Reso "hution No. 8000, da(ed September l5, 1'959 now covers i the City's ' olicies and` roced' es in this "tter. At the time of its adop P p 1 ace;,, aJChr tion, the d"' was using a sewage treatment plant _which at the time was ._ receiving far `less than' its dailyjcapaci`ty. Theprocedure and practices _._.,3._.... ... estabfi' ed at the•time were appropriate for the time, but are brought in question by growing loads in the City proper. On the other'han City s present share of ca acit Gabies force main (constructed as a point venture with the'City of Miami Department of Water and Sewers in 1968), is only for a rate of 16'MGD. This was called to your'attention'``in the Master Plan Report and also to the - attention of the Director•, Depart1ment'of Water and Sewers, City of Miami. It' "is our belief, and we believe his also, tFat'th "ere wi11 be possible eventu`a'l `need to `di reef some flows`from' the southeasternmost por- tions of Coral Gables to d e future Metro Dade County Black Poi "nt - Everglades service area. Inasmuch as the City of South Miami pumps its waste to Coral 'Gables and thence to- Miami, we are concerned that we may be endangering the system by allowing non- resident connections to our system. This matter came up at the time the Council was considering the E:g• i n Pines connection for Mr. Mulford. Your firm has twice recommended his 'inclusion into our system, but the Council wishes to again have your opinion`` concerning this matter. ..,lease answer the following questions in your reply: { 1. Is it true that South Miami purchased a given capacity in the - Coral Gables to Miami transmission line? 2. .if the above is true, was '.hat capacity based on total estimated flows from the Master Plan and included area of South Miami? 3. Is for P it true that lanning-purposes a small amount of, excess .. ca p acit (an amount in excess of the Master Plan area)was included? 4. CVill there be enough capacity in the Coral Gables transmission line to allow Soutfi Miami to continue its sewer construction program in accordance with the Master Plan? (continued) t1CITY OF PLEASANT LIVING" I Mr. John S. Telfair, Jr. September 4, 1970 Page - 2 - 5. Do you recommend that we allow High Pines to be connected -to our system? 6.
