RESOLUTION NO.:067-16-14622 A Resolution authorizing the City Manager to permit Team Footworks Educational and Fitness Corporation,a non-profit organization,to hold its 28th Annual Twilight 5K Run/Walk event,and to waive the cost of parking meters. WHEREAS,Team Footworks has submitted a Special Event Application to holdits Twilight5K Run/Walk on Sunday,May15,2016 in the downtown South Miami area and surrounding streets,beginning at 76th Terrace and 58th Avenue,ending at 57th Court and 73rd Street;and WHEREAS,the applicant haspaid the City$660,which includes $500 refundable security deposit,$100 administrative fee and$60 application fee;and WHEREAS,the applicant is responsible topay the CityforPolice($2,220),PublicWorks ($554.48),Street Closureand MOT ($1,609)andParking Meters ($1,450),totaling $5,833.48; and WHEREAS,the applicant is requesting a waiver for the cost of58 parking meters in the amount of $1,450;and WHEREAS,the applicant has completed the special event application and has submitted the necessary notification/petition form signed by businesses that willbe affected by the requested street closure;and WHEREAS,if the City Commission waives the parking meter fee,the applicant would be responsible to pay the remaining services rendered totaling $4,383.48. PERMIT PROCESS:Please complete the following formsintheirentirety and submit them tothe Parks &RecreationDepartmentMondaythrough Friday,8:00am until 5:00pm,totheattentionofthe Special Events Coordinator.Thepermitapplicationprocessbegins with the receiptofacomplete application and paymentofthe nonrefundable SpecialEvent Application fee of $60.00.Delays in providing all ofthe required items tothe Special Event Committee may holdup the review process. EVENTS WITHINA PUBLIC RIGHT-OF-WAY:Events may be heldonpublic or private property as well as public rights-of-way such as:streets and sidewalks incommercial,residential,or industrial zoned areas.Events on streets and sidewalks in commercial,residential,or industrial zoned areas may have special requirements and limitationson the use ofcertain streets to ensure safe and adequate trafficflowto areas near the special event.Any spedal event that impacts trafficor circulationin the area through lane closures,orother means,will requireadditionalplanningand impact analysis fromourPublicWorks and Police Departments. ni INSURANCE:All special events,especially events takingplaceonCity property require the event holder tocarry liability insurance fortheirownprotection as well as insurance protection for the City. The event producer shall,priortotheevent,submitaCertificateof Insurance showing the required insurance limits of$1000,000 andineffectcoverage;the-CityofSouth Miami must belisted as an additional insured in the amount of $1,000,000 are required priortothe event.
