A Resolution re-appointing Espcranza Kelly to serve on the Environmental Review
and Preservation Board for a two-year term ending January 4,2018.
WHEREAS, the Mayor and Commission recognize the important contributions made by those
who serve on the various City boards and committees and wish to appoiut a full complement to each of
the active boards and committees; and
WHEREAS, the City Commission desires to appoint Esperanza Kelly to serve for a two-year
term ou the Environmental Review and Preservation Board. This appointment(s) shall expire January 4,
2018 or until a successor is duly appointed and qualified; and
WHEREAS, commencing with appointments made after January 1, 2009, Sec. 2-22 "Term
Limits" of the Code of Ordinances provides that, appointces are limited to two (2) consecutive two-year
terms of membership on a specific commission, board, or committee. After serving a maximum of two (2)
consecutive year terms, an appointee shall not be reappointed to thc same commission, board or
committee unless at least one year has elapsed between the term limited position and thc effectivc date of
commencement of the proposed appointment for a new term;; and
WHEREAS, Sec. 2-22 "Term Limits" of the Code of Ordinances, as amended by Ordinance No.
06-14-2184, dated April 15,2014, provides that the appointer, or his or her successor in office, may
extend the term limits of his or her appointment with the advice and consent of a majority of the City
Corn_mission; and
WHEREAS, pursuant to Sec. 2-22 "Term Linlits" of the Code of Ordinances, this will be Ms.
Kelly's second two-year term.
NOW, THEREFORE, BE IT RESOLVED BY TIlE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, }<'LORlDA, THAT:
Section 1. The City Commission hereby re-appoints Esperanza Kelly to the Environmental
Review and Preservation Board.
Section 2. The expiration date of this appointment shall be January 4, 2018 or until a
successor is duly appointed and qualified.
Section 3. This resolution shall take effect immediat.ely upon adoption.

Ms. Kelly has mostly been with O.ntis + Rogers since 1995 and has over 25 yenrs of experience on a variety
of project types including transportation, education, park/recreation, civic and corporate/commercial. She
is experienced in the coordination of projects from design through to cOllstmction administration. She
has participated in many public meetings and been a pmt of consensus building teams. During her time
at Curtis + Rogers she has worked on numerous continuing contracts with several municipalities in South
Florida. She also has managed many design~bujld projects. A LEED accredited profe·ssional, with extensive
experience in landscape construclion, she thoroughly understands the issues of construction, functionality
and cost as well as sustainability through integrated design.
Ms. Kelly's love for traveling has given her the opportunity to work in plllces like Jtaly, Australia and
United Arab Emirates. During her time in Australia she worked on many sustainable design projects which
has given her experience in recycling stormwater into waterway corridors, incorporating thc use of water
tanles for irrigation and extensive design without the use of irrigation.
