A Resolution authorizing the City Manager to expend an amount not to exceed $10,000 to
South Florida Football Officials Association,Inc.(SFFOA)for referee service payments during
fiscal year 2015-2016.
WHEREAS,the city's youth tackle football program,South MiamiGrey Ghost Football,isa
member of the Miami-Dade Extreme Youth Football League,Inc.(the League);and
WHEREAS,in 2014,the League re-negotiated and executed the officiating contract with South
Florida Football Officials Association,Inc.(SFFOA)for the next 4 years;and
WHEREAS,this contract provides security and cost saving measures to the League and its
members;and
WHEREAS,the city forecast the expenditure ofupto $10,000 to SFFOA for procurement of
referee services for fiscal year 2015-2016.
NOW,THEREFORE,BEIT RESOLVED BYTHE MAYOR AND CITY COMMISSION OFTHECITYOF
SOUTH MIAMI,FLORIDA THAT:
Section 1.TheCity Manager is authorized to expend an amount notto exceed $10,000 toSouth
Florida Football Officials Association,Inc.during fiscal year 2015-2016 for referee service payments,
drawn from Football account 001-2000-572-5630,witha current balance of $33,156.
Section 2.Severability.If any section clause,sentence,or phrase of this resolution is for any
reason held invalid or unconstitutional bya court of competent jurisdiction,the holding shall not affect
the validity of the remaining portions of this resolution.
Section 3.Effective Date.This resolution shall become effective immediately upon adoption by
vote of the City Commission.

Background:The City's youth tackle football program,South MiamiGrey Ghost
Football,isa member ofMiami Extreme Youth Football League ("the
League").The league is comprised of approximately eighteen (18)
different member parks.Miami Extreme Youth Football League has the
duty and responsibility to negotiate contracts asit pertains to the league
and its members.
In 2014,the League re-negotiated and executed the officiating contract
with South FloridaFootballOfRciating Association ("SFFOA")for the next
four (4)years.This contract provides security and cost saving measures
to the League and its members.
TheCity forecast the expenditure andis requesting to pay upto $10,000
to SFFOA for procurement of referee services for fiscal year 2015-2016.
Amount:$10,000 annually.

MEMORANDUM OF UNDERSTANDHNTG
InasmuchastheSouthFloridaFootball Officials,Inc.(SFFOA)isdesirousofproviding
officiatingservicesandtheMiami Xtreme YouthFootballLeague (Xtreme)desiresto
retainofficiatingservicesforitsgames.Thismemorandumoutlinesthebasic
understanding ofthepartiesandisnotintendedtobeallencompassingoraddressevery
potentialsituation.Thepartiesagreethattheremaybea need toaddressadditional
pointsorissues not specificallycoveredbythisagreement
Thiscontractisforaterm of fouryearscommencingwiththe2014footballseasonand
endingwiththeconclusion of the2017football season.Thetermseasonmeansthe
competitivefootballseason customarily runningfrom sometime in August untilearly
December.
Officials areconsidered independent contractors andarenot employees of SFFOA,
Xtremeorany of itsteams.SFFOAwillprovidea gsme officiating crew of four (4)
officialsconsistingofa referee,umpire,linesmanandlinejudge.Therefereeshallbea
high school eligiblefootballofficialwithnolessthanthree(3)years experience andno
morethanoneofficialonthecrewshallbeintheirfirstyear of officiating,unlessan
emergencyor lack of moreexperienceofficialsrequiresthattwobeassignedandthey
shallbeassignedto the lowestweightspossiblewhenthatneedarises.Ideallythe crew
should consist of one varsity rated official,one official withtwo(2)ormoreyears of
experience,onefirstandone second yearofficial.Innoeventshalltherebelessthan
three(3)officialsforanycontestabsentinjurytoanofficialduringagameorother
unforeseen andsituationnot communicated totherefereeorBooking Commissioner.
Playoffcrewsmaybeincreasedtoincludeabackjudgeforthethreehighestweight
classes,atimeranda line togain crew.Junior Peewees willhavetwo(2)officials for
regularseasonandplayoffs,andfour(4)forthe championship game.If a Peewee game
ispairedwithagameofahigherweightforatwogamesetonSaturday,four(4)officials
will be scheduled:
SFFOAwillprovide,atnocharge,nomorethantwo(2)coachesruleclinicspriortothe
competitive season.TheSFFOARules Interpreter*BookingCommissionerand/or
Executive Board Member will conduct the clinic.
GameswillbeofficiatedaccordingtotheNationalFederation of StateHighSchool
Associations (NFHSA)andFloridaHighSchoolAthleticsAssociation(FHSAA)Rules,
FloridaHighSchoolAthleticAssociationandGuidelinesandexceptionsasadoptedby
Xtreme's Board.Saidexemptionsshallbedistributedtothecrew chiefe.Itisnot
unforeseenthatotherexceptions may benecessaryinordertoensurecompetitionandfair
play.
Fortheregularseason,SFFOAofficialsshallbecompensatedfortheirservicesbasedon
thenumber of games worked Therefereeshallwearaleague provided logohat,officials
shallnotwearpatchesforanyotherleaguesworked,butmaywearapatchorother
marking indicating theiraffiliationwiththeSFFOA.Officialsareexpectedtoarrive
thirty (30)minutes before kickoff of thefirstgametoinspectfield conditions,checkline
togainequipment,meet withparkcommissionerandheadcoachestoensureatimely
start tothe day's games.Xtreme shallhavetheteamsweighed m andreadynolessthan
ten(10)minutespriorto Mckoff.Intheeventthattheteamsarenotreadytheopening
kickoff of fee gamethegameshallbecalled.Theparties understand that whiletheday
of gamesislongthere may beanoccasionwhereagamerunslongorends early.The
coachesare expected totaketheirrespectiveteamstobe weighed inat halftime of the
previousgame.If thepreviousgameendedearly(thatismorethanten (10)minutes
beforeitsscheduled kickoff),both coaches must agreetostarttheirgameearly.Itis
understoodthatacoach may nonethelesswanttostarthisgameas scheduled If previous
gameendslate,orinsideten(10)minutespriortothescheduled kickoff,then teamsand
coachesareexpectedtoproceedwiththeir pre-game responsibilities.If teamsarenot
readyto start attheirscheduled time thegameshallbecalledattherequest of theteam
readytoplay.Late arriving officialsorearly departing officialsshallbepaid in quarterly
increments of the actual game worked If officialwasalastminute replacement for
another official,Xtreme is encourage topay that official a ftiil game fee provided that he
works themajority of thegame.If indoubt Xtreme may obtainverificationfromthe
Booking Commissioner,reimbursement if anyshallbehandledthroughSFFOAwhowill
in turndeal with the officials)ifoverpaid
Suspensions,cancellationsorforfeitspriortogamedayshould be communicated tothe
BookingCommissionerandthepark schedule adjusted accordingly toeliminatethe
interval forthe canceled or forfeited game.Xtreme understandsthe SFFOA has invested
in assignmentsoftwaretocommunicategameassignmentstoofficialstheXtremehas
mandatedaschedule lock whereschedulesbecomefinalandcanbepublished,changes
afterthat date shallbesubjecttoa$25 change fee.Any changes in order ofweightsthat
donotaffectgame times willnot.bechargedthegamefeeunlesstheparkorteamis
considered by Xtreme and SFFOA Presidents to be ahabitual offender.Officials will be
paidforgameday cancellations and forfeits withtheexception of thelastscheduled
gameonthatfieldfortheday if fourormoregamesarescheduled,Intheeventthatthe
lastgame'is canceled the game officials shall be released immediatelyandnotexpect
compensation from the home team,if home team officials requestthecrewtowaittosee
iftheteamoradditionalplayersarriveorothersituationordisputetoberesolved they do
sounderstandingthattheofficials will bepaidregardless of whether ornotgameis
actuallyplayed.If,however,theschedulecallsforthreeorlessgamesandanygameis
canceledthe officials shallbepaidforthatcanceledgame.Itisunderstoodthat Xtreme
By-lawsprovidethattheteamcausingthelastminutecancellationshallberesponsible
fortheofficialsfees,thereforepayment if notreceivedatthegamesite will behandled
through Xtreme and SFFOA administration.Inthe event thatthelastgameonafieldis
canceledorforfeitedandthereareother games tobeplayedonanotherfieldthatisnot
frillystaffed,if adepartingofficialworksthemajorportion ofagameonanotherfield,he
willbecompensatedas if hehadworkedtheentiregame.An officialnotworkingthe
majority willbecompensatedinquarterlyincrementsactually worked If agameisnot
playedorcompleted,theoriginallyassignedofficialswillbegivenpreferenceto work the
rescheduledgame.If officialnot previously paid they will only bepaidthegamefee
upon return.If officialswherepreviouslypaidand only aportion of thegameisbeing
made up,officials will beentitledtoreceiveanadditional $12.00 travel reimbursement
during2014and2015seasonsand$15.00duringthe2016and2017seasonsforMiami-
Dadeand Broward Countiesonly.Any apportionment of agamefeebetweentheofficial
working the rescheduled gameandtheofficial that was originally assigned will be made
by SFFOAand officials directly
Compensationforgameofficialsduringtheterm of thisagreementshallbeas follows.
Forscrimmages,pre-seasongamesorjamborees$15.00per official perhourin2014and
2015and $20.00 per official per hour in2016and2017for weeks otherthanthe week
priortothefirst competitive week of theseasonteams may electtousethreeratherthan

four officials withthe exception of peewees thatmayusetwoatany time.Compensation
for field officials shall be$50forthe 2014 and2015Seasonsand$55 for the 2016 and
2017 Seasons forall divisions during regular season andplayoffgames Compensation of
$60.00for2014and2015and $65.00 during 2016and2017forall divisions for
championship gamesorleaguesponsored games,withthe exception of thePeeweesthat
shallremainat$55and$60withafour member officiating crew.Compensation for
electronicclockoperators (timers)shallbe$40 if requested duringtheregularseasonor
playoff gamesand$45foralldivisionsforleague sponsored and championship games.
Officials shallbepaidincashduring hatftime oftheirlast game atthatsitefortheday,it
isunderstoodthatallofficialsmaynotbepaidatthesametime.Checkswillnotbe
accepted,unlessapprovedandsubmittedpriortogamedayandsubjecttoahandling
charge ofsevendollars ($7.00)per officialper game,andanychecksubmittedaftergame
dayfora forfeited,suspended orsomeotherreasonisalsosubjecttothehandling charge.
WhileitisunderstoodthattheleaguecurrentlyhasnoteamoutsideMiami-Dadeand
Broward Countiesforanygamesoutsidethosecounties,atravelfee of $100.00aslong
asaverageprice per gallonremainsatorbelow$4.00,partiesagreetonegotiatetravelfee
if necessaryandpricepergallonexceeds $4,00 duringtheterm of thiscontractTravel
shallbepaidforonlyonecarcarryingtheentire officiating crew.If officialschooseto
travel separately onlyonetravelfeewillbepaidandmaybedividedbythe officials
themselves.ASupervisorofOfficials shall beprovidedforany championship orother
leaguehostedgame,Aleaguehostedgameisdefinedasanycontestbetweenteamsata
centralsiteorwheretheleagueis responsible for payment.Alinetogaincrewmaybe
providedattheoptionof Xtreme andthe Kne togaincrew of three(3)members,if
furnished,shall be paid$35.00pergame,howevertheXtrememayrequestonlyadown
indicator official (box man)be provided at $40.00.The Supervisor of Officials will be
paid $35.00 per game.If Xtreme intendstomake payment forallofficialsbywayofa
single check SFFOA agrees tobill Xtreme sufficiently in advance toallow Xtreme to
issueacheck72hoursbeforetheeventsothat arrangements canbemadeto negotiate the
checkinordertopay officials incashatthe game site,ifnotXtremeshallbe responsible
forpayingofficialsincashonsiteatthe conclusion ofeachgameorotherappropriate
interval during the event.
The SFFOA Board shall appoint one of itsmembers to serveasits Booking
Commissioner whowillbe responsible for assigning officials toXtremegames.The
BookingCommissionershallbecompensatedfortheseservicesonapermemberpark
peryearbasis,thecompensationduringtheterm of thisagreementshallbe$150.Said
feeistobepaidtotheSFFOA immediately attheconclusion ofthecompetitiveseason.
Xtremeshallprovideasafeandproperlylined field forallcontests.Thefieldshallbe
roped off fromspectatorsasrequired by Xtremebylaws.The respective Commissioners
should make an effort tointroducethemselvestotheofficiating crew andwhereorhow
theycanbe reached shouldthe need arises.Thehometeamisresponsibleforhavinga
linetogaincrew of three(3)people (preferably adults)readyand available duringthe
applicable pre-game periodtomeetwiththeheadlinesman.Failuretohavealinetogain
crewavailabletostartthegameorsecond halfwill resultinafive(5)yarddelay of game
penalty.Allauthorizedsidelinepersonnelneedtobeproperlyidentifiedand if inthe
coaches'areawillbetheresponsibility oftheheadcoach.Theheadcoachmayreceivea
warningbeforea penalty forunauthorizedpersonnelinthecoaches box duringthegame,
however,theheadcoachmaybepenalizedbasedonthe conduct of individuals inthe
coachesbox,authorized ornot,without warning.Bothteamsshall assign personnelto
ensurethatonlyauthorizedpersonsarewithintherope.TheXtremehometeammayat
itssolediscretion extend itshospitalitytogameofficials,withoutpromiseorexpectation
of favorable treatment SFFOAunderstandsthatahome team's hospitalityisnottobe
abused.Nonetheless thehometeamhasaresponsibilitytoensurethatofficials just asits
playersareproperlyhydratedduringtheday.Game attendants shouldprovidewateror
fluidstoofficialsduringwaterbreaksandtimeouts during agame.Additionalwateror
fluidsmaybeprovidedattheconcessionstandorother designated area duringhalftime
andbetweengames.Justasofficialsareconcerned with player safety thehometeam
shouldconcern itself withmakingsureofficials are properlyhydratedandinapositionto
complete then*assignment
Any questionsordisputesthatoccurasaresult of an interpretation of aruleshouldfirst
beaddressed with therefereeasprescribedunderthe TSJFHSA rulesand should involve
theimmediatelyproceedingplay.ItisimportanttonotethatParkCommissionershave
delegatedgamedayauthoritytoHeadCoachesfortheirrespectivegames.
Commissioners may consultwiththerefereeandaskquestionsdaringhalftimeor
between games,but they are notauthorizedtointerruptplayor approach officialsduring
agameforaruleexplanationor clarification.Itisunderstoodthatthereisnoprovision
to play agameunderprotestunderthe rules.Notwithstanding,SFFOAunderstandsthat
further investigation and uniform interpretation of therulesisa necessity.Coachesand
Commissioners shall communicate their questions or concerns totheXtreme President
who willrequestanofficialrulesinterpretationfromtheSFFOARules Interpreter.A
writteninterpretation of theruleorrules involved will besentelectronicallytothe
XtremePresidenttobe forwarded totheCoachorCommissionerinitiatingtheinquiry.
Any rule interpretation willbe presented totheSFFOA membership asa training toolat
the next scheduledofficials meeting anddisseminatedtocrewchiefs immediately to
ensurethe consistent application of theruleorrules in question.TheSFFOARules
interpreter may or may notbeavailableat Xtteme BoardMeetings,butwillhandleonly
less involved interpretations.
Itis Hie mission of SFFOAtoprovidequality,trainedandimpartialcontestofficialsfor
areayouthleaguecontests.With thatin mind SFFOAneedstobeadvised of any
situationthat may impactonanofficial'sabilitytobe impartial.SFFOAmakesevery
effort todetermine which officialshavechildrenorafamily member associatedor
playingforaparticularpark.SFFOAwillnotassignthoseofficialsgameseitherhomeor
away involving thoseteams.SFFOAreliesonitsofficialstodiscloseanypotential
conflictbeforetheseasonbutsometimesanofficialmay fail orneglecttoadviseSFFOA
of apotential conflict FurtherSFFOAunderstandsthatasofficials,its members areina
position of authorityandserveasrolemodelsformany children.Any acts of
inappropriate behavior needtobecommunicatedtoXtremePresident immediately who
will inturncontacttheBookingCommissionerorSFFOAPresident All incidents
shouldaccurately documented and list contact information foranywitnessesin writing as
soonas possible.EveryincidentwillbeinvestigatedThe parties understand that
SFFOAis involved inofficiatingcontestsbetweentwocompetitorsandthatXtreme
member teamsandcoachesaresometimesswayed by emotionandtheirdesiretowin.
Sometimes the decision in agameisnot resolved inamannerfavorableorsatisfactoryto
apartywho may misinterpretthesituation.Misunderstandings between acoachand
officialcanberesolved,butfrivolous and/or punitivecomplaintswillnotbe tolerated.
Any complaintthatafterinvestigationis determined tobe baseless orintendedto damage
file reputationorstanding ofthe official in questionshallbereferredto Xtreme President
or Board for further action.Xtremeand SFFOA Presidents shallconduct investigations
or designate amember of theirrespective organization todoso.Investigativefinding
