Res No 192-15-14531RESOLUTION NO:192-15-14531 A Resolution authorizing the City Manager to enter into an agreement with Granicus,Inc.,through aCity of Delray Beach piggyback agreement,RFP #2015-27,to enable the public to view public meetings. WHEREAS,the City provides webcasting and archive videos of the City's public meetings via Granicus Inc.,a webcasting provider for delivering public meetings via the web;and WHEREAS,the City recently expended funds to upgraded the City's recording transmission equipment in September 2015 to enable Google Chrome users to view public meetings via the web;and WHEREAS,the City desires to maintain its current relationship with Granicus, Inc.,after expending the funds to upgrade the transmission equipment;and WHEREAS,the City of Delray Beach competitively solicited proposals for webcasting providers through RFP #2015-27 and awarded a contract to Granicus;and WHEREAS,maintaining the agreement with Granicus,Inc.,will ensure the City continues to provide webcasting of public meetings without any interruption or loss of service during a potential transition to another provider;and WHEREAS,the City desires to piggyback off of the Delray Beach contract with Granicus,as allowed by the City Charter;and WHEREAS,the expense for this service willbe charged to the CityClerk Contractual Account 001-1200-521-3450. NOW THEREFORE BEIT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THECITYOF SOUTH MIAMI,FLORIDA; Section 1.TheCity Manager is authorized to enter into an agreement with Granicus,Inc.,through aCity of DelrayBeach piggyback agreement RFP#2015-27,for webcasting public meetings and related web hosting services,expiring June 26,2018.A copy of the Granicus,Inc.,agreement is attached. The City hasbeen utilizing the Granicus webcasting service for public meetings since February,2011.The agreement was amended on Resolution 126-15-14465,dated August 18,2015,which upgraded the GranicusanalogservertoenableGoogle Chrome web browser usersto view City Meetings.TheCity expended $3,500 forthe upgrade and,an additional on-going feeof $100 permonth.Theamended monthly service feeis$1150.00 per month The amendment also reduced the termination date of the current agreementby one-year,to February,2016.Thecurrent agreement executed in February,2011 originally terminated February,2017. However,thiswouldhave resulted ina contract encompassingsix(6) consecutive years;clearly not in compliance with the City Charter's maximum term for contracts of five (5)consecutive years. Since theCity recently expended funds forthe upgrade,itis in ourbest interesttocontinuethe relationship with Granicus forthe webcasting of public meetings and not pursue a Request For Proposal that,could result inareplacementvendor.In addition,maintaining theagreement with Granicus will ensuretheCitycontinues to provide webcasting of public meetings without any interruption orlossof service during a potential transition to another provider. Lastly,theCityevaluated multiple optionsandreviewednumerous existing government agreements anddeterminedtheCityof Delray Beach's effective contract to be the City's best solution.This agreement will expireJune 26,2018.The monthly servicefee will remain at $1,150 whichisthesameaswhat the Citycurrently pays monthly,forthe duration of the agreement.
