In order tohelp the organizers of special events coordinate their plans withCity requirements,we havecompiledthisapplicationwhich contains informationrelatedto the City's review process.Evenif youhaveplanned events inourcitybefore,theremayhavebeenresolutionsand/orordinances passed on special events with changes thatcouldaffectyournext event fees,neighborhood notification,impactmitigation,signage,etc.Acceptance ofa special event application isnottobe construed as approval of the request. PERMIT PROCESS:Please complete the following formsin their entirety and submit them tothe Parks &Recreation Department Monday through Friday,8:00am until 5:00pm,to the attention ofthe Special Events Coordinator.The permit application process begins with the receipt ofa complete applicationand payment ofthe nonrefundable SpecialEventApplication fee of $60.00.Delaysin providingallof the required items tothe Special Event Committee mayholdup the review process. Applicationsmustbe submitted a MINIMUM OF21 DAYS before the scheduled event.Any application submitted with less then 21 days priorto the event maynot receive the necessary approvals from the required departments priorto the date ofyour event.Anapplicationwith less than five(5)business days priorto an event WILLNOTBE ACCEPTED, SECURITY DEPOSIT:Upon application approval,a $600 security deposit,as well as other possible chargers (such as:Street Closure,Off Duty-Officers,etc.)will be due andrequired before anypermit can be issued.If the event occurs withoutanycity damages and/or charges,$500 of the deposit may be refunded;$100 will be retained by city for administrative cost. HOURS:Event activities are prohibited after 11 p.m.in residential areas,after midnightin commercial areas,and before 8a.m.in any area.Loudspeakers,amplifiedmusic,bullhornorpublic address systems (PSA)during event hours are strictly regulated by the Code Department. EVENTS WITHIN A PUBLIC RIGHT-OF-WAY:Events may be held on public or private property as well as public rights-of-way such as:streets and sidewalks in commercial,residential,orindustrial zoned areas.Events on streets and sidewalks in commercial,residential,or industrial zoned areas may have special requirements and limitationson the use of certain streets to ensure safe and adequate trafficflowto areas near the special event.Any special event that impacts trafficor circulation in the area through lane closures,or other means,will require additional planning and impact analysis from our Public Works and Police Departments. m INSURANCE:All special events,especially events taking place onCity property require the event holdertocarry liability insurance fortheirownprotection as well as insurance protectionforthe City. The event producershall,priortotheevent,submitaCertificateof Insurance showingtherequired insurance limitsof$1,000,000 and ineffect coverage;the Cityof South Miami must be listed as an additional insured in the amount of $1,000,000 are required prior to the event. Background: Therearetwo types of "event liquorliability;"one is"retailincluded"liabilitywhich assumes that the event organizers aredirectlyinvolvedin vending the alcohol.The other typeis "host liabilityonly"which assumes the event organizers areonly convening the event,but others (whohave their own insurance)are vending the alcohol. In our case: Only personnel from the restaurants and the beer company sponsor aredirectlyvending the alcoholat the WHEELS street bash,not ECGA.However,since WHEELS is providing wristbands for one free drink,and the restaurant owners are deeply involved membersofthehostcommittee,I decided togo with themore expansive coverage sothatthereare zeroquestionsand WHEELS,the City and ECGA wouldhavemaximum protection.
