Dear Mr. Fonte:
I am writing in regards to South Miami Advanced Center for Surgery, Process number
M2012008609. We are in receipt of your comments and would like to speak with you,
preferably in person, to better understand your comments and work towards
addressing them. Below please find some helpful information, background on the
project and our attempt to address your comments.
Our client, Doctor Alan Serure, is well respected plastic surgeon who has been in
practice in Miami since 1985. Dr. Serure is a fellow of the American College of Surgeons,
and a member of the American Society of Plastic surgery, as well as the American
Society of Aesthetic Plastic Surgery.
The South Miami Advanced Center for Surgery will be Dr. Serure's new office based
surgical facility. He is building the office in an existing medical arts building in South
Miami. The classification of office based surgical facility varies from an "ambulatory
surgical facility" in that the procedures conducted at an office based surgical facility are
cosmetic, limited and only available to relatively healthy patients. There is also a
limitation on the number of patients these facilities can have at any given time. *These
facilities are regulated by the Department of Health's Board of Medicine (6488 -9.009
Florida Administrative Code). State inspection or accreditation by a state approved
agency (Joint Commission, AAAASF orAAAHC) is required for this facility and the facility
must comply with the state regulations and the additional accreditation standards.
These accreditation standards are specifically geared for "office based facilities" and not
ambulatory surgical centers, as those centers are accredited under different standards.
Dr. Serure is building an office based surgical facility and will be accredited as such. His
facility will perform procedures as allowed by the accrediting boards and will follow the
guidelines, requirements and standards stated by them. Dr. Serure is not seeking to
build an ambulatory surgical center.
it is very important to stress that this is an "office based surgical facility" meeting the
requirements by the accrediting boards. This is not an ambulatory surgical facility.
