An Ordinance adopting an amendment to the Future Land Use Map of the Comprehen sive Plan ,
amending the area including the Underline line ar park located under the Metrorail to de signate
it as Park s and Open Space , and authorizing tran smittal to the Florida Department of Economic
Opportunity and review agencies .
BACKGROUND :
The land use map designation of the 11 .5 acres (more or less) property located underneath and
along side the Metro Mover elevated rail line within the City boundarie s will be added to the
City 's park s. Thi s change is ju stified, in part, due to the City's contribution of funding for the
Master Planning proces s for the entire line and the City's intention of contributing to the
construction, operation and maintenance of the linear park with i n City boundarie s. Th is project
has been named the Underline linear par k project.
The vi sion of the Underline Project is, to tran sform the underutilized land below Miami's
Metrorail, from the Miami River to Dadeland South Station, into an iconic linear park, world-
cla ss urban trail and living art destination . The Underline will connect communities, imp r ove
pede strian and bicyclist safety, create over a hundred acre s of open space with restored natural
habitat s, encourage a healthy life style, provide an easily acce ssible place to exercise, create a
mobility corridor that integrate s tran sit, car, biking and walking, provide a 10-mile canva s for
arti stic expre ss ion, attract development alon g US1, and generate significant economic impact .
ANALYSIS:
The proposed Future Land Use Map amendment to the Comprehen sive Plan will modify the
depiction of the existing land use cat egory for the Underline linear park located under the
Metrorail to de signate it as Park s and Open Space . The proposed Future Land Use Map
amendment will establi sh a Park s and Open Space designation along the existin g vacant rail
ro ad right -of-way within the City of South Miami. Thi s will add appro ximately 11 .5 acre s of park
space to City's park system .
Th e folio numbers for the Land use Map amendment are:
• Folio: 09-4036-000-0260
Lot Size: 246,591 Sq.Ft.
• Folio: 09-4036-026-0040
Lot Size: 105,558 Sq.Ft.
• Folio: 09-4025-000-0970
Lot Size: 149,137 Sq. Ft.
Total Square footage (approximate): 501,286 SF or 11.5 Acres
STAFF RECOMMENDATION:
Staff recommends approval of first reading of this Ordinance and subsequent referral to the
September 29, 2015 Special Planning Board meeting for their review and recommendation.
Second reading of the Ordinance by the City Commission is scheduled for October 14.

ORDINANCE NO.
An Ordinance adopting an amendment to the FUTURE LAND USE MAP of
the COMPREHENSIVE PLAN, amending the area including the UNDERLINE LINEAR
PARK located under the METRORAIL to designate it as parks and open space, and
authorizing transmittal to the FLORIDA DEPARTMENT of ECONOMIC
OPPORTUNITY and REVIEW AGENCIES.
WHEREAS, the City of South Miami has prepared a Future Land Use Map amendment to
designate the area located under the Metrorail in the City of South Miami as Parks and Open
Space;
WHEREAS, the Local Planning Agency has reviewed or will have reviewed the proposed
amendments to the Comprehensive Plan, and has held or will hold an advertised public hearing,
provided for public participation in the process and rendered its recommendation to the City
Commission, and;
WHEREAS, the City Commission, upon first reading of this Ordinance, authorized
transmittal of the Amendments to the Department of Economic Opportunity and review agencies
for the purpose of a review in accordance with Florida Statutes.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA, AS FOLLOWS:
Section 1. The City of South Miami hereby adopts the Amendment to the Future Land
Use Map as indicated on the Map attached hereto and made a part hereof as Exhibit "A", and
authorizes and instructs the City Clerk to transmit it to the Department of Economic Opportunity
and other review agencies.
Section 2. Codification. The provisions of this ordinance shall become and be made
part of the Code of Ordinances of the City of South Miami as amended.
Section 3. Severability. If any section, clause, sentence, or phrase of this ordinance is
for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding
shall not affect the validity of the remaining portions of this ordinance or the Guidelines adopted
hereunder.
Section 4. Ordinances in Conflict. All ordinances or parts of ordinances and all
sections and parts of sections of ordinances in direct conflict herewith are hereby repealed.
Section 5. Effective Date. This ordinance shall become effective upon enactment.

and her academic achleve-
ments earned her an eight-
week intcmshlp through the
Bank of America Student
Leaders Program.
During the summer, she
interned for the Boys &
Girls Club of Miami-Dade,
where she spoke to and
spent time with children of
all ages, encouraging them
to play sports, read books
and stay active during the
school break.
Salma also received a ful-
ly fmanced trip to Washing-
ton, D.C., on behalf of the
Bank: of America Student
Leaders Program, where she
and four fellow interns met
and spoke to some legisla-
tors and had discussions on
what they thought were
some primary issues that
face the country.
"We know that we are in-
vesting in our community's
future and our future lead-
ers [and] their understand-
ing of the issues in our coun-
try and our community, as
well as foster the passion to
become a part of the solu-
tion and try to look for ways
to mitigate those issues,"
said Maria Alonso, 52, who
has been part of the Bank of
America student program
since it began in 2006.
The program receives ap-
plications from about 100
high-performing juniors
and seniors every year.
Being engaged in commu-
nity activities, clubs and as-
sociations in school, as well
as good leadership skills and
good report cards, are
among the tlUngs taken into
account when selecting the
five students.
"The quality of students
that we see coming through
the program year after year
just keeps getting better and
better," Alonso said_
