Res No 011-16-14566RESOLUTION NO._°llllilli^6_6 A Resolution acknowledging Commissioner Liebman's (Group Seat II) appointment of Connie Brazier,as the representative of Group SeatII,to serve on the Parks and Recreation Board,for a two-year term ending January 18,2018. WHEREAS,Article II,Section 8,Sub-section A of the City Charter provides that: ***When a Board or Committee is comprised of five members,each City Commissioner shall appoint one person toserve asa representative onthe Board or Committee.When there are more than five (5)members ona Board or Committee,each City Commissioner shall appoint one person to serve asa representative onthe Board orCommittee,and all members of such Board or Committee in excess of five(5)shall be appointed by three (3)affirmative votes of the City Commission basedonrecommendations submitted byanyCityCommissioner.WhenaBoardor Committee hasless than five(5)members,then the selection of all members shallbebythree(3) affirmative votes of theCity Commission from recommendations submitted by any City Commissioner.(Amended 2-09-10) WHEREAS,theCityCommissiondesirestoacknowledgetheappointment of ConnieBrazier,a resident of theCity of SouthMiami,toserveforatwo-yeartermontheParksandRecreationBoard. AppointmentshallexpireJanuary 18,2018 oruntilremovedorunlessasuccessorisdulyappointedand qualified;and WHEREAS,commencing with appointments made after January 1,2009,Sec.2-22 "Term Limits"of the Code of Ordinances provides that,appointees are limited totwo(2) consecutive two-year terms of membership ona specific commission,board,or committee. After serving a maximum of two(2)consecutive year terms,an appointee shall notbe reappointed tothe same commission,board or committee unless at least one year has elapsed between the term limited position andthe effective date of commencement of the proposed appointment fora new term;and WHEREAS,Sec.2-22 "Term Limits"of the Code of Ordinances,as amended by Ordinance No. 06-14-2184,dated April 15,2014,provides thatthe appointer,orhisorher successor inoffice,mayextend thetermlimits of hisorher appointment withtheadviceand consent of a majority of theCityCommission; and WHEREAS,this will beMs.Brazier's first,two-year term serving on this Board. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,THAT: Section 1.The City Commission hereby acknowledges Commissioner Liebman's rightto appoint Connie Brazier totheParksand Recreation Boardasthe representative of GroupSeatII pursuant tothe terms of theCity Charter.Thisappointmentiscontingentonhis successfully passing a required LevelII screening. Section 2.The expiration date of this appointment shall be January 18,2018,or until removed or until a successor isduly appointed and qualified.
