A Resolution for special use approval to permit an animal hospital/veterinarian at 6396 S. Dixie
Highway.
BACKGROUND:
Located in the General Retail "GR " zoning district, the applicant is proposing internal
renovations located at 6396 S. Dixie Highway . The one-story building currently has two
separate spaces, both of which are currently occupied by Southeast Veterinary Referral Center .
One side, 6394 S. Dixie Highway, is occupied by the animal hospital, which was previously
approved by Resolution # 04-07-12389. The other side, 6396 S. Dixie Highway, was recently
vacated by Enterprise Rent-A-Car and is currently occupied by offices for the veterinary
hospital. The applicant is proposing to combine both spaces into one space to include
additional offices and examination rooms .
Subject Building located 6396 S. Dixie Highway
Pursuant to the regulations listed in the Permitted Uses, Section 20-3.3(D) of the land
Development Code (lDC), a special use permit is required for the operation of an animal
hospital or veterinary.
ANALYSIS:
Pursuant to the Special Use Conditions, Section 20-3.4 of the lDC, a special use may be
approved and permitted by the city commission at a public hearing, after a recommendation by
the planning board and that such use complies with the general requirements, special
requirements, and any other conditions that the city commission may consider appropriate and

necessary.
When reviewing the project, the following items are noted about the project:
• The space is currently occupied by the applicant for administrative purposes
• The square footage ofthe building will not be changed as these are internal renovations.
• Once redeveloped, the veterinary use will increase by 800 square feet from 2,600 to
3,400 square feet.
Pursuant to the information provided, the minimum amount of parking spaces required for the
proposed project is as follows:

Based on the calculations listed above, the proposed animal hospital/veterinary will be
required to provide a minimum of nine (9) parking spaces where twenty-four (24) parking
spaces are provided.
After review of the project, the proposed animal hospital/veterinary use complies with both
the general and special requirements listed in both Section 20-3.4(A) and Section 20-3.4(B)(21)
and of the LDC, respectively, in that the use:
• Is compatible and complementary to the existing uses within the surrounding areas; and
• Is providing fully enclosed, air-conditioned, soundproof structure.
• Will not provide overnight boarding of animals except for medical purposes.
• Will operate for visits and treatments between 7:00am to 9:00pm, Monday through
Saturday; hours of operations shall not prevent emergency treatment.
Furthermore, the requested special use does not conflict with the Comprehensive Plan and
complies with the LDC requirements set forth in Section 20-5.8(B) ofthe LDC in that the use:
a) Will not adversely affect the health or safety of persons residing or working in the vicinity
of the proposed use,
b) Will not be detrimental to the public welfare or property or improvements in the
neighborhood; and,
c) Complies with all other applicable Code provisions.
Last, if the special use is, in the future, determined by the Director of Planning, to be adversely
affecting the health or safety of persons residing or working in the vicinity of the proposed use,
to be detrimental to the public welfare or property or improvements in the neighborhood, or to
be not in compliance with other applicable Code provisions, the special use approval may be
modified or revoked by the City Commission upon notification and public hearing.
PLANNING BOARD ACTION:
At the December 8, 2015 Planning Board meeting and following a public hearing, the Board
voted 7-0 to recommend approval of the request for a special use to permit an animal /
veterinarian.
STAFF RECOMMENDATION:
Staff recommends approval by the City Commission.

6 WHEREAS, pursuant to Section 20-3.4(B)(4)(b) ofthe Land Development Code (LDC),
7 the applicant, Southeast Veterinary Referral Center submitted Application No. PB-lS-040 to the

65 Section 2. Severability. If any section clause, sentence, or phrase of this resolution is for

WHEREAS, pursuant to section 20-3.3(D) of the Land Development Code applicants Miguel
Cervoni and Teresita Carro have filed Application No. PB-06-038 requesting a Special Use Approval to
operate an animal hospital at 6394 S. Dixie Highway; and
WHEREAS, an animal hospital is allowed as a special use in the "GR" General Retail zoning
district subject to meeting general conditions specified in LDC Section 20-5.8 and subjed to meeting
special requirements set forth in LDC Section 20-3.4(8)(21); and
WHEREAS, the approval of a special use requires a recommendation from the Planning Board
and the approval of the City Commission after a public hearing; and
WHEREAS, on December 12, 2006 the Planning Board, after public hearing, voted 6 ayes 0
nays to recommend approval with conditions of the special use request; and
WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the
recommendation of the Planning Board.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AA'D CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA:

parking spaces, and driveways prior to the application being forwarded to the City Commission.
(5) The applicant's final site plan shall show additional landscaping on the site covering at minimum the
area of three parking spaces.
(6) If the subject use is, in the future, determined by the Director of Planning, to be adversely affecting
the health or safety of persons residing or working in the vicinity of the proposed use, to be detrimental
to the public welfare or property or improvements in tbe neighborhood, or to be not in compliance with

Dear Mr. Lightfoot:
The Southeast Veterinary Referral Center (SVRC) IS applYing for special use approval
for its location at 6396 S. Dixie Highway, South Miami. We will use this space to
create office space for our doctors and administration staff, as well as additional
examination rooms. The special use approval will allow us to provide veterinary
services in this space.
The internal renovations will also connect the new (6396) and old (6394) areas -thus
allowing staff to move from one area to the other without having to eXit the building.
The physical square footage of the building will not be changed as these are internal
renovations. The total square footage 01 the new space (6396) is 800 sq. It. making
the total sq footage 3,400 sq ft. We are required us to have one parking space 250 sq
ft. according to zoning requirements. The current parking area of the building has a
total of 24 parking spaces -which satisfies the requrrements for the building. As
tenants of this space, we also secured the approval of the building owner for the
proposed internal changes.
SVRC is comprised of a network of veterinary specialists. We have been at this
location since 2008. These internal renovations will allow our clients, veterinarians
and staff to work in a more comfortabl pa·ce. The hours of operation for SVRC are
Monday through Friday from 8a o6pm.

To whom it may concern:
We are looking at completing internal renovations to the space listed above. The
mternal renovations will delineate the space available into separate office, meeting
and visiting areas for the clients of Southeast Veterinary Referral Center and The
Pet Emergency Room,
The Internal renovations will also connect the new (6396) and old (6394) areas -thus
allowing staff to move from one area to the other without having to exit the building.
The physical square footage of the building will not be changed as these are internal
renovations. The current building parking requirements will not be affected, As
tenants of this space, we also secured the approval of the building owner for the
proposed internal changes.
The City of South Miami Planning Board will review our application for "special use"
of this space at the December 8th public hearing. We are providing you with this
~ation in accordance with the City Code.
