When reviewing the proposed numbers, please keep in mind the following: The projections were based upon census data provided by City. Additionally, we relied upon actuarial assumptions, methods, asset information, and Plan provisions contained in the October 1, 2009 Actuarial Valuation Report. K As you can imagine, this is a controversial issue, and one that may be challenged in the courts. At least one pension attorney in the state feels that the Division's position of withholding all State Monies in this case is not supported by Florida Statutes. For purposes of developing future costs, the population was assumed to • constant, meaning that as Members are projected to terminate or retire, they will be replaced with new Members. Future new hires are assumed to be Age 30, make $30,662, and are 85% male. The starting pay is also assumed to increase at a 3% inflation rate during the projection period, e.g. $31,582 in fiscal 2011; $32,529 in fiscal 2012 and so on, These assumptions are based on Plan experience during the last several years. K Savings will not be maximized until all Members are under the new Plan parameters, This is because benefits accrued to to fort existing participants must be protected by law. i rd 9 The methodology uzed by the Board • Trustees is the Entry Age Normal Actuarial Cost Method. Under this method, contribution requirements are determined through the systematic funding of the Normal Cost and the Unfunded Actuarial Accrued Liabifty (in addition to payment • the Plans Administrative Expenses). In other words, if current participants are offered the choice ■ accruing benefits under the existing Plan, or transferring to FIRS, then the State Monies may not be forfeit. This is the easiest and cheapest scenario, whereby all Members (vested or not) receive a lump sum equivalent of their accrued benefit, based on assumptions for life expectancy and investment earnings. .61 As of September 30, 2010, the Jump sum values for the Plan Membership, based on the above assumptions, are as follows: a. 5i 'i i b. Lump Sum Cash Payment to Active Members—Retiree Liabilities are Funded throu,qh Purchase of Annuities c. Lump Sum Cash Payment to Active Members— Retirees Continue to Receivz Benefits from the Trust Fund Again, the active Members would receive their $1.4 million cash out, but the Plans Retirees would continue to receive benefit payments from the Trust Fund, Due to t large, immediate outflow of cash, we would recommend the following changes in conjunction with this option: I HE 1. A Fresh Start for assets, where the Actuarial Value of Assets is set to Market Value. 2. A reduction in the investment return assumption from 8% to 6%, net of fees. 3. A change to RP 2000 for the mortality assumption. .f J s ft ME iml c' eI N CcIll M N 0) N C> CL aw N C E 1 81 N C, I- ,N7,l Ml N v to Q N I 17 cn E ®o N N 6 0 I cl N N co col 1 C14 N co m col N 0 LO cl C E Co 0 N o 0 0 C; N 0 a "a ca - 0 NI 0 C I CV coi , a C, : I C) N t It co co .49 C 0 V 0 C14 C) 0 uD m M.
