H F. ORDINANCE(S) SECOND READING -PUBLIC HEARING(S) 1:. An Ordinance of the City of South Miami. located in Miami-Dade County. Florida ("City"), approving a tentative millage rate ofthe City for the fiscal year commencing October 1. 2015. through September 30. 2016 which amount may be amended at the first or second reading. and approving and enacting the final millage rate ofthe City on second reading. 3/5 CITY COMMISSION MINUTES September 24, 2015 1 (City Manager-Finance Dept.) 1 2 This item was read into the record and moved to table by Mayor Stoddard, 3 seconded by Commissioner Liebman, passing with a vote of 4-0. 4 5 After discussing and tabling item no. 2, Mayor Stoddard moved to take this item off 6 the table. Seconded by Commissioner Liebman the motion passed unanimously. 7 8 Moved by Mayor Stoddard, seconded by Commissioner Liebman, the motion to approve 9 as amended Ordinance No. 22-15-2229, following a motion to reconsider in order to reflect the 10 amended millage rate of the City for the fiscal year commencing October 1, 2015, through 11 September 30, 2016, and approving and enacting the final millage rate of 4.3000 of the City on 12 second reading, passed by a 4 -0 vote: 13 14 Yea: Nay: Mayor Stoddard Commissioner Welsh Commissioner Liebman Commissioner Edmond None 15 At this juncture Commissione~ Edmortd<delivered a statement directed to the 16 residents explaining that he had tried to work with<theCommission in order to reduce the 17 millage rate even lower but thathehad not beeriable to get the needed support from the rest 18 of the Commission. 19 20 At this time Mayor Stoddard called for a recess in order to allow Mr. Riverol to do 21 the calculations resulting from the amended millage and which will be reflected in the budget. Florida ("City"), approving a proposed budget for the City for the fiscal year commencing October 1, 2015, through September 30. 2016. which amount may be amended at the first or second.reading of this Ordinance, and approving and enacting the final budget on second reading. 3/5 (City Manager-Finance Dept.) 25 After this item was read into the record, the public hearing was opened and the 26 following individual(s) addressed the Commission: Bradley Cassel. 27 28 After the public hearing was closed the Commission discussed the proposed budget. 29 Concern was expressed with regard to line items such as that for outside counsel and the line 30 item related to the Florida Retirement System (FRS). The Commission briefly discussed the line CITY COMMISSION MINUTES September 24, 2015 2 1 item related to the Florida· Retirement System with certain concern for possible increase in 2 pensions cost. 3 4 Commissioner Liebman moved to relocate $150K allocated for Murray Park 5 playground equipment to Citywide Master Plan. Seconded by Mayor Stoddard, the motion 6 passed unanimously. 7 8 Commissioner Liebman then moved to reduce thfi! Capital Improvement line item 9 for improvements at Dante Fascell Park by $30,000 which 1'5 per staff is no longer needed, and 10 allocate it for decorative garbage and recycling containers}!'! the downtown area. Seconded by 11 Mayor Stoddard, the motion passed unanimously. 12 13 Commissioner Liebman also moved to reallocate the sum of $203,468 of PTP 14 ending fund balance for Citywide Replacement of Directional Street Signs & Posts. The motion 15 passed 3-1 (Edmond) 16 17 Mr. Pepe proposed amending the language in his Mission statement in order to be 18 in compliance with the City Charter; lVIoved by Mayor Stpddard, seconded by Commissioner 19 Liebman the motion passed unanimoUsly. 20 21 At this time Mayor Stoddard moved to table this item. Seconded by Commissioner 22 Liebman, the motion passed unanimously. 23 24 Moved by MayorStoddard, seconded by~ommissioner Liebman, the motion to approve 25 as amended Ordinance No. 23-15-2230, approving a proposed budget for the City for the fiscal 26 year commencing October 1, 2015, through September 30,2016, and approving and enacting 27 the final budget on secol1Q reading, passed by a 3 -1 vote: 28 31 32 Yea: Nay: G.
