WHEREAS,in accordance with Chapter 163,Part II,F.S.,and Chapter 9J-5,Florida Administrative Code,the City of South Miami is required to prepare and submit for review by the Department of Community Affairs an Evaluation and Appraisal Report [EAR]to assess and evaluate thesuccessand effectiveness oftheCityofSouthMiami's Comprehensive Plan;and, WHEREAS,onAugust 29,1995,after Public Hearing regarding the proposed EAR,the Planning Board,acting in its capacity as the Local Planning Agency,voted 5:0 to transmit to the City Commission for their adoption,the 1995 Evaluation &Appraisal Report of the South Miami Comprehensive Plan for the 1989-1994 Planning Cycle,including recommendationsregardingthefuturevisionofandcommunitygoalsfor the City of South Miami,Florida;and, WHEREAS,the Evaluation &Appraisal Report contains recommendationsfor proposed amendmentstotheSouthMiamiComprehensive Plan,including an amendment to establish a Transit-Oriented Development District in the City of South Miami;and, it WHEREAS,on August 29,1995,after Public Hearing regarding the proposed amendment,thePlanning Board,actinginitscapacityasthe Local Planning Agency,voted 4:1to recommend approval of Amendment 95- 2,in accordance with the procedures under Chapter 163,Part II,F.S., Rule 9J-5,F.A.C.,and the City of South Miami adopted EAR Public Participation Plan;and, WHEREAS,the City Commission desires to accept the recommendations of the Planning Board,acting in its capacity as the Local Planning Agency,and enact the aforesaid amendment. T *T EXHIBIT 95-2 fO CITYOFSOUTHMIAMI •'•'.: COMPREHENSIVEPLANAMENDMENT TRANSIT-ORIENTEDDEVELOPMENTDISTRICT NOVEMBER1995 SO REQUEST As a result of City of South Miami's 1995 Evaluation and Appraisal Report,the Local Planning Agency recommends that the City amend its Comprehensive Plan to create a transit-oriented development district to promote redevelopment and infill development in appropriate areas. INTRODUCTION AND SUMMARY The purpose of this amendment is to change the Future Land Use Map designations on properties in the central office district west of South Dixie Highway,in order to permit more flexibility in the height of future development so that mixed-use,multi-story development and redevelopment projects may be encouraged.This district is intended to promote transit-oriented development. The district is located directly adjacent to the South Miami Metrorail transit station and is comprised of two sub-sections,one to the northeast along South Dixie Highway and one to the southwest along Sunset Drive (S.W.72 Street).Both sub-sections are located in the proposed Redevelopment &Infill District [RID],with the exception ofa block in the northeast sub-section, which is north of and directly adjacent to the RID along S.W.68 Street (see Attachment 1). Language which specifies the exact nature of the Transit-Oriented Development District {TODD] is included as part of this amendment process to describe the district.This language is intended tobe included inthe Future Land Use Categories contained within the Future Land Use Element. DATA AND ANALYSIS Proposed Use Designation The 1995 New Future Land Use Map indicates the areas to be designated with the proposed land use designation of Transit-Oriented Development District [TODD]which is described as follows: The Transit-Oriented Development District is intended to provide for the development of office uses,office services,office-related retail,retail,retail services,and residential uses in multi-story and mixed-use projects that are characteristic of transit-oriented developments.Permitted heights and intensities shall be set forth in the Land Development Code,including design standards.Zoning regulations shall encourage development within the TODD in conjunction with limiting new development within the Special Flood Hazard Area.The City shall pursue an incentives program for redevelopment including flexible building heights and design standards to insure that responsible,effective and aesthetically-pleasing projects result. Existing infrastructure which provides water and sewer services to the effected area is in place. Supplemental upgrades to water and sewer service systems,if necessary,will be required in order to approve the development process.Solid waste capacity is available as described in the EAR. The City desires to create regulations which would implement a 1:1:1 ratio for development of retail,office and residential uses within the district.Regulations could permit sharing among developments and/or properties of the three primary uses.Development at four stories (which is permitted under existing land use designations)would be permitted by right,and development up to eight stories could be permitted under the provisions of a design quality incentives package. Increased project height may be achieved via the provision of public amenities,direct transit connection,provision ofshuttle service,"step-back"setbacks and building envelope manipulation. /o Sewage Impact The adopted LOS for sewage in the City of South Miami is 100 gallons per person per day. Measurability is based on County measures of capacity at service facilities.Metro-Dade County reports a total capacity of 318 mgpd is available for users and 310.38 mgpd is utilized;therefore, the remaining capacity available is approximately 7.62 mgpd.Generation rates reported below are from the American Water Works Association (AMWA).Office generation rates are based upon the assumption that the occupancy of office space will be one employee per 100 square feet (South Florida Building Code).Residential generation rates are based upon the assumption that the average multi-family,dwelling unit size is 1200 square feet. For the purpose of analysis,a development and redevelopment goal of 25%of the district will be assumed.The City is aware that this is an ambitious goal for a redevelopment district. The entire district is approximately 43.45 acres in area.Utilizing the 25%goal for development and redevelopment,in conjunction with the 1:1:1 ratio,an expected maximum new development and redevelopment floor area may be calculated per land use.Maximum development permitted inthe TODD is eight stories,four stories by right and the potential for four additional stories. Parking,landscaping,and setbacks will restrict development potential.An F.A.R.of 0.5 per floor reflects reasonable expectations for development and is applied here for calculation purposes. EAR-based population information indicates the City's population is currently 10,518 persons; the City provides 56.2 acres of park land;therefore,the remaining capacity available is 14.1 acres,which would permit a 3,525 person increase in the population with adequate park land. For the purpose of calculations,itis assumed that the persons persquare foot of residential use is one person per480 square feet,based onan average multi-family,dwelling unitsizeof 1200 square feet (conservative average)and an average occupancy of 2.5 (national Census standard). Amendment 95-2 RevisionPage /o PROPOSED AMENDMENTS The principal purpose of this amendment is to change the Future Land Use Map to designate the boundaries of the Transit-Oriented Development District [TODD]as set forth in the 1995 EAR. The 1995 New Future Land Use Map indicates the areas to be designated with the proposed land use designation of Transit-Oriented Development District [TODD]. In addition,the following language amendments to the Goals,Objectives and Policies contained in the Future Land Use Element are required in order to implement the proposed TODD: Policy 1.2.2 The City shall work with Commerce Lane property owners to achieve a moreattractiveandfunctionalcommercialarea.TheCitvshallpursuean incentives program for redevelopment ofthe Commerce Lane Area. including mixed-use and flexible buildingheightsinconiunctionwitha Transit-Oriented Development District andthe Metrorail transit station. Policy 2.1.4 Discourage urban commercial sprawl bv promoting growth in the core area surrounding the Metrorail transit station bv creating a district for new growthwhichiscontainedand transit-oriented,therebyrelievingthe pressure for commercial rezonings outside of this core area. Goal 3 To achieve a tax base adequate to support a high level of municipal servicesvia increased mixed-use projects and flexible building heights in coniunction with a Transit-Oriented Development District rTODDI. Policy 3.1.1 Zone for new development and redevelopment in accordance with the FutureLandUse Map,includingmulti-storyandmixed-usedistricts. Policy 3.1.4 Create a Transit-Oriented Development District within walking distance of the Metrorail transit station to permit new development ina bounded and delimited core area,including provisions for mixed-use projects,flexible building heights and incentives to promote redevelopment. The Citv of South Miami encourages development and redevelopment in the Transit-Oriented Development District.Existingstreetscapewidths along S.W.62 Avenue and Sunset Drive will permit increased building heights that are aesthetically-pleasing.The Citv encourages transparent street-levelretailwithamixofretail services,office use,officeservices and residential usesin mixed-use and multi-storv projects,aswellas encouraging adistrict-widemixoflandusesvia multiple projects. /o Objective 4.4 Preserve floodplain areas via floodplain manaeement and limiting developmentwithinthe Special Flood HazardArea. Policy 4.4.1 In coordination with the Transit-Oriented Development District,permit moreintensedevelopmentonlyinthoseareaswhicharelocatedoutsideof the Special Flood Hazard Area.
