SUBJECT:
An Ordinance Adopting a Small Scale Amendment to the Future Land Use Map of the
Comprehensive Plan, amending the designation of the Marshall Williamson property
located at approximately SW 51 st Court and SW 64th Terrace, from Single Family
Residential -Two Story to Multifamily Residential -Four Story.
BACKGROUND:
The City desires to foster development that benefits its residents and construction of affordable
and workforce housing is an established goal in the City's Comprehensive Plan. In order to
implement affordable housing projects such as the Madison Square project, it is necessary to
provide for a sufficient level of development in order to qualify for funding opportunities. The
increase of residential development intensities in targeted zoning districts to provide for the
development of sustainable affordable and workforce housing is an appropriate means to
implement these strategies and has been made necessary by the State of Florida's policies to
encourage more provision of affordable housing opportunities by raising the minimum level of
units to be able to qualify for tax credits which in most cases are essential to the funding of
such developments.
The City's Comprehensive Plan, Housing Element, Housing Policy 1.5.2, was established to
encourage affordable housing within the City, and encouraged the granting of a density
increase, which is compatible with surrounding development and site characteristics. To this
end, and by separate action the City Commission will consider increasing the bonus for
affordable, low affordable, and workforce housing to 30%.
The land use map deSignation of the 1.01 acre (more or less) Marshall Williamson property
located at approximately SW 51 st Court and SW 64 th Terrace needs to be revised to enable the
Madison Square project to be constructed with the appropriate minimum number of units
within the entire project from Single Family Residential (2-Story) to Multiple-Family Residential
(4-Story) on the Future Land Use Map.
ANALYSIS:
The proposed Future Land Use Map amendment to the Comprehensive Plan will modify the
depiction of the existing land use category for the Marshall Williamson property from Single
Family Residential (Two Story) to Multifamily Residential (Four Story). Although the Future
Land Use Map change raises the possibility of the creation of a four story development, it is
important to recognize that this land use category change is necessary to enable the proper
density on the Marshall Williamson property for the establishment of the minimum number of
units for qualifying for the State tax credits for the project. The enabling of these units are
critical to the Madison Square development. The folio numbers for the Land use Map

STAFF RECOMMENDATION:
Staff recommends approval on first reading and subsequent referral to the September 29, 2015
Special Planning Board meeting for review and recommendation in advance of second reading
by the City Commission on October 14.

WHEREAS, The City of South Miami has prepared a small-scale Future Land Use Map
amendment to change the designation of the 1.01 acre subject property located at approximately
SW 51" Court and SW 64 th Terrace from Single Family Residential (2-Story) to Multiple-Family
Residential (4-Story) on the Future Land Use Map;
WHEREAS, the Local Planning Agency has reviewed the proposed amendments to the
Comprehensive Plan, held an advertised public hearing, provided for public participation in the
process and rendered its recommendation to the City Commission, and;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, AS FOLLOWS:
Section 1. The City of South Miami hereby adopts the Small Scale Amendment to the Future
Land Use Map as indicated on the Map attached hereto and made a part hereof as Exhibit "A";
Section 2, The City of South Miami hereby directs the City Clerk to transmit the adopted
Ordinance to the Department of Economic Opportunity as a courtesy, as provided in Section
163.3181(1), Florida Statutes (F.S.)
Section 3. Codification. The provisions of this ordinance shall become and be made part of the
Code of Ordinances of the City of South Miami as amended.
Section 4. Severability. If any section, clause, sentence, or phrase of this ordinance is for any
reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not
affect the validity of the remaining portions of this ordinance or the Guidelines adopted hereunder.
Section 5. Ordinances in Conflict. All ordinances or parts of ordinances and all sections and
parts of sections of ordinances in direct confiict herewith are hereby repealed.
Section 6. Effective Date. This ordinance shall become effective upon enactment.

interned for the Boys &
Girls Club of Miami-Dade,
where she spoke to and
spent time with children of
all ages, encouraging them
to play sports, read books
and stay active during the
school break.
Salma also received a ful-
ly fInanced trip to Washlng-
ton, D.C., on behalf of the
Bank of America Student
Leaders Program, where she
and four fellow interns met
and spoke to some legisla-
tors and had discussions on
what they thought were
some primary issues that
face the country,
"We know that we are in-
vesting in our community's
future and our future lead-
ers [and] their understand-
ingofthe issues in our COWl-
try and our community, as
well as foster the passion to
become a part of the solu-
tion and try to look for ways
to mitigate those issues,"
said Maria Alonso, 52, who
has been part of the Bank of
America student program
since it began in 2006.
The program receives ap-
plications from about 100
high-perfonning juniors
and seniors every year,
Being engaged in commu-
nity activities, clubs and as-
sociations in school, as well
as good leadership skills and
good report cards, are
among the things taken into
accoWlt when selecting the
five students,
"The quality of students
that we see coming through
the program year after year
just keeps getting better and
better," Alonso said.
