BE IT ' ORDA INED BY THE MAYOR AND CITY COUNCIL - OF THE
CITY'OF SOUTH MIAMI, FLORIDA:
Section`1. That Sec. 16B -23 of Article III of
Chapter 16 of the Code of Ordinances, City "of South Miami,
Florida, be and the same hereby is amended by adding thereto
the following, to -wit:
"(c) 'tn add if' ion'to' the areas'` de's'cribed In 'sub -
( paragraphs '(a) '.And "`(b') above, there shall
be and hereby is added and included the
following 'real property, to -wit:
Tract 27 of HIGH PINES, a"ccording'to
the Revised Plat of Second Amended Plat
thereof, recorded 'iii" Plat `Book 31 at
Page 57 of the Public Records of Dade
County; Florida, formerly known--as 'Lots
2 to 25, both inclusive, of Block.,,27, of
{ HIGH PINES, according" to the Plat"thereof,
recorded in Plat Book 10 at Page 18 'of the
Public Records of Dade County, Florida.
Tract 26, in accordance with Revised Plat
of the Second Amended Plat of HIGH PINES,
recorded in Plat Book 31 at Page 57 of the
Public Records of Dade County, Florida."
Section'2." That in the event "that the real property
described in Section 1, hereinabove, is not developed, improved,
and connected with the City's sanitary sewer system within three

months from (the (late the City provides a sewer main at the
corner of S. W. 77th Terrace and Red Road this OrdIn,ance and
the authority' granted hereunder shall stand repealed and of
no further force and effect.
Section 3. That any person, persons, firm, partner-
ship or corporation violating ar.v- of -th'z - provisions of this
Ordinance shall "upon conviction, be punished by a fine not to
exceed $500.00, or by imprisonment not to exceed six months,
or by both such 'fine and 'imprisonment in the discretion of the
Municipal Judge. Each day that a vio'latio'n is permitted to
exist shall constitute a separate offense,
Section 4. It is the intent that this 'Ordnance be
permanent in nature and shall be included in the Code of Ordinances
of the City of south Miami, Florida, and the sections hereof may
be renumbered for such purpose.
Section 5. This Ordinance shall become effective
October 1, 1970.

Dear Mr. Telfair:
At the Council meeting-6f September 1,1970, it was noted that you
had issued -'a warning concerning the overloading "'of the Coral Gables
sewage transmission line to the City of Miami treatment plant.
Inasmuch as the City of South Miami pumps its waste to Coral 'Gables
and thence to- Miami, we are concerned that we may be endangering
the system by allowing non- resident connections to our system.
This matter came up at the time the Council was considering the
E:g• i n Pines connection for Mr. Mulford. Your firm has twice
recommended his 'inclusion into our system, but the Council wishes
to again have your opinion`` concerning this matter.
..,lease answer the following questions in your reply: {
1. Is it true that South Miami purchased a given capacity in the -
Coral Gables to Miami transmission line?
2. .if the above is true, was '.hat capacity based on total estimated
flows from the Master Plan and included area of South Miami?
