Manager's Report
Attached are the City's accomplishments for the period covering December 16, 2015 -January 3,
2016 which are hereby submitted for your review prior to the Commission Meeting.
If you have any questions please feel free to contact me.
Finance:
Finance has closed FY 2015. The Auditors were onsite in the early part of December for a 2 week
period completing their respective fieldwork. They are scheduled to return sometime in the
middle of January 2016.
Finance continues to hold on the installation of the new upgrade to the City's ONESolution Finance
program until the City's New Virtualization server is installed. Finance continues to trouble shoot
any issues related to the City's ONESolution finance system. Finance continues to monitor the
different department's issues and help correct those matters.
Finance continues to update and trouble shoot issues related to the City's website.
Finance continues working on completing the November 2015 budget to actual report and check
register. Once the reports are available, finance will upload the reports to the City's website and
provided to all department heads.
Management Information Systems:
The County continues revamping all of the City's network circuits to accommodate the new
systems IP addresses. Moreover, Miami-Dade County is currently completing the network
configuration which includes streamlining the City's phone lines and redesigning the IP Addresses.
A current evaluation is being conducted to determine if the City should switch to the County's
firewall provider or maintain barracuda.

Finance continues to monitor the Wi-Fi system to make sure connectivity remains steady. Finance
has ordered more Wi-Fi antennas, in an effort to have the majority of the downtown pay stations
on the City's Wi-Fi.
Parking:
Parking on Monday, January 11, 2016 will be installing three new digital mUlti-space pay stations
in different areas of the City with the intent of increasing customer satisfaction and compliance.
Parking continues stripping parking spaces throughout the City which will be converted to paid
parking. Moreover, as Parking completes the striping at other certain areas, parking will install
parking meter heads.
Procurement Division Report -1/5/2016:
RFP -Resurfacing Clay Tennis Courts: The RFP was advertised on December 15. A Pre-bid
meeting is scheduled January 6 at lOAM. Proposals are due on January 14 at lOAM.
Draft RFP -Parks Surveillance Equipment: A draft RFP for Parks Surveillance Equipment was
submitted to the City Attorney for review and approval. When the RFP has been approved by the
City Attorney, the RFP will be solicited.
Draft RFP -Concession Stand Management Services: A draft RFP for Concession Stand
Management Services was submitted to the City Attorney for review and approval. When the
RFP has been approved by the City Attorney, the RFP will be solicited.
Appraisal of Inventory Assets: Staff continues to review the final report for accuracy. A revised
final report is expected by 1/9/16.
Purchasing Ordinance: Continue working with the City Attorney to complete a draft Purchasing
Ordinance. Once completed, the Purchasing Ordinance will be forwarded to the City Manager
for approval. The final document will be placed on an upcoming Commission Meeting for
approval.
Code Enforcement Division December 14 -31,2015:

The following are the accomplishments for the Police Department for the time period December
14, 20 ISh through January 3, 2016:
Chiefs Office
• "Staff Own-A-Zone" program yielded 20 citizen and business contacts throughout the City;
• Oral interviews for Communications Officers scheduled for January 14, 2016;
• Active shooter training was provided to City Staff;
• Background investigations ongoing for Police Officer Positions;

• On 12114 attended the Drug Free Coalition meeting;
• On 12116 conducted Compstat meeting with Patrol and CID supervisors;
• On 12/17 conducted Public Information Officer training for all staff members with Brian
Andrews.
Uniform Patrol Division
• There were a total of 17 arrests, 6 were felony arrests, I I were misdemeanor arrests, 2 of
those misdemeanors were warrant arrests and 7 of all of the arrests mentioned were
narcotics related.
• I of the I I misdemeanor arrests was for a Loitering and Prowling charge. Once again as
we stated in the last report, due to the Holiday season there are criminals who wish to
take advantage of vehicles and or homes containing Holiday related property. The
propensities for burglaries are highest during this season. It is therefore imperative that
police officers be extra vigilant. Upon completion of their investigation the subject
arrested could not dispel the officer's fear for life and or property in the area. The success
in the prevention of crime can never be truly measured when a subject is taken off of the
streets and charged with LOitering and Prowling.
• We participated in the City's Annual Christmas Tree Lighting Ceremony. The Uniform
Patrol Division successfully provided security for this event. In addition to our personnel,
the South Miami Police Explorer Post was also in attendance and assisted. No incidents
were reported, We were also able to collect donated goods and distributed those goods
to area children and senior citizens. The event was a complete success.
Professional Standards Division and Training
• Security walk through conducted at City Hall, contacted employees and discussed issues
and concerns;

Criminal Investigations Division
• Detectives continue conducting surveillance details at our local parks, roving patrols on
city parking garages and municipal parking lots. They continue to keep the Uniform Patrol
Division and the public informed on all frequent flyers (felony offenders) in the South
Miami area.
• CID closed three vehicle burglary cases by arrest based on video surveillance and subject
testimony.
• CID personnel are currently being trained in becoming an acting supervisor for future
advancement within the department.
Services Division
Fleet Management, Records Management, Quarter Master, Property & Evidence Management;
• Revised filing system to categorize and efficiently store property and evidence in the
Property Room is currently being implemented.
• Going through closed cases and sending out certified letters to owners for claiming
property. Currently 189 items have been returned to owners since computerized
inventory implemented.
• Currently 879 items have been destroyed pursuant to Florida State Statue. Since
computerized inventory implemented.
• Quartermaster module being implemented for better tracking and assignment of police
issued equipment.
• Quotes received from Don Reid Ford for 7 new vehicles. Quote being finalized.
• 80 items returned to owner of case 14-00535
PUBLIC WORKS DEPARTMENT
Engineering and Construction Division
Twin lakes Drainage Improvements: Contractor was approved via resolution for Area 1 and 2 of
the project. Contractor is expected to begin the work in January 2016.
Bus Shelters: A resolution was approved. We are proceeding with the four shelters alon·g Church
Street/ SW 59 Place. Comments from the County were received for the shelters along SW 62 AVE.
We are addressing these comments by coordinating with the consultant to revise the drawings,
and to include additional specifications / design for an alternative roof option by the engineer, as
requested by one of the commissioners.

SW 42 ST Design for Roadway and Drainage Improvements: A purchase order was issued. A
Notice to Proceed is being provided to the contractor. Work is scheduled to begin the first week of
January 2016.
SW 43 ST Sidewalk Repair: Work is complete.
Swale Trench Repair: Work is complete.
SW 78 ST Design for Roadway and Drainage Improvements: Shop drawings were submitted by
the contractor for review and approval. The consultant reviewed and approved the shop drawings.
Right of Way permit package and MOT was evaluated by PW. Pending resubmittal ofthe MOT.
Citywide Sidewalk Uplift Repairs: The downtown area was completed. Public Works requested
for the CRA to be evaluated. A resolution is being prepared to be presented to commission.
Sunset Drive Roadway Improvements Ph. V: Milling and resurfacing is complete. Thermoplastic
paint is complete. Irrigation system is complete. Patch on left turn lane onto SW 6th Avenue will
be repaired by MOC forces.
Road Resurfacing on SW 60th Place and SW 64th Terrace: Work is completed. Thermoplastic paint
is complete.
Striping: PW received the resolution from the Clerk on September 4, 2015. A proposal was
received for the striping of Sunset Drive, in the downtown area. Striping is complete. Public Works
will start to evaluate crosswalks to establish a fee estimate.
Median Landscaping along US1: Project being coordinated with FOOT. Attended a meeting with
FOOT on June 23, 2015. Pending next submittal from the FOOT consultant.
Pinecrest Villas Traffic Calming Design: Comments were received from the County. Submittal of
revised plans were provided to the County. Surveying continues in an effort to attain concurrency
results for as many traffic calming devices as possible.
Twin Lakes & Bird Estates Traffic Calming Design: Miami Dade Public Works approved as noted
the set of plans. Resident concurrency is under review by the County.
SW 60th Avenue Traffic Calming: A survey was redistributed to the residents for concurrency. As
of today, the result of the surveys does not meet the 2/3 required concurrency criteria as per
MOe.
Mango Terrace Traffic Calming: Contractor was approved in the last commiSSion meeting.
Coordinating to issue the Notice to Proceed. Contractor provided work schedule. Preconstruction
meeting was held the week of October 19, 2015. Contractor already milled the pavement for the
new tables. Pending thermoplastic paint to be applied.
Manor Lane Traffic Calming: Project is complete.

Street Name Signs: Installation of signs is complete in the downtown area. Contractor provided a
fee estimate to replace the blades on SW 74th Street to include "Richard O'Barry". The installation
of new signs along Sunset Drive is underway. The next area for the installation of signs was
defined south of the Downtown area, between US 1 and SW 57'h Avenue. It has approximately 64
sign assemblies. The designated street names signs, by resolution, are being evaluated.
City Welcome Signs: A resolution was approved by commission. The consultant received the
Notice to Proceed. We are requesting quotes for a survey that the consulting firm is requesting
for one of the locations for an entry sign.
Sanitary Sewer Master Plan: A resolution was approved by commission. The consultant received
the Notice to Proceed. A report was submitted to Public Works.
SW 64th Street: A proposal for an environmental phase study was requested from a consultant.
The study is being requested to fulfill the requirement for a grant. A resolution will be presented in
a future commission meeting for approval.
Street Lights (Cobra Heads) on 67th Street: Pending further instructions.
Public Works
(Below are completed work orders that go beyond the day to day requests & duties).
• Replaced 4 damaged garbage containers as requested by Residents.
• Filled 13 Trash Holes with R.A.P as requested by residents.
• Repaired 4 pot holes throughout City Streets as reported.
• Removed graffiti markings from 4 different areas as reported by Police.
• Planted new plants in the Downtown Flower Pots as requested by PW Director.
• Cut tree and removed a damaged sign due to car accident on Sunset Dr. and 62 Avenue as
requested by Police.
• Repaired 2 street signs as reported by residents.
• Street clean up of fireworks as reported by Commissioner Welsh.
• Repaired two light fixtures and ballast in the Janitorial closet at the Community Center as
requested by Parks.
• Pressure cleaned sidewalks and walls on the West and North entrances to City Hall as
requested by PW Director.
• Repaired AIC belt in the Communications Division as requested by Police.
• Reset AIC thermostat at the Community Center as requested by Parks.
• Repaired 18 light fixtures throughout the Police Department as requested by Police.
• Repaired 15 light fixtures in the IT Room as requested by IT.
• Adjusted bulletin board outside of the City Clerk's office as requested by the City Clerk.
• Repaired roof leak over the City Clerk's office at City Hall as requested by the City Clerk.
• Repaired walls in the Multipurpose Room and storage room at the Community Center as
requested by Parks.

• Repaired latch on the main entrance door at the Sylva Martin Building as requested by the

• New timer-LED bulbs and plastic cases have been installed outside of tennis
office/restroom facility.
• Removal of Australian-pine trees is complete. 60% of all stumps have been grinded.
Work will continue the week of Jan. 4th , if weather permits.
• Internal solicitation for outdoor exercise equipment was released Tuesday, Dec.

• Repairs to outdoor security parking lot lights complete.
RECREATION
Winter Camp 12/21-12/31
• 27 participants had enrolled in winter camp 2015, an increase of 11 participants
from 2014 camp.
• A total of $930 dollars in revenue was collected.
Tennis Winter Camp
• 31 participants had registered for tennis winter camp 2015. A total of $3,146
dollars in revenue was collected.
• 5 independent tennis instructors are teaching private lessons to youth and adults.
To date, $840 dollars has been collected for lessons, minus instructor 70% payout.
Football & Cheerleading
• The Football & Cheerleading program officially ended Sunday, December 20, 2015.
• A banquet was held on Dec. 20 th to recognize the participants, coaches and team
parents for all of their hard work.
Senior Happenings
• On December 16th
, FlU brought fresh fruit and vegetables to teach seniors how to
make smoothies. This was the first of several health related demonstrations that
FlU will lead in the coming months.
• One December 21 5
" ninety (90) seniors participated in the annual Christmas party.
Everyone enjoyed dancing and party giveaways.

ACTIVITIES & EVENTS
Toy Giveaway
• In partnership with Interval International, the City of South Miami distributed
approximately 275 toys to local youth. Those who came out to the event enjoyed
face painting, arts and crafts, free food and a special visit from Santa Claus.
F.L.O.W. (Florida license On Wheels)
• Beginning Wednesday, Jan. 6th , the Florida DMV will be at the Gibson-Bethel
Community Center the first Wednesday of every month from 9:30am to 2:30pm
• Citizens can come to the center and renew a license, new a specialty plate, obtain
an ID card, and so much more.
Kickball Team Competition
• The after school program kickball team has two friendly kickball competitions
scheduled against Mt. Olive Baptist Church. Games will be played on January ]'h
and January 15 th .
