A Resolutiou acknowledging Commissioner Liebman's (Group Seat II)
appointment of Connie Brazier, as the representative of Group Seat II, to
serve on the Parks and Recreation Board, for a two-year term ending January
18,2018.
WHEREAS, Article II, Section 8, Sub-section A of the City Charter provides that:
* * * When a Board or Committee is comprised of five members, each City
Commissioner shall appoint one person to serve as a representative on the
Board or Committee. When there are more than five (5) members on a
Board or Committee, each City Commissioner shall appoint one person to
serve as a representative on the Board or Committee, and all members of
such Board or Committee in excess of five (5) shall be appointed by three
(3) affirmative votes of the City Commission based on recommendations
submitted by any City Commissioner. When a Board or Committee has less
than five (5) members, then the selection of all members shall be by three (3)
affirmative votes of the City Commission from recommendations submitted
by any City Commissioner. (Amended 2-09-10)
22 WHEREAS, the City Commission desires to acknowledge the appointment of Connie Brazier, a
23 resident of the City of South Miami, to serve for a two-year term on the Parks and Recreation Board.
24 Appointment shall expire January 18, 2018 or until removed or unless a successor is duly appointed and
25 qualified; and

27 WHEREAS, commencing with appointments made after January 1, 2009, Sec. 2-22
28 "Term Limits" of the Code of Ordinances provides that, appointees are limited to two (2)
29 consecutive two-year terms of membership on a specific commission, board, or committee.
30 After serving a maximum of two (2) consecutive year terms, an appointee shall not be
31 reappointed to the same commission, board or committee unless at least one year has elapsed
32 between the term limited position and the effective date of commencement of the proposed
33 appointment for a new term; and

35 WHEREAS, Sec. 2-22 "Tenn Limits" of the Code of Ordinances, as amended by Ordinance No.
36 06-14-2184, dated April 15,2014, provides that the appointer, or his or her successor in office, may extend
37 the term limits of his or her appointment with the advice and consent of a majority of the City Commission;
38 and
39 WHEREAS, this will be Ms. Brazier's first, two-year term serving on this Board.

41 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
42 . COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:

44 Section 1. The City Commission hereby acknowledges Commissioner Liebman's
45 right to appoint Connie Brazier to the Parks and Recreation Board as the representative of
46 Group Seat II pursuant to the terms of the City Charter. This appointment is contingent on his
47 successfully passing a required Level 11 screening.
