An Ordinance relating to the fee schedule;amending ordinance 22-14-2200 to increase some
fees,adding new fees,and deleting some fees from the schedule.
Below please find a breakdown with additional information andhighlighted changes to the
proposed "Schedule of Fees and Fines".
An attached revised schedule has been provided which reflects items that staff is
recommending be revised.
Central Services Fee Schedule
TheDivision title "Central Services''is being proposed to be revised to "Procurement Division/'
With that Division name change,some of the "services"and associated fees with Central
Services have been eliminated from the responsibility of the Procurement Division,hence the
fee schedule is amended to reflect that reality.
1.Background Check isstillavalid fee and is proposed to be moved to Police,as they are
now administering that program.
2.Professional Photos &Filmingis proposed to be moved to Parks and Recreation as the
Parks Department is now responsible for the City's Special Events.
3.Laminating is proposed to be deleted;the Cityno longer provides such services.
Public Works &Utilities Fee Schedule
The wording related to excess trash is being revised from "over Vi truck load..."to "each
additional truck load..."to clarify that the excess trash fee of $156 would be applicable to each
Vi truck load and not just for anything over a 34 truck load inits entirety.
City Clerk Fee Schedule
Anew Bid Protest Feeof $1,000 isbeing added under the CityClerkfee schedule.The Bid
Protest Feeisin accordance withAdministrativeOrder#2-15r,dated May7,2015,copy
attached.A summary is below:
"A protest of thesolicitationorawardmustbein writing ("Protest Letter")andsubmittedtothe
City Clerk's office within fivecalendardaysafterthedate of thefiling of the notice of intent to
filea protest The Protest Letter is considered filedwhentheProtest Letter andthe required
filingfee of$1,000arebothtimelyreceivedbythe City Clerk's office."
Police Department Fee Schedule
Anewspecial magistrate administration fee of$100isbeing added under the Police
Department fee schedule,specificallyfor the redlight cameras infraction hearings heldat the
City of South Miami.
Parks &Recreation Fitness Center Fee Schedule
After careful evaluation and inan effort to better meet the needs of the City's customers,the
Parks and Recreation Department is requesting certain revisions to simplify the fee schedule.
Basedon the location,size and number of weight training and cardiovascular equipment
available at the City's Fitness Center,the Parks and Recreation Department is proposing to
simplify the membership types and revise the fee schedule as follow:

residents including seniors,students and families.The new fees will allow the department to
increase membership-retention rates and offer a variety of classes such as water aerobics,
yoga,boot camp,kickboxing and zumba at separate costs.

resident fee for the use of the Murray Park Aquatic Center.Therefore,all current non-resident

Based on the information above,the City's Parks and Recreation Department is proposing to
charge the following aquatic program fees:

The Parks and Recreation Department believes that the proposed fee structure is not only
competitive compared to other local Cities and Towns,but also reasonable for City resident and
will help offset operating costs associated with maintaining the Murray Park Aquatic Center.
Parks &Recreation Sports Fee Schedule
In the current fee schedule the football and cheerleading fee is $72.30.The additional 0.30
makes the fee collection difficult for both faculty and those paying the fee.TheParks and
Recreation Department believes that rounding the fee to a whole (i.e.$75)number would
simplify payment collection.
