
Code.
(A) Natural Environment.
(1) Proposed development shall be designed in such a manner so as to preserve and
protect existing environmentally-sensitive lands and natural resources, such as and
including soils, ground water, surface water, shorelines, vegetative communities,
fisheries and wildlife habitats.

4.0 INTERGOVERNMENTAL COORDINATION
The provision of water supply needs in City of South Miami is achieved in coordination
with local, county, and regional partners including Miami-Dade County WASD and
South Florida Water Management District. MDWASD is the City's primary water partner
as they provide the City its water service utilities. MDWASD ensures that water supply
services are provided to the majority of residents of Miami-Dade County in the most
efficient and effective manner. The City coordinates with MDWASD in development
permitting and capacitv allocations and through the resources provided by M-DWASD .
The SFWMD acts to protect the region's water supply resources and coordinates the
implementation of state water regulations and policies through local water planning
efforts and water supply services.
The City has reviewed any existing water supply related Objectives and policies and
amended them as necessary. Additionally, new Objectives and Policies have been
added pursuant to the requirements of the Florida Statutes. The new and amended
Objectives and Policies are outlined in Section 6.0. Policies are included which detail
coordination efforts with both MDWASD and SFWMD. As a retail customer, the City
must coordinate the adequate supply of water and conservation practices with
MDWASD and implement the requirements of County Code.

5 .0 CAPITAL IMPROVEMENTS

Plan will be updated, at a minimum, everv 5 years. The Citv's Work Plan is designed to :
assess current and projected potable water demands; evaluate the sources and
capacities of available water supplies; and, identifv those water supply projects, using
all available technologies, necessarv to meet the City's water demands for a 20-year
period .
Policy 1.6 .3 Comply with the City's 20-Year Work Plan adopted April 5, 2016, and
incorporate such Work Plan by reference into the City of South Miami Comprehensive
Plan .
Policy 1.6.4 Coordinate appropriate aspects of its Comprehensive Plan with the South
Florida Water Management District's regional Water Supply Plan Update adopted
October 10, 2013 and with the Miami-Dade County 20-Year Water Supply Facilities

Monitoring Measure
The Work Plan shall remain consistent with the Miami-Dade County 20-Year Water
Supply Facilities Work Plan, which is compatible with the Miami-Dade County Water
Use Permit renewals and with the projects listed in the South Florida Water
Management District's Lower East Coast Regional Water Supply Plan . The Work Plan
will be updated, at a minimum, every 5 years and within 18 months after the South
Florida Water Management District's approval of an updated Lower East Coast
Regional Water Supply Plan.
Conservation Element
CON OBJECTIVE 1.4
Assist the County in implementation of its proposed water conservation program.
CON Policy 1.4 .2
The City shall support , as appropriate, Miami-Dade County's development and
implementation of the Water Supply Facilities Work Plan required by Florida Statute,

CON Policy 1.4.4
The City will require the use of high efficiency toilets. showerheads. faucets. clothes
washers and dishwashers that are Energy Star rated and WaterSense certified in all
new residential and commercial projects. as required by the Miami-Dade County Water
Use Efficiency Standards Ordinance 08-100 (Effective Date Januarv 1. 2009) and
Manual and adopt an Ordinance to effectuate the same by Januarv 1. 2016 .
CON Policy 1.4 .5
The City shall encourage the use of sub-metering for all multi-unit residential
development which will include: separate meter and monthly records kept of all major
water-using functions such as cooling towers and individual buildings in all new and
redeveloped multi-family residential projects.
CON Policy 1.4.6
The City will encourage the use of Florida Friendly Landscape guidelines and principals;
gutter downspouts. roof runoff. and rain harvesting through the use of rain barrels and
directing runoff to landscaped areas; drip irrigation or micro-sprinklers; and the use of
porous surface materials (bricks. gravel, turf block. mulch. pervious concrete. etc .) on
walkways. driveways and patios .
CON Policy 1.4 .7
The City will participate. when warranted. in the SFWMD's Water Savings Incentive
Program (WaterSIP) for large-scale retrofits as recommended by the 2013 Lower East
Coast Water Supply Plan Update.
CON Policy 1.4 .8
The City shall submit a water conservation plan to the County as required by the Miami-
Dade County Code. Section 32-83.1. Said Plan shall be updated for the County's
approval every five years following submittal and Conserve Florida Guide generated
reports shall be filed annually at the close of the fiscal year.
CON Policy 1.4.9
The City shall require all future developments to comply with the landscape standards in
Sections 18-A and 18-8. Code of Miami-Dade County .

INT OBJECTIVE 1.1
The City shall review the comprehensive plans of other jurisdictions which impact the
City of South Miami, in order to identify and resolve conflicts with the City's
Comprehensive Plan, including concurrency related issues.
INT Policy 1.1.5
The City shall coordinate the City's adopted Comprehensive Plan with the plans of the
school board. the SFWMD, and other units of local government providing services but
not having regulatory authority over the use of land. and with the comprehensive plans
of adjacent municipalities. with the state comprehensive plan and with the South Florida
Water Management District's 2013 Lower East Coast Regional Water Supply Plan
Update.
INT Policy 1.1.6
The City shall coordinate the planning of potable water and sanitary sewer facilities.
water supply sources. demands. other services and level-of-service standards with the
Miami-Dade County WASD, Miami-Dade County Department of Regulatory and
Economic Resources. South Florida Water Management District, and through the 2013
Lower East Coast Water Supply Plan Update. as necessary.
INT Policy 1.1.7
The City does not provide water to other local governments but will negotiate or renew
interlocal agreements with water supply providers ensuring contractual agreement of
the adopted level of service standards, service area. populations and time periods for
services provided.
INT OBJECTIVE 1.4
The City will implement a program to identify and resolve conflicts between its
regulations and the land use of neighboring jurisdictions.
INT Policy 1.4.4
The City shall support, as appropriate, Miami-Dade County's development and
implementation of the Water Supply Facilities Work plan required by Florida Statute,
and the water conservation effort of other agencies. Moreover, the City shall
coordinate, as appropriate, with Miami-Dade County Water and Sewer Department to
assist in efforts to achieve its Five Year Water Efficiency Plan goal of ~ 117.5 gallons
per capita per day.
INT Policy 1.4.5
The City will coordinate with the South Florida Water Management District concerning
its jurisdictional authority as necessary and support its efforts concerning the 2013
Lower East Coast Water Supply Plan Update, ACCELER8 Everglades and CERP and
the Biscayne Bay Coastal Wetlands Project to protect an Outstanding Florida Water -

Biscayne Bay. The City hereby adopts by reference the Miami-Dade County
Comprehensive Development Master Plan Amendments adopted Februarv 4. 2015. the
Miami-Dade WASD 20-year Water Supply Facilities Work Plan Update (2014-2033)
Support Data (November 2014). the 2013 Lower East Coast Water Supply Plan Update
(LEC) approved by the South Florida Water Management District (SFWMD) on October
10. 2013 and additional information found within Water Use Permit 13-00017-W are
herein incorporated by reference.
INT OBJECTIVE 1.6
The City will support climate change and sea level rise initiatives.
INT Policy 1.6.1
Support the MDWASD and SFWMD in any efforts to evaluate the consequences of sea
level rise. changing rainfall and storm patterns. temperature effects. and cumUlative
impacts to existing structures and existing legal uses.
INT Policy 1.6.2
Participate in the Southeast Florida Regional Climate Change Compact to succort
regional planning efforts and initiatives to adapt to rising sea level in the LEC Planning
Area.
INT Policy 1.6.3
Work collaboratively with the MDWASD. other utilities and SFWMD to identify the utility
wellfields and other users at potential risk of saltwater intrusion within the LEC Planning
Area.
Monitoring Measure
The City shall enact legislation supporting the efforts of the MDWASD and SFWMD to
evaluate climate change and its impacts.
Capital Improvement Element
CIP OBJECTIVE 1.1
The Capital Improvement Element, and the five-year Capital Improvements Schedule
and Plan incorporated into the Element by reference, shall be used as the basis for
detailing the City's public facility deficiencies and planning corrective capital projects.
CIP Policy 1.1.7
Appropriate mechanisms will be developed and adopted with the South Florida Water
Management District and Miami-Dade County in order to assure that adequate water
supplies are available to all water users. Furthermore, the City will be responsible for
monitoring the availability of water supplies for all water users and for implementing a
system that links water supplies to the permitting of new development. Prior to approval
of a building permit or its functional equivalent, the City shall consult with WASD to

determine whether adequate water supplies to serve new development will be available
no later than the anticipated date of issuance by the City of a certificate of occupancy or

CIP Policy 1.1.8
The City shall provide monthly data to the Miami-Dade County WASD, as required by
such entity, to track the amount of water to be allocated for new use.
CIP Policy 1.1.9
The City shall incorporate capital improvements affecting City levels of service by
referencing the Capital Improvements Schedules of Miami-Dade County, state
agencies, regional water supply authorities and other units of government providing
services but not having regulatorv authority over the use of land into its 5-Year
Schedule of Capital Improvements. The City Capital Improvement Element Schedule
shall be maintained and updated annually and shall demonstrate that level of service
standards will be maintained during the next five-year (2014/2015 through 201912020)
planning period.
