Metering technology management UNITEDSTATES POSTALSERVICE October 8,1997 Dear Postage Meter User: You area valued customer ofthe United States Postal Service, andwe would like tothank you for yourbusiness.Asyoumayhaveread, therearesome significant changes coming that will affect many postagemeter users. So in order to keep youinformed,we urge youto take amomentto read thisimportant message. ThePostalServiceannouncedon May 1,1996 that mechanical metersmustbephasedoutofuse andreplaced with electronic postage meters.Thetechnologyandsecurityfeaturesof mechanical metersisobsoletewhen compared tothelatestinavailable postage meteringdevices.Just as the office equipment industry has evolved overthepastdecade, postage metering technology has advanced with the availability of electronic and digital meters.Thenew electronic and digital metering systems availabletoday are far more secure than mechanical meters, andthisnewlevelof security enhances protectionofpostal revenues. We regretanyinconveniencetoourmetercustomersusingmechanicalmeters;however, thereisa lot of good newsassociated with a conversion to newer meter models.Electronic meters provide mailers with significantly enhancedfeaturesand benefits like postage accounting, interfaces with electronic scales, remotemeter resetting and much more.New meter technology is more reliable, simplifies the payment and collection of postage, and supports our efforts for ensuring security of postage. With advancesin technology andthe security featuresthatnew technology affords, the Postal Service has no choice butto take this initiative because of the continued loss of revenue through postage meters, andthe susceptibility of mechanical meters to tampering and fraudulent misuse.i While our motivations are driven bythenecessitytoprotectrevenue, weare committed to implementing thechange in theleast disruptive way wecan.Wehavebeen working with the meter manufacturers to develop a schedule that will work for everyone. The gradual phase-out process began June 1,1996 when we required meter manufacturers tostop all new placements of mechanical meters. The conversion schedule forthe mechanical meters in service is as follows: Meter/Mailer Type Conversion Date •Mechanical metersusedtoprocess mail for afee,March 31,1997* orprovidemetering and mailing services to others *If youarea"forfee"mailer andhavemissedthisdate, contactyourmeter manufacturer immediately •All other high-speedcapable mechanical meters December 31,1998 (systems'meters thatoperateona mailing machine base) •All tow speed mechanical meters must be converted March 31,1999 475UENFANTPLAZASW Washington DC 20260-6807 202-268-3757 FAX:202-268-5612 G POSTAGE METER LEASE COMPARISON 12/17/97 CO.NAME EQUIP.DES.
