RESOLUTION NO:179-15-14518 A Resolution authorizing the City Manager to enter into a sixty (60) month lease agreement with Modular Mailing Systems,dba,Neopost Floridafora digital mail postage meter through a State of Florida piggyback agreement,contract no.600-760-11-1. WHEREAS,the City requires a postage meter and related maintenance for the equipment to process mail activity through the U.S.Post office;and WHEREAS,Modular Mailing Systems,dba Neopost Florida is the primary vendor on the State of Florida"Mail Processing Equipment/'contract no.600-760-11-1;and WHEREAS,the digital mail postage meter will provide the Cityan efficient and cost effective solution for processing the various types and quantities of Citymail activity;and WHEREAS,the purchase order for the mail processing equipment willbe issued to MAILFINANCE,Inc.,a leasing company Neopost owns for exclusive use of assisting customers with the lease of Neopost mailing equipment;and WHEREAS,the monthly lease payment includes installation,training and ongoing maintenance through the term of the lease;a copy of the agreement which will not J5 consecutive vears is attached.exceed 5 consecutive years is attached. The City's Procurement Division process allCitymailfor disposition by the U.S.Post Office.The division currently utilizes an analog postage meter to ensure the appropriate postage is applied to each piece ofmail.The process to assure postage is applied to each piece ofmailis labor intensive and time consuming since the current meter,whichis approaching the end ofits 5-year lease,is older technology withminimal features. The proposed meter isa "state of the art"technology that enables the processing ofmixed size and able to weigh mail without the need to sort by category.An automatic mail feeder is standard equipment that securely seals each piece ofmailquicklywitha hands free batch processing approach.The scale is integrated to ensure the Cityispaying the correct postage each timewhich will eliminate potential delays in the deliveryofcriticalmailand, additional postage costs. The lease for the current meter,also with the same vendor,expires inApril,2016.However the current lease will cancel,without penalty,and the new lease will commence upondeliveryand installation of the new equipment. The new lease payment is $242.00 per month,forsixtymonths. Pricing includes installation,training and on-going maintenance.
