RESOLUTION NO. ____ _
A Resolution of the City of South Miami in support of public land acquisition
of the Ludlam Trail corridor from Miller Road to SW 80 th Street; and
authorizing the City Manager to negotiate with the landowner for the
purchase and to discuss with stakeholders.
9 WHEREAS, the Ludlum Trail is a 6.2-nlile linear track of land stretching from Miami
10 International Airport at its northern terminus to Downtown Kendall at its southernmost point;
11 and
12
13 WHEREAS, it has been determined that the trail can connect more than 32,000 people to
14 five greenways, five schools, four parks, and two transit hubs; and
15
16 WHEREAS, the trail can be made to provide a safe passageway for cyclists and
17 pedestrians, including 3,700 students, to travel to schools, work, and shopping locations; and
18
19 WHEREAS, it has been deternlined that the trail may eliminate 860,000 vehicle trips
20 annually from Miami-Dade County streets; and

22 WHEREAS, the entire trail can provide approximately 40 acres of green space,
23 connections to four existing parks, reduce carbon dioxide enlissions by nearly 10,000 tons over
24 25 years, increase local property values, and create positive economic impact of more than $540
25 million over a 25-year period; and

27 WHEREAS, funding the Ludlam Trail project will improve biking and walking safety
28 and increase mobility and recreation alternatives for residents of the City of South Miami and
29 visitors, enhance economic prosperity, enrich residents' quality of life, and reflect responsible
30 environmental stewardship; and

32 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
33 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:

35 Section 1. The City of South Miami supports the public land acquisition of the Ludlam
36 Trail corridor from Miller Road to SW 80 th Street.

38 Section 2. The City Manager is hereby authorized to negotiate with the landowner for the
39 purchase, contingent upon subsequent funding, and approval by resolution of the City
40 Commission.

42 Section 3. The City Manager is authorized to enter into discussions with all stakeholders
43 on the establishment of a conservancy or trust to construct, manage and operate and maintain the
44 Ludlam Trail.

46 Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for
1 any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
2 not affect the validity of the remairung portions of this resolution.

4 Section 5. Effective Date. Tbis resolution shall become effective immediately upon
5 adoption by vote of the City Commission.
