An Ordinance adopting a 20-year water supply facilities work plan and amending the City's
Comprehensive Plan to strengthen coordination between water supply and local land use
planning as required by FloridaLaw.
Background:
TheCityof South Miamiis subject to the jurisdiction of the South Florida Water Management
District (SFWMD).The SFWMD has concluded that traditional water supply sources will not be
sufficient to meet the water needs of the growing South Florida population.Asa result,the
Florida Legislature enacted laws specifying the role the state's water management districts
perform in water resource and water supply planning and development.The legislative intent
wasto provide for human and environmental water demands fora 20-year planning horizon.
The Florida Legislature has enacted billsin the 2002,2004,2005 and 2011 sessions to address
the state's water supply needs.These bills,especially Senate Bills 360 and 444 (2005 legislative
session),significantly changed Chapter 163 and 373Florida Statutes (F.S.)by strengthening the
statutory links between the regional water supply plans prepared by the water management
districts and the comprehensive plans prepared bylocal governments.In addition,these bills
established the basis for improving coordination between the local land use planning and water
supplyplanning.Theworkplanand the comprehensive plan amendments must address the
development of traditional and alternative water supplies and conservation and reuse
programs that are necessary to serve existing and new development fora 20-year planning
period.
Proposed amendments to the goals,objectives andpolicies of the City's Comprehensive Plan
have been made to incorporate the water supply planin the Future LandUse,Infrastructure,
Conservation,Intergovernmental Coordination and Capital Improvement Elements.
The purpose of this request is to transmit and adopt the City'sfirst 20-Year Water Supply
Facilities Work Plan and the related amendments to the Comprehensive Plan.A copy of the
proposed Water Supply Facilities Work Plan and the related Comprehensive Plan amendments
are attached.
At the public hearing and regular meeting of the PlanningBoard (Local PlanningAgency)on
August11,2015,the PlanningBoard passed amotion to transmit the Water SupplyFacilities
WorkPlan to the City Commission and the Florida Department ofEconomic Opportunity witha
favorable recommendation.
At the public hearing and regular meeting of the QtyCommissionon October 27,2015,the
Commission passed amotion to transmit the Water SupplyFacilitiesWorkPlan to the Florida
Department of Economic Opportunity and other review agencies witha favorable
recommendation.
Subsequent to that action comments were receivedfrom the variousreview agencies and
incorporated into the revised documents andhavebeenhighlighted.
Recommendation
Itisrecommended that the City Commission adoptandtransmitthe20-Year Water Supply
Facilities Work Plan andrelated Comprehensive Plan amendmentstotheDepartmentof
Economic Opportunity.

1.0 INTRODUCTION
The City of South Miami(City)acknowledges theimportanceof water conservation and
reuse and has included policiesinits Comprehensive Planin order to assist in
implementing related strategies.The City also recognizes that in order to maintain a
proactive water conservation program there must bean effective coordinationprogram
withMiami-Dade County Water and Sewer Department (MDWASD)to ensure the
success of the program.Inaddition,the City maintains an excellent working
relationship with MDWASD as aretail customer to ensure compliance withall applicable
regulations and guidelines.As aretail customer,the City residents buy their water
directlyfromMDWASData determined rate.Underthis arrangement,the City'sPublic
Works Department coordinates with WASD to ensure that enough capacity is available
for existing andfuture customers and supporting infrastructure such as the water lines
are adequately maintained.
The City 2015 20-Year Water Supply Facilities Work Plan (hereinafter the Work Plan)
adopted onApril 5,2016 will reference the initiativesalreadyidentifiedin the Miami-
Dade County's 20-year Water Supply Facilities Work Plan,which was adopted on
February4,2015,since theCityisa retail customer.Accordingto state guidelines,the
WorkPlan and the Comprehensive Plan (Comp Plan)elements must address the
development of traditional and alternative water supplies,bulk sales agreements and
conservation and reuse programs thatare necessary to serve existing and new
development forat least a 10-year planningperiod.
The purpose of the Cityof South Miami's new 20-Year Water Supply Facilities Work
Planistoidentifyandplanfor the water supply sources andfacilities needed to serve
existing and new development within the local government's jurisdiction.This Work
Plan will be adopted witha 20-year planninghorizontobe consistent withboth the
Miami-Dade County and South Florida Water Management District Water Facilities
Work Plans.Chapter 163,Part II,F.S.,requires local governments to prepare and adopt
Water Supply Work Plansintotheir comprehensive plans within18 months after the
water management district approves aregional water supply planorits update.Updates
totheoriginal Work Planarerequired every five years.The Cityis located in the South
Florida Water Management Districtregionin southeast Florida (Figure1).The 2013
Lower East Coast Water Supply PlanUpdate (LEC)was approved by the South Florida
Water Management District(SFWMD)on October 10,2013.Therefore,local
governments within the South Florida Water Management District Lower East Coast
jurisdiction should amend their comprehensive plans by adopting a Work Planor
Update by March 13,2015.As stated previously,MDWASD provides retail potable
water service toits customers in the City(Figure2).
The City's Work Planis divided into six sections:

1.1 Statutory History

1.2 Statutory Requirements
The Cityof South Miami has considered thefollowing statutory provisions when
developing the Water Supply Facilities WorkPlan(Work Plan):
1.Coordinate appropriate aspects ofits comprehensive planwith the South Florida
Water Management District'sRegional Water SupplyPlan,[163.3177(6)(a),
F.S.].
2.Ensure that its future land use planis based uponavailabilityof adequate water
supplies and publicfacilities and services [s.163.3177(6)(a),F.S.Data and
analysis demonstrating that adequate water supplies and associated public
facilities will be available to meet projectedgrowth demands must accompany all
proposed Future Land Use Map amendments submitted forreview.
3.Ensure that adequate water supplies and facilities are available to serve new
development no later than the issuance by the local government ofacertificateof
occupancy oritsfunctional equivalent and consult with the applicable water
supplier to determine whether adequate water supplies will be available to serve
the development by the anticipated issuance date of the certificate of occupancy
[s.163.3180(2)(a),F.S.].
4.For local governments subject toa regional water supply plan,revise the General
Sanitary Sewer,Solid Waste,Drainage,Potable Water,and Natural Groundwater
Aquifer Recharge Element (the Infrastructure Element"),within18 months after
the water management district approves an updated regional water supply plan,
to:
a.Identify and incorporate the alternative water supply project(s)selected by
the local government from projects identifiedin the updated SFWMD
Regional Water Supply Plan orthe alternative project(s)proposed by the
local government under s.373.709(8)(b),F.S.[s.163.3177(6)(c),F.S.];

b.Identify the traditionalandalternative water supply projects,and the
conservation and reuse programs necessary to meet water needs
identified in the SFWMD Regional Water Supply Plan[s.163.3177(6)(c),
F.S.];and,
c.UpdatetheWorkPlanforat least a 10-year planningperiod for
constructing the public,private,and regional water supply facilities
identifiedin the element as necessary to serve existingand new
development,[s.163.3177(6)(c),F.S.].
5.Revise the Five-Year Schedule of Capital Improvements toinclude water supply,
reuse,and conservation projects and programs tobe implemented duringthe
five-year period[s.163.3177(3)(a)4,F.S.].
6.To the extent necessary tomaintaininternal consistency aftermaking changes
described inParagraph1through5above,revisetheConservation Element to
assess projected water needs and sources forat least a 10-year planningperiod,
considering theSFWMD Regional Water Supply Plan,the applicableDistrict
Water Management Plan,aswellasapplicable consumptive usepermit(s).
[s.163.3177 (6)(d),F.S.].The plan must address the water supply sources
necessary to meet and achieve the existingandprojected water use and demand
forthe established planning period,consideringtheSFWMDRegionalWater
Supply Plan[s.163.3167(9),F.S.].
7.Tothe extent necessary tomaintain internal consistency aftermaking changes
described in Paragraphs 1through5 above,revise the Intergovernmental
Coordination Element to ensure coordinationofthe comprehensive planwiththe
SFWMDRegional Water SupplyPlan [s.163.3177(6)(h)1.,F.S.].
8.WhileanEvaluationandAppraisalReportisnotrequired,local governments are
encouraged to comprehensively evaluate,and as necessary,update
comprehensive plans toreflect changes inlocal conditions.The evaluation could
address the extent towhichthelocal government has implemented the need to
updatetheirWork Plan,including thedevelopmentofalternativewatersupplies,
and determine whether theidentifiedalternativewater supply projects,traditional
water supply projects,and conservation and reuse programs are meeting local
water use demands [s.163.3181(3),F.S.].

2.0 BACKGROUND INFORMATION
2.1 Overview
The intent ofthis section isto provide an overview oftheCityincludinginformationon
land use and population.
TheCityofSouth Miami wasincorporatedin1926.TheCity covers anirregular,
rectangularly-shaped area whichis approximately defined byBirdRoadonthenorth,
Davis Road on the south,Red Road on the east and Ludlam Road on the west.The
Cityisentirely surrounded by unincorporated Miami-DadeCounty except forasmall
border with Coral Gables onthe east andthe Village of Pinecrest onthesouth.The City
of South Miami is also noncontiguous between Miller Drive and Bird Roadwithportions
oftheCitydividedby sections of unincorporated Miami-DadeCounty.
South Miami's municipal formof government as set forthinits charter is
"Commission/City Manager".Theelectedofficers are theMayorandfour
Commissioners,one ofwhomis elected as Vice Mayor.Members oftheCommission
are elected tofour-yearterms,whiletheMayor serves a two-year term.The Manager is
thechiefadministrativeofficerofthe City andis responsible fortheday-to-day
functions.The Manager is responsible for presenting the annual budget tothe
Commission for approval.
TheCityof South Miamiis substantially built-out.TheCity's current population is
approximately 11,794 (2015Miami-DadeCounty WASD estimate),withfuture
development potential and population growthlimitedbythe scarcity of vacant and
developable land.Thepotential expansion oftheCity's current boundaries through
annexations is the only factor whichmight result in significant population increase
during the planning period.The entire Cityof South Miamiis served bypublic water
lines;however,some individual areas haveyetto connect to the system.Afterreviewof
County records it has been determined they are incomplete with respect to self-supply
systems.The Miami-Dade Water and Sewer Department is responsible for water
supply,treatment and transmission.New development and redevelopment are not
expected to significantly increase needs for water service.There are no classified
prime groundwater recharge areas withintheCityof South Miami.Aquifer recharge
sources intheCity include the Brewer and Snapper Creek canals and their tributaries,
drainage structures designed forinfiltration,and lawns and swales.
TheCityof South Miamiisa small townin the middleofa major metropolitan area.
South Miami has an established small town residential character made upoftendistinct
single-family neighborhoods.Multiple-family housingis scattered throughoutthe City at
the periphery ofsingle family neighborhoods.In 1995,whentheCity's Comprehensive
Plan was being developed an evaluation ofexisting gross acreage byland uses
revealed that 878 acres or 56.5%ofthetotal gross acreage in the Cityis dedicated to

residential use.The remaining gross acreages are allocated to non-residential such as
retail and office(10.6%);publicfacilities(3.6%);recreational facilities(2.5%);streets
and water (24.8%);and vacant land(1.9%).Therehavebeenno substantive changes
since thattime.Futurepopulation estimates are based onthe MDWASD population
estimates forRetail Customers bymunicipality.As stated above the current population
of the Cityis 11,794 increasing to 12,358 in2020;12,922 in2025;13,485 in 2030;and,
14,048 in 2035.
2.2 Relevant Regional Issues
Regional issues that affect theCityof South Miamiincludeminimizing pressure onthe
Everglades and Biscayne Bay ecosystems and,Biscayne andFloridanAquifers.Tothat
end,the Comprehensive Everglades Restoration Plan(CERP)isprovidingthe
foundationforoneofthe largest ecosystem restorationprojectsintheworld.The
SFWMD and theUSArmy Corps of Engineers have partnered in order to restore,
protect and preserve the water resources of central and southern Florida,includingthe
Everglades.Various projects underCERPhelp ensure the proper quantity,quality,
timing,and distributionof waters tothe Everglades andallof South Florida.The goalof
CERP isto capture fresh water that nowflows unused tothe Atlantic Ocean and the
Gulf of Mexico redirect it to areas that need it most.
The South Florida Water Management Districtisthe state agency responsible for water
supply intheLower East Coast planning area which includes thejurisdictional
boundaries ofSouth Miami.SFWMD playsa pivotal rolein resource protection,through
criteria used for Consumptive UsePermitting.As pressure increased onthe Everglades
ecosystem resource,the Governing Board initiated rulemaking tolimit increased
allocations dependent on the Everglades system.Asaresult,the Regional Water
AvailabilityRule was adopted bythe Governing Boardon February 15,2007 as part of
theSFWMD's water use permit program.This reduced relianceontheregional system
forfuture water supply needs,mandates the development of alternative water supplies,
and increasing conservation and reuse.
Evenwithan ever increasing population,withdrawalsfromtheAquifers will belimited,
greater conservation will be required to reduce per capita use;and,reclaimed water
must continue tobean important alternative water source perthe 2008 LeahG.Schad
Ocean Outfall Program.The City does not have any domestic wastewater facilities
which discharge to the ocean.But supports Miami-Dade County efforts in reducing
wastewater outflows and providing for reuse,
The Lower East Coast's 2013 Plan Update notes that a number ofutilities have
diversified their water supplies,including treatment and storage technologies,and water
conservation programs.These alternatives include constructing brackish Floridan
aquifer wells and reverse osmosis treatment plants,reclaimed water treatment and
distribution facilities,and aquifer storage and recovery systems.Between 2007 and

2009,41MGDof potable water supply capacity was added.From 2010 to 2013,nine
utilitiesbuiltpublic water supply (PWS)projectswithacapacityof49MGD.
Approximately 14 percent of the current PWS allocationis now froman alternative water
source,primarily brackish groundwater.
The City,throughINTPolicy 1.4.5 supports CERP and the Biscayne Bay Coastal
Wetlands Project.
AdditionalPolicies such as FLU Policy4.1.1,INF Objective1.7andits implementing
Policy 1.7.1 andCONPolicy 1.2.5 assist intheprotection of surface andground waters,
water quality and recharge.

3.0 DATA AND ANALYSIS
Theintentofthe data and analysis sectionoftheWorkPlanisto describe the
information that local governments needto provide tostate planning and regulatory
agencies as partoftheirproposedcomprehensive plan amendments,particularly those
thatwould change theFutureLandUseMap (FLUM)to increase density and/or
intensity.Additionally,population projections should be reviewed forconsistency
betweenthe County andtheSouth Florida Water Management District's Water Supply
Plan.
3.1 Population Information
TheCity'sexistingandfuturepopulationfigures were derivedfromthe MDWASD Retail
Customersestimate.Below isacomparisonintabular format.Asstated previously,for
thepurposeofwatersupply planning the LEC projections will be utilized.Asshownin
Table 1,the LEC Update states thatthe MDWASD ServiceArea has a population of
2,239,773.
Thetotal2010populationof Miami-Dade County,inwhichtheCity'spopulationis
included,was 2,496,435 (Table A-7.PWSandDSS population projections forthe LEC
PlanningArea,2013 LEC Water Supply Plan Update).Ofthattotalthe Miami-Dade
WASD serviced 2,141,885 residents.

3.3 Potable Water Level of Service Standard
INF Policy 1.5.1
TheCountyshall provide a level-of-service suchthattheproject flow plusthe maximum
day flow (theaverageofthe five highest daily flows)ofthe preceding calendaryear
shallnotexceed98percentoftheCountytreatment system's ratedcapacity.
This Policy is recommended tobeamendedtobeconsistent with Miami-Dade County
potable water levelof service standards.The proposed amendment isoutlined under
Section 6.0 of this Work Plan.
The City will continueto encourage the reduction ofannual average perpersondemand
pursuant topoliciesinthe comprehensive plan as coordinatedby MDWASD andthe
South Florida Water Management District.
3.4 Population and Potable Water Demand Projections for the City
TheSouth Florida Water Management District 2013 Lower EastCoast Water Supply
PlanUpdate (LEC)details theprojected potable water demand for MDWASD,which
includes the Cityof South Miami.Since MDWASD provides water toa number of
Miami-Dade County municipalities and mostofthe unincorporated area,the analysis of
theCity's water needs is determined bytheCity's percentage of the overallpopulation
of the MDWASD service area population (Table2).

3.5 Water Supply Distribution Provided by the City of South Miami
MDWASDisa regional water and wastewater utility that furnishes potable water service
to approximately 2.2 million inhabitants and tens of thousands of commercial
establishments.The service area covers numerous municipalities and most of the
unincorporated areas of Miami-Dade County.The Cityof South Miami does not provide
or distribute potable water to the City's residents or businesses.TheCity does not have
data on domestic water self-supply.Afterreviewof County records it has been
determined they are incomplete with respect to self-supply systems.
3.6 Water Supply Provided by Miami-Dade County WASD
As stated above,the MDWASD System supplies potable water to over 2.2million
persons,including residents and businesses within the Cityof South Miami,and isan
interconnected system of three subareas.Other water suppliers within Miami-Dade
Countyinclude:North Miami Beach,North Miami,Homestead andFloridaCity.
Currentlywithin the MDWASD Service Area there are 15municipal wholesale
customers.
Theinformation contained inthe Comprehensive Development Master Plan
Amendments adopted February 4,2015 and theMiami-DadeWASD 20-year Water
SupplyFacilitiesWorkPlan (2014-2033)Support Data (November 2014),the 2013
Lower East Coast WaterSupplyPlanUpdate (LEC)approved bythe South Florida
Water Management District(SFWMD)on October 10,2013 and additional information
foundwithin Water Use Permit 13-00017-W are herein incorporated by reference.The
WaterUsePermitwhichwasmodifiedand approved bythe SFWMD onFebruary9,
2015,will now expire on February 9,2035.
The following Miami-DadeCountyCDMPPolicy supports thecoordination with the
SFWMD LEC Update:
WS-6D.In the development ofitsfuturepotablewater supplies,Miami-DadeCounty
shall,tothemaximum extent feasible,utilize methods which preserve theintegrityofthe
Biscayne Aquifer,protect thequalityof surface water and related ecosystems,consider
and are compatible withthe South Florida Water Management District's2013Lower
East Coast Regional Water Supply Plan Update andthe current Water UsePermit,and
complywiththeland use and environmental protectionpoliciesoftheMiami-Dade
CountyCDMP,the Strategic Regional PolicyPlanfor South Florida,and the State
Comprehensive Plan.

3.7 Conservation
Water conservation isthekeytomaintainingthehealthandproductivityofthe Surficial
Aquifer System.Promoting water conservation equipment,techniques,and practices
will benefit customers economicallyandmaintainarealisticwater demand picturefor
utilities.Protectionoftheaquifer system and wellfields (Figure3)throughconservation
and reuse,recharge enhancement,limitationsonwithdrawal,regulation oflanduse,
and maintenance of minimum flowsandlevels will ensure the availability ofan adequate
water supply forall competing demands,maintain and enhance the functions of natural
systems and preserve water quality.
The Cityof South Miami works in coordination withMDWASD,SFWMD and state
efforts aimed atpromoting conservation throughavarietyof means including:
•Water Use Efficiency requirements includedinthe Code ofMiami-DadeCounty
•Limiting Irrigation Hours
•Florida-Friendly Landscape Ordinance
•Rain Sensor Ordinance
•Water Conservation Rate Structure
•Leak Detection and Repair Program
•Public education.
•Offering low-cost kitstoits customers to reduce water use in their homes
(Ultralow Volume Fixtures).^^^^^^^^^
•The Green Task Force,a resident and professional advisory committee,which
works in close association with the City Commission on sustainability and
transportation issues,recommending strategies,policies and initiatives.
As evidence by M-DWASD data,as shown in Subsection 3.4 Table 2,the City,its
residents and other stakeholders have been successful in terms of water conservation
as compared to other areas of Miami-Dade County.In the future the City will participate
with Miami-Dade County in the utilization of reclaimed/reused water when available.
3.7.1 County-wide Efforts
Section 4.5 Water Conservation and Reuse of the Miami-Dade WASD 20-year Water
Supply Facilities Work Plan (2014-2033)Support Data (November 2014)outlines
additional MDWASD efforts (pages 4-6 and 7).
Presently,water utilities are saving substantial amounts of water through strategic
water-efficiency programs and Best Management Practices (BMP)included in their
Water Use Efficiency Plan.The savings from water conservation often translate into
more potable water available for residential and non-residential use,capital and
operating savings,which allow systems to defer or avoid significant expenditures for
water supply facilities and wastewater facilities.

TheCityofSouth Miami continues toremainin full support ofthe water conservation
initiatives adopted by the SFWMDandMiami-DadeCounty.
While the City isnotresponsiblefortheComprehensiveEvergladesRestorationProject,
itissupportiveoftheregionalwaterconservationeffortsrelatedtothisregional
rehydration ofthe Florida Everglades.The City isalsosupportiveofmandatingyard
water restrictions that have been directedbythe South FloridaRegional Water
Management District.There are no water conservationprojects identified intheCity's5-
Year Capital Improvement Plan(2014-2018).
The City will continue to coordinate future water conservation effortswithWASD and
SFWMD to ensure thatpropertechniquesare applied.In addition,the City will continue
to support andexpandexistinggoals,objectivesandpoliciesintheComprehensive
Planthatpromotewaterconservationina cost-effective and environmentally sensitive
manner.The City will continueto actively support SFWMD and Miami-Dade Countyin
the implementation ofnewregulationsorprogramsthataredesignedtoconservewater.
Reuse
Forthe past years,the State of Florida isleadingthenationinwaterreuse.Thewater
reuseeffort in the state is primarily ledby utilities,localgovernments,thewater
management districtsand state agencies.Theintentoftheireffortsistoimplement
water reuse programs that increase thevolumeofreclaimedwaterusedandpromotes
public acceptance ofreclaimed water.TheCityofSouthMiamiisin full support of the
water reuse initiativesunderconsiderationbyboththe SFWMD and Miami-Dade
County.TheCounty has committedtoimplementatotalof 117.5 mgd ofwater reuse
as notedinthe County's 20-year water use permit.
3.7.2City Specific Actions,Programs,Regulations,or Opportunities
The Citywill coordinate future water conservation and reuse efforts withMDWASD and
the SFWMD toensurethatpropertechniquesare applied.In addition,the City will
continuetosupportand expand existing goals,objectivesandpolicies in the
Comprehensive Plan that promote water conservation and reuse ina cost-effective and
environmentally sensitivemanner.The City will continuetoactively support the SFWMD
and MDWASD inthe implementation ofnew regulations orprogramsthataredesignto
conserve waterduringthedry season.Finally,theCity will administer itsown water
conservation practices.
Inrecognitionof the need forimmediate,coordinatedandvisionaryactionto address
the impacts ofa changing climate and providefor economic and environmental
resilience in Southeast Florida,in 2010 the counties of Palm Beach,Broward,Miami-
DadeandMonroe(Compact Partners)entered intothe Southeast FloridaRegional
Climate Change Compact(Compact).The City ofSouth Miami endorsed the Mayors'
Climate Action Pledge,affirming support forthe Southeast FloridaRegionalClimate

3.7.3 MDWASD Specific Regulations
MDWASD,and therefore theCityof South Miami,implement water conservation
through thefollowing Ordinances:Irrigation Hours,Florida-Friendly Landscape,Ultralow
Volume Fixtures,Rain Sensor,Water Conservation Rate Structure,Leak Detect &
RepairProgram and PublicEducation Program.TheCity will also continue tocomply
withall the Water Use Efficiency requirements included in the Code of Miami-Dade
County.

(F)Landscape Plans Review Criteria
In order to conserve water,reduce maintenance,and promote plant health,plant
species shall be selected and installed based ontheir water needs,growth rate and

hydrozones.Adequate growth area,based on natural mature shape and size shall be
provided forall plant materials.

4.0 INTERGOVERNMENTAL COORDINATION
The provisionof water supply needs inCityof South Miamiis achieved in coordination
with local,county,andregional partners including Miami-DadeCountyWASDand
South Florida Water Management District.MDWASD istheCity'sprimarywater partner
asthey provide the City itswaterservice utilities.MDWASD ensures thatwatersupply
services areprovidedtothemajorityof residents ofMiami-DadeCountyinthe most
efficient and effective manner.The City coordinates with MDWASD in development
permitting and capacity allocations and through the resources provided by M-DWASD.
The SFWMD acts to protect the region's water supply resources and coordinates the
implementation of state waterregulationsand policies throughlocalwaterplanning
efforts and water supply services.
The City has reviewed any existing water supply related Objectives and policies and
amended them as necessary.Additionally,new Objectives and Policies have been
added pursuant to the requirements of the Florida Statutes.The new and amended
Objectives and Policies are outlined in Section 6.0.Policies are included which detail
coordinationefforts with both MDWASD and SFWMD.Asa retail customer,theCity
must coordinate the adequate supply of water and conservation practices with
MDWASDand implement the requirements of County Code.

gutter downspouts,roof runoff,and rain harvesting through the use of rain barrels and
directing runoff to landscaped areas:drip irrigation or micro-sprinklers;and the use of

walkways,driveways and patios.
CON Policy 1.4.7
The City will participate,when warranted,in the SFWMD's Water Savings Incentive
Program (WaterSIP)for large-scale retrofits as recommended bv the 2013 Lower East
Coast Water Supply Plan Update.
CON Policy 1.4.8
The City shall submit a water conservation plan to the County as reguired by the Miami-
Dade County Code.Section 32-83.1.Said Plan shall be updated for the County's
approval every five years following submittal and Conserve Florida Guide generated
reports shall be filed annually at the close of the fiscal year.

Implementation of the City's 20-Year Work Plan through coordination with the SFWMD and
MDWASD shall ensure that adeguate water supplies and public facilities are available to
serve the water supply demands of any population growth that the Citv may experience.The
Citv coordinates with MDWASD in development permitting and capacity allocations and
through the resources provided bv M-DWASD.
Policy 1.5.3
The Citv shall coordinate the planning of potable water and sanitary sewer facilities,water
supply sources,demands,other services and level-of-service standards through the sharing
of data with the Miami-Dade County Water and Sewer Department,Miami-Dade County
Department of RER,South Florida Water Management District,and through the 2013 Lower

If,in the future there are issues associated with water supply,conservation or reuse the Citv
will immediately contact WASD to address the corresponding issue(s).In addition,the Citv
willfollow adopted communication protocols with WASD to communicate and/or prepare an
appropriate action plan to address any relevant issue(s)associated with water supply,
conservation or reuse.

The Citv will encourage the use of Florida Friendly Landscape guidelines and principals:

directing runoff to landscaped areas;drip irrigation or micro-sprinklers:and the use of porous
surface materials (bricks,gravel,turf block,mulch,pervious concrete,etc.)on walkways,
driveways and patios.
CON Policy 1.4.7
The Citv will participate,when warranted,in the SFWMD's Water Savings Incentive Program
(WaterSIP)for large-scale retrofits as recommended bv the 2013 Lower East Coast Water
Supply Plan Update.
CON Policy 1.4.8
The Citv shall submit a water conservation plan to the County as reguired bv the Miami-Dade
County Code.Section 32-83.1.Said Plan shall be updated for the County's approval every
five years following submittal and Conserve Florida Guide generated reports shall be filed
