61 RESOLUTION NO. ___ _ 2 3 A Resolution calling for staff to review the Affordable 4 Housing Objectives and Policies in the City's 5 Comprehensive Plan and to draft ordinances that enact 6 those and any recommended. changes to the Plan or the 7 Code. 8 9 WHEREAS, The City of South Miami Comprehensive Plan, as amended in 1999, 10 and approved by the Florida Department of Community Affairs, calls for incentives and 11 bonuses that encourage construction of affordable units in multi-unit development: 12 13 "HOU OBJECTIVE 1.5 14 The City shall consider the adoption of voluntary or mandatory zoning regulations as 15 promulgated by Miami-Dade County to produce additional affordable housing units 16 Citywide. 17 18 HOU Policy 1.5.1 19 When additional development permissions that will result in the addition of ten or 20 more units are granted, the new development should designate 20 percent of the 21 new units as low and moderate housing units. For developments of less than ten 22 units, the developer fonding setCUside for low and moderate income units. 23 24 HOU Policy 1.5.2 25 In consideration of a developer's provision of affordable housing, the City shall 26 consider granting a density increase proportional to the number of units provided 27 but not exceeding 20% increase, to the extent that such an increase is compatible 28 with surrounding site characteristics. " 29 and; 30 31 WHEREAS, No language was ever incorporated into the Land Development Code 32 to enact the affordable housing policies in the Comprehensive Plan; and 33 34 WHEREAS, The need for affordable housing in South Miami has nearly doubled 35 since the affordable housing policies were added to the Comprehensive Plan, with 36 approximately 2,200 households currently overburdened by housing costs, according to 37 recent figures released by the Shimberg Center for Housing Studies at the University of 38 Florida; and 39 40 WHEREAS, Every member of the City Commission has expressed a desire to 41 promote affordable housing; and 42 43 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 44 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: 45 46 Section 1. The City Commission hereby expresses its support for the 47 Affordable Housing Objectives in the City's Comprehensive Plan and directs staff to 48 (a) take or recommend steps to determine whether the affordable Policies in the City's 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 Comprehensive Plan remain appropriate and are considered best practice in promoting affordable housing, and (b) to make recommendations, in the form of proposed ordinances, to the City Commission should staff determine that improvements in the Comprehensive Plan are advisable, and (c) to recommend the adoption of voluntary or mandatory zoning regulations to implement the current policies and any recommended policies in the Comprehensive Plan to facilitate, produce, and encourage additional affordable housing units citywide, as applicable. Section 2. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Section 3.
