A Resolution authorizing the City Manager to permit VolksBlast, Inc. to hold its
annual car show event on Sunday, February 28, 2016, on Sunset Drive from
South Dixie Highway to 57'h Avenue and to waive city fees and services.
VolksBlast, Inc. ("the applicant"), a 501 (c)(3) non-profit organization, has
submitted a Special Event Application to hold its VolksBlast Car show on
February 28, 2016. For the past 16 years, VolksBlast, Inc. has held its event in
the City of South Miami, showcasing over 200 classic cars.
The applicant has completed the special event application and has submitted the
necessary notification/petition form signed by businesses that will be affected
by the requested street closure.
The applicant has paid the City $660, which includes $60 application fee, $100
administrative fee and $500 refundable security deposit.
The applicant is responsible for all services rendered by the City:

A Resolution authorizing the City Manager to permit VolksBlast, Inc. to hold its annual car

WHEREAS, VolksBlast, Inc., a 501 (c)(3) non-profit organization, has submitted a Special Event
Application for a classic car show event in downtown South Miami on Sunday, February 28, 2016; and
WHEREAS, the applicant has completed the special event application, as well as submitted the
necessary notification/petition form signed by businesses that will be affected by the requested street
closure; and
WHEREAS, the applicant has paid the City $660, which includes $60 application fee, $100

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Manager is authorized to approve VolksBlast, Inc. event to be held on
Sunday, February 28, 2016, in downtown South Miami area on Sunset Drive.
Section 2. The City Manager is hereby authorized to waive the cost for Parking Meters
($1,475), Public Works ($172.24) and Street Closure and MOT fees ($519), totaling $2,166.24.
Section 3. If any section clause, sentence, or phrase of this resolution is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity
of the remaining portions of this resolution.

I submit this letter with the intent to notify the City of South Miami that we would bring Volksblast' 16th
Year Anniversary Car Show once again.
We are asking the City to permit this car show on February 28, 2016. This show will bring thousands of
professionals to the area to enjoy history of Volkswagen.
We will need the street closures, police, meters, cleaning services. We will have a stage with live music.
Our Goal is to have a First Class event to generate revenue for Charities.

incurred in and about the defense or senlement of any claims, and [ile investigalion [hereof.

4. No Street shall be closed without authorization from the City of South Miami Public Works Department and Police
Department.
S. Traffic shall be maintained in accordance with Florida Department ofTransponation (FDOT), Miami-Dade County
standards and any additional requirements by the City of South Miami Public Works Department and Police
Depanment.
6. Evem areas shall be restored to equal or better condition than they were before the event scarted.
7. If ail restoration work is oat performed within 30 days of work completion, the City of South
Miami Public Works Department may restore the event area and charge the applicant for the cost of restoratioo
plus a minimum of IS% for administrative fee and any additional incidental fees.
8. App'licam must pay all fees prior to. the start of their evenc(s).
9. Applicants that receive approval for their event more than thirty (30) days in advance shall notifY the City of South
Miami Special Event/Marketing Coordinator at least forty-eighc (48) hours prior to start of their event.

A police officer for employment that is indigenous to their law enforcement authority commonly referred to as "Extra-Duty"
employment. The following policies and procedures must conform in order to schedule a police officer for employment on a
temporary or infrequent basis:
» The South Miami Police Department shall be the final authority in determining the minimum number of officers required to police a
particular event. If more than three officers are hired, a supervisor musl also be hired. The Cily Manager Office and South Miami
Police Department will determine the supervisor to officer ratio for larger events.
» The Applicant will be required to compensate the assigned officer for a minimum of three (3) hours even if the event is of a shorter
duration. Currently the rate for Extra-Duty Police Officer is $40 per hour & $50 per hour forSupervising Officer, plus a $3.00 charge for
radio usage for each officer.
» The Applicant must compensate the officer(s) for their services at least one (1) day prior to the start of the scheduled event that the
officer(s) will be assigned to. No monetary payment will be accepted. No payment by exchange of goods or services is acceptable.
~ If, during a scheduled event, the Applicanl determines that he/she needs to exlend the lime an officer(s) works at the assignment, the
Applicant shall compensate officer(s) for a full hour worked if the Officer(s) works for more than 20 minutes and/or less 59 minutes
beyond the regularly scheduled time of the event.
» Applicant must notify of a cancellation request of an Off-Duty Police Officer forty-eight (48) hours prior to the scheduled date of service,
Failure to do so will require the Applicant to compensate the assigned officer for a minimum of three (3) hours,

I am extremely sorry for the short notice but I was just handed these applications and need to create a Resolution and
Memo for the February 2, 2016 Commission Meeting for the Das Renn Treffen, the Volksblast and the MLK Unity Parade
and Remix Events. Please review the applications attached and the sections that apply to you and provide me with a
Cost Estimate for each event, if possible by the end of the business day today.
A Special Events Handbook and Changes are being made regarding the necessary time frame needed to submit a special
event applications.

Police Department Total = $2,310.00
