One of the most significant aspects of efficient parking management operations is access to data. Providing additional conveniences to the public, such as credit card payment has also become a key success factor, especially when parking rates are on the rise. Historically, neither of these options have been easy or available to implement within a single -space parking meter system, but I'm pleased to say that the wait is over! Many people are not aware that they can easily convert their current single space parking meters into those that accepts coin, credit /debit card and /or smart card in as little as 15 seconds per meter, while also allowing wireless access to data. Our proposal constitutes an opportunity for you to keep your single -space meters and enhance them with the HIS meter mechanism, which will provide a very consistent user experience for your customers and provide an ROI that far surpasses other technologies. Our technology also provides the option to add additional features as technology advances, such as an automated vehicle sensor. A few key points regarding the IPS single space meter that I know you will find intriguing: • The IPS single space parking meter (SSPM) accepts coin, credit card, debit card, and smart card — simply switch out your current mechanism and keep existing poles, meter housings, and cash collection processes. • The IPS SSPM are wirelessly networked (cellular and /or WiFi) and connected to a web -based management system. • Automated Vehicle Detection can improve enforcement activities and allow the option to reset the meter to 5 minutes. Users The users have reacted extremely well to the IPS Single Space solution and the results of our studies have shown that: Users have found the IPS meter convenient and easy to use. It is not much different to an old style single space meter or a pay -at- the -pump gas pump. Credit Card Payment has been a dcshable feature as people have fewer coins, people have better control over their spending and people are willing to charge smaller amounts to credit or debit cards. In instances, users have waited in line for the HIS Parking Nleter to become available as they wanted to use the Credit Card feature because they didn't have coins. Customers Our current customer cities have welcomed our system. Besides the improved performance and reliability, the fact that the existing system is enhanced not replaced, has been a major advantage. This eliminates the need for extensive re- training and re- allocation of roles. The average HIS revenue per space has been 18% to 24% higher than other mechanisms. Credit Card revenue has become +0% to 40% of the total revenue collected in as little as 4 -6 weeks and continues to climb steadily. Credit Card transactions have reduced the cost of coin collection and Will counting and armored truck fees. As stated in the Executive Summary section, the IPS meter makes use of all of the current single space meter infi'astructure. Chad Randall, Chief Operating Officer, IPS Group Inc., will be the Protect Manager for the City -. At his disposal will be a team of technical and customer support personnel to assist with training, installation, trouble- shooting and on-site support, if necessary. Below is an implementation plan designed to convey the intended method for servicing the requirements of this contract. Since the IPS plan utilizes current single space meter poles and housings, no additional evaluation of the current parking meter placement is provided in this proposal. It is assumed that HIS will replace meter mechanisms currently installed. If necessary, HIS will provide meters for a trial period to the City prior to a full deployment. Preparation I. City will provide required credit card processing. rates. locations, and all other information required to establish the meter configuration. This will ensure that the installation runs as smoothly as possible. Delays in receiving this information from the Purchaser may result in it delay of delivery or installation. DelivenAnstallation of Product 2. IPS will ship to the City or will provide local storage of meter. such that meters can be delivered and stored prior to installation. 3. Upon installation, IPS will deliver the meters to the City defined locations and will also provide assistance with the installation process as needed. Training IPS will come to the City to perform hands -on training to meter shop, maintenance, enforcement and administrative staff to provide a thorough orientation of the meter and the management software at a time convenient for the City. Timing of this training will be coordinated by the IPS Project Manager and the City. Installation • With all projects, IPS would supervise and Participate in the installation of product, unless city and contractor reach an alternate agreement. With coordination with the on -site city manager, this can be accomplished with IPS staffas well as those City employees invoked in maintenance and operations of the current single space meters. • IPS will ensure that meters are installed correctly, functioning properly, and are approved by the appropriate City personnel. • Installation will take place during business hours or as requested by the city. • No additional concrete or civil work is required for the installation of the HIS meters. IPS does not cover defects caused by improper care or usc, including vandalism. HIS will again work closely with the City to negotiate warranty terms that are acceptable to both parties. Additional warranty services and pricing is available upon request. This fee can be structured on a monthly basis or quoted as a one -time charge for a multi -year contract. HIS will again work closely with the City to negotiate extended warranty terms that are acceptable to both parties. Preventative Maintenance • Preventative maintenance will be similar to current single -space parking meters. I lowever, the primary elements will be a working battery and coin validator, which are easily replaced and typically kept as spares. Additionally, the IPS Parking Mannumcm System will notil:v maintenance staff of low battery or faults associated with the coin validator. • Meters SmiaceS should be kept clean with mild soap and water + Compressed air may be used to keep the card reader and coin acceptor clear of debris • The card reader heads should be cleaned with a cleaning card /tape ever} 1 -2 months to ensm'e optinwm performance of the card reader. Cleaning cards may be purchased from IPS. e At 12 month increments, the coin validator be visually inspected for any damage or debris Technical Suppa•! Troubleshooting is not materially different from the current single space meter products. However, the management software will alert the city to any issues autoniatically. Also.. since this is a web -based service, IPS can easily and remotely help to diagnose any issues quickly. As with the current system of single -space meters, on- street maintenance is very easy. If the problem cannot be fixed in the field, simply remove the faulty mechanism and replace it with a different one. The faulty mechanism is then repaired at the meter shop, or sent back to I PS via PI DLX or other carrier and repaired or replaced and retm lied to the city. Technical Support: Personnel availability is available from IPS to come onsite if necessary. Response times will vary based on the urgency of the city and the ability to diagnose and fix issues remotely. IPS employs a very experienced team oftechnical experts. b. Technical Manuals: IPS will provide all the necessary manuals and training to make the city staff completely comfortable with the new IPS product_ However, since this product operates so similarly to a traditional single space parking meter system, the city staff will be able to fully trained and capable in less time than ifan entirely new product or system is being introduced.
