23THE CITY OF PLEASANT LIVING
CITY OF SOUTH MIAMI
OFFICE OF THE CITY MANAGER
MEMORANDUM
To: The Honorable Mayor & Members of the City Commission
VIA: STEVEN ALEXANDER, CITY MANAGER
FROM: Dwayne Williams, Planning Director
DATE: November 17, 2015 Agenda Item No.:23
SUBIECT:
An Ordinance amending the City of South Miami Land Development Code, Article VIII
Transit Oriented Development District, "Definitions," Section 20-8.2, "Definitions," to
amend vertical story floor height maximum.
BACKGROUND:
Upon recent review of maximum floor height per buildable story of 14 feet in the Transit
Oriented Development District (T.O.D.D); the need to increase the first floor buildable
story height to 18 feet for interior loading and delivery areas was raised as an issue to be
proposed.
ANALYSIS:
The Transit Oriented Development District (T.O.D.D) promotes a walkable area with a
mix of land uses around a mass transit system. To provide for various and proper height
and vehicle turning radius in the interior loading areas of structures in the T.O.D.D the
developer will be permitted to build the first floor vertical story height up to a maximum of
eighteen (18) feet. This will provide ceiling clearance to accommodate the height of
commercial motor veh icles ranging from 13 feet, 6 inches to 14 feet.
STAFF RECOMMENDATION:
Staff recommends Commission approval of the ordinance to increase the maximum first
floor height in the Transit Oriented Development District (T.O.D.D).
A IT ACHMENTS:
• Draft Ordinance

14 WHEREAS, the T.O.D.D. is designed to encourage a mix of high density uses,
15 specifically residential, retail and office uses, and encourages redevelopment through
16 flexible and performance-oriented zoning and other regulations; and
17
18 WHEREAS, the Administration has reviewed the feasibility and effect of
19 revising the vertical story floor heights in the T.O.D.D.; and
20
