8Sout~iami TilE C ITY OF PLEASANT LIVIN G CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM To : The Honorable Mayor & Members of the City Commission VIA: STEVEN ALEXANDER, CiTY MANAGER FROM : Dwayne Williams, Planning Director Agenda Item NO.:~_ DATE: October 14, 2015 SUBIECT: An Ordinance adopting an amendment to the Future Land Use Map of the Comprehensive Plan, amending the area including the Underline linear park located under the Metrorail to designate it as Parks and Open Space, and authorizing transmittal to the Florida Department of Economic Opportunity and review agencies . BACKGROUND: The land use map designation of the 11 .5 acres (more or less) property located underneath and alongside the Metro Mover elevated rail line within the City boundaries will be added to the City's parks. This change is justified, in part, due to the City's contribution of funding for the Master Planning process for the entire line and the City's intention of contributing to the construction, operation and maintenance of the linear park within City boundaries. This project has been named the Underline linear park project. The vision of the Underline Project is, to transform the underutilized land below Miami's Metrorail , from the Miami River to Dadeland South Station, into an iconic linear park, world class urban trail and living art destination . The Underline will connect communities, improve pedestrian and bicyclist safety, create over a hundred acres of open space with restored natural habitats, encourage a healthy lifestyle , provide an easily accessible place to exercise, create a mobility corridor that integrates transit, car , biking and walking, provide a 10-mile canvas for artistic expression, attract development along US1, and generate significant economic impact. The Future Land Use Map (F.L.U.M) amendment will be transmitted to the State with revision of our Comprehensive Plan. ANALYSIS: The proposed Future Land Use Map amendment to the Comprehensive Plan will modify the depiction of the existing land use category for the Underline linear park located under the Metrorail to designate it as Parks and Open Space. The proposed Future Land Use Map amendment will establish a Parks and Open Space designation along the existing vacant rail road right-of-way within the City of South Miami. This will add approximately 11.5 acres of park space to City's park system.
