No. 022-98-10289RESOLUTION NO.22-98-10289 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO GRANT REQUEST BY TEEN PREGNANCY PREVENTION CENTER;PROVIDING FOR FUNDING FOR OPERATION OF A TEEN PREGNANCY PREVENTION PROGRAM IN THE CITY OF SOUTH MIAMI,FLORIDA,APPROVING FUNDING IN AN AMOUNT NOT EXCEEDING $3,500.00 FROM ACCOUNT NUMBER 001-1100-511-9910,TITLED "CONTRIBUTION- SPECIAL EVENTS". WHEREAS,theMayorandCityCommissionhave received arequestfromTeen Pregnancy Prevention Center,Inc.for partial funding of their start-up costtoestablishan outreach centerinthe City of South Miami;and WHEREAS,theMayorandCityCommissionwishtoexpresstheirsupportforthe mission of this organization tostop continuing cycle of familial intergenerational teen parenthood, andreducetherate of premature pregnancy amongtheyouths of ourcommunitybyproviding fundingforthestart-upcost;and WHEREAS,inordertoprovidethoroughaccountabilityfortheuse of ourtaxpayers funds,theMayorandCityCommission desire toapprovethegrantrequestcontingentuponthe followingconditionsbeingmetbyTeenPregnancyPreventionCenter,Inc.: a)Submit state-approvedform501(c)showingthecenterasanon profit agency. b)Submit a90-dayreporttothe City Manager's office along with supportingdocumentation(including original copy of receiptsand staff contracts)showingtheuse of fundsreceivedfromtheCity. c)Advise theCity of SouthMiamithroughthe City Manager's office inthe event thecenterdissolves,andagreetoreturnallfurniture andequipmentacquiredwithapprovedfundstotheCityordonatethemto anyothernon-profitagencyapprovedbytheCity. d)Obtaincityconsentsbeforetransferringanyfurnitureor equipment acquiredwiththefundstoanypersonororganization. e)Providequarterlyreportsonresults of theprojecttotheCity Commission. f)Obtain city approvalbeforetransferringfunds within thelineitem intheattachedbudget. TPPCwasborn out of theneedtomotivatenon-pregnant,and pregnant teenstoremaininschool, address family,and environmental conditionsthatplace them atrisk of continuing thecycle of intergenerational teenagepregnancy.Also,thecenter'sprogramshavebeenspecificallydesignedto stimulate and reach the "Hard Core"dropoutsteenparentstoreturntoschool,buildself-esteem,and to participate invocational,ortechnicaltrainingprograms.Theseservicesprovidestheopportunity for upward mobility,whileremovingtheconsumersfromthewelfarerolls,toworkrolls,andout of publichousing.Theprogramisbasedonfirsthand knowledge of theneedsandthegapsinservices tothis highly undeserved segmentofthe population.TheCenterthatservesthiscommunityishoused intheSouthMiamiGardensHousingDevelopment,locatedat5953S.W.61st Court,Miami,FL 33143 Mission Statement: TheTeenPregnancyPrevention Center's (TPPC)missiondrawsheavilyfromtheDepartmentof PublicHealthServices(PHS)"Healthy People2000 Statement,"asthe report speakstothe problemofadolescentpregnancy.Theaimofthisprojectistoreducetheincidentsofearlysexual activity,andprematurepregnancyamongchildren/youthwhoareat-risk of continuingthecycleof familialintergenerationalteenparenthood.Throughthedelivery of FamilyCenteredand Grassroots Intervention Strategies,theprogramserviceswillalsofocuson addressing the devastatingeffects of failureacrossmultiplesystems of influence,andincreasingthepercentage of disadvantaged youth overcoming poverty. Problem Statement InMiami,ormorespecificallythe 33143 zipcode area,oneout of everytenhouseholdsare affectedbytheepidemicof "teenage pregnancy"statistics Reportindicatesthattherewere64.6 birthsper 1000.Also,reportedisinthetarget community inwhichthe program serveswehavethe high numbers intheareasof (teen pregnancy,no prenatal careduringthefirst trimester,and HIV/AIDS.This report furtherindicatesthat47%or 107 of thesebabieswereborntothe impoverishedAfricanAmericangirls,whoarecaughtupinthecycle of (intergenerational teenage pregnancy).Therefore,iftherateofteenpregnancyisdisproportionatelyhighamong minority,thenitisaforegoneconclusionthattherateofthe HTV7AIDS isalsoreachingitspeak among this segment of the population. Target Area/Population TheProjectserveslowtomoderateincome children/youth/families betweentheagesof 10-21 who are residents of the South Miami community. Project Description TeenPregnancyPreventionCenterisaGrassrootsCommunityServiceCenterwhichtargetspre- adolescents,andyouthwholiveinthe target community ofSouth Miami.Theprojectisanafter school,evening,andweekendsupport program,withanoperationalschedule 10:00 amto7:00 pm Monday thru Friday,and 11:00 amto 3:00 pmon Saturdays and Sundays,including holidays.The center provides comprehensive Peer/Individual/Group Counseling,Abstinence education,Sex education,HIV/AIDS Education,Parenting Skills,Tutorial/Homework assistance/Basic Education(for both parent and child),and Job training. These services areprovidedby a networkoffulltime staf£Professionaland Paraprofessional volunteersconsisting of Educators,Physicians,SocialWorkers,Casemanagers,andPeer Counselors. Scope of Deliverables Case Management TPPC's casemanagementserviceinvolvestheassessment oftheclient/familyneeds,andassisting theteenindevelopingan(in-out-of-homesupportsystem).Thedevelopment of acomprehensive familyservicesplanthatfocusesonprovidingavehiclewherebyamuchlargerpercentage of children/youthwillclimbout of theinnercity,andsurvivetheemotionalscares of growing-upin dysfunctional families. Individual and Group Counseling Thisservicehasbeendesignedtofocusontheindividualandcollectiveproblemsoftheclients. Teen Peer Counseling Thisservicehasbeendesignedtoprovideavehiclewherebymaleandfemaleparticipantscan discuss their feelings about Abstinence,HIV/AIDS,early pressures of childhood sexual activity, teenpregnancy,substanceabuse,andsuicidewith someone whohas experienced thesame situations,aswellasthe identical social,economic,cultural,and helplessness associated with the subjects identified above. Health Education Thisservicehasbeendesignedtoraisethefunctional knowledge and understanding of Abstinence,Birth control,STD's,HIV/AIDS,Nutrition,Genetic disease ,and Chronic illness. Parenting Skill Development Thisservicehasbeendesignedtodevelopadaptiveparental functioning across multiple systemsof influenceanddomains,andtoteacheffectiveparentingskills,andchildrearingpractices.A second aspect of thisserviceistoincreasethelevel of paternal involvement,whileimprovingthe attitude of the parents toward education,and removing obstacles to self sufficiency. Parenting support group Thisservicehasbeendesignedtoprovidesupportforparentstocometogetherandsharethe difficulties,pitfalls,joys,andhappinessofparenting,andchildrearing. Tutorial/Homework Assistance Thisservicehasbeendesignedtoimprovereading,writing,speech,andmathskills. Job Training Thisservicehas been designedtoprovideonthe job training in general office,and peer counseling. Goals and Objectives Through grassroots intervention strategies the center seeks to facilitate the following goals over a period of (12)twelve months. (1)Utilize effective strategies tohelp participants (male,female)remain abstinent,and escape the early pressures of sexual activities. (2)Reduce pregnancy and repeat pregnancy among girls (13-19)years of age,and the transmission of HIV/AIDS,and STD's diseases by reducing the number of youth engaging in unprotected sex. (3)To provide support services to build self-esteem,and remove obstacles to self sufficiency (4)To improve parenting skills among teenagers,and involve clients in educational and social, and cultural enrichment activities. (5)To reduce incidents ofjuvenile delinquency,crime,and violence. How the project's performance will be measured? The project's performance,andeffectivenesswillbe measured through Pre/Post Tests,HRS AnnualTeen Pregnancy Reports,Pregnancy Prevention Adolescent Council,andJASSasthey reflectyouth registered intheprogram. Expected Outcomes: To reduce teenpregnancy,andrepeatpregnancyby70%amongprogram participants To reduce HIV/AIDS andSTDinfectionby50%among programparticipants To increase the number ofyouthgraduatingfromhighschoolby45%amongparticipants To increase employment skills among participants by50%. Toincreaseparenting,andindependentlivingskillsamongteenparentparticipantsby50%.
