Manager's Report
Attached are the City's accomplishments for the period covering July 13 -August 2, 2015 which
are hereby submitted for your review prior to the Commission Meeting.

Finance:
Finance has completed the development of the FY 2016 PROPOSED Budget, and posted the
document online. Finance is preparing for the August 13, 2015 Budget Workshop.
Finance is scheduled to meet with the Budget and Finance Committee Tuesday, August 4, 2015
and continues working with the Budget and Finance Committee on the development of their
recommendation for FY 2016's budget and the development of City Budget Practices.
Finance is on hold with the installation of the new upgrade to the City's ONESolution Finance
program until the City's New Virtualization server is installed. Finance continues to trouble shoot
any issues related to the City'S ONESolution finance system. Finance continues to monitor the
different department's issues and help correct those matters.
Finance continues to update and trouble shoot issues related to the City's website.
Finance is in the process of closing June 2015. Once the budget to actual report for June 2015 is
complete, the City will be uploading to the City's website and providing to all department heads.

Management Information Systems:
The City has provided MDC ITO with a purchase order to obtain the virtualization servers. The
City is moving forward with the option which is extremely beneficial to the City. The County will
be installing the City's virtualization system at a County, high-security, Data Center.
The City's Wi-Fi project is on complete hold until the connectivity problems are corrected.
Apparently there is a major issue somewhere between the antennas and the City's existing
firewall. The City has completed the installation of a new switch and is in the process of
purchasing a new modem. Miami-Dade County along with all other involved vendors are
currently trying to fix the problem.
Parking:
Parking has submitted the required annual reports. Laz Parking is working on completing the
marketing plan for the City's parking infrastructure and public parking garage.
Parking continues stripping parking spaces throughout the City which will be converted to paid
parking. Moreover, as Parking completes the striping at other certain areas, parking will install
parking meter heads.
Parking continues reviewing a possible partner, to provide video updates of parking stalls, real-
time. The program may serve to substitute the costly smart parking initiative, like Streetline's
program, by not requiring any major capital costs. The vendor has come to us in an effort to
provide a US pilot program, which would cost the City $0. Review is in progress.
Nonetheless, until the video option is presented as viable, the City is moving forward with the
development of a smart parking program. The City Manager has reviewed and provided
comments for the RFP for smart parking second version. Finance and procurement has addressed
the comments and has forwarded the revisions to the City Manager for final review. The City
continues anticipating the item being heard before the City's Commission in the latter part of
2015.
Procurement Division: City Managers Report:
RFP -Solid Waste: The RFP was advertised June 17th • A Mandatory Pre-bid meeting was
scheduled July 8th at lOAM. An inspection of the City's Solid Waste vehicles was scheduled July
16. The RFP due date has been extended to October 16 at lOAM to allow for additional analysis
and feedback from the solid waste industry.
RFP lanitorial Services: The RFP was advertised July 7th. A Mandatory Pre-bid meeting was
scheduled July 23rd at lOAM; 22 vendors were in attendance. The RFP will close on August 4th at
lOAM.
RFO -Complete Streets Policy & Design Standards Manual: The RFQ was issued on July 9. A
Pre-bid meeting was scheduled July 28; three vendors were in attendance. The RFQ will close on
August 7 at lOAM.

RFP -Drainage Improvements at Dante Fascell Park: The RFP was issued on July 20. A Pre-bid
meeting is scheduled August 3 at lOAM. The RFP will close on August 14 at lOAM
RFP -Citywide Drainage Improvements: The RFP was issued on July 24. A Pre-bid meeting is
scheduled August 3 at 10:30 AM. The RFP will close on August 14 at I I AM._
RFP -Mango Terrace Neighborhood Traffic Calming Improvements: The RFP was issued on July
24. A Pre-bid meeting is scheduled August 3 at I I AM. The RFP will close on August 14 at 12
PM.
RFP -Bus Shelter Fabrication & Installation: The RFP was issued on July 24. A Pre-bid meeting is
scheduled August 3 at I I :30 AM. The RFP will close on August 14 at 2 PM.
RFP -Citywide Sidewalk Repairs: The RFP was issued on July 27. A Pre-bid meeting is scheduled
August 3 at I PM. The RFP will close on August 14 at 3 PM.
RFP -42 St Road & Drainage Improvements: The ITQ was issued on July 29. A Pre-bid meeting
is scheduled August 3 at I I AM. The RFP will close on August 17 at II AM.
ITO -43 St Road Drainage Improvements: The ITQ was issued on July 29. A Pre-bid meeting is
scheduled August 6 at lOAM. The RFP will close on August 17 at lOAM.
Solar Panel Installation Program for City Residents: A notice regarding program details has been
posted on the City's website. The notice has been placed in two areas in the website; (I) the
"Headlines" section on the home page and, (2) the "Information Desk" page through the link
"Solar Panel Program."
Draft -Towing Franchise RFP: The City Attorney is reviewing state legislation, and the City's and
County's towing ordinance's to determine if the City may move forward with the planned RFP.
Purchasing Ordinance: Continue working with the City Attorney to complete a draft Purchasing
Ordinance. Once completed, the Purchasing Ordinance will be forwarded to the City Manager
for approval. The final document will be placed on an upcoming Commission Meeting for
approval.
CODE ENFORCEMENT
Following are highlights for the City's Code Enforcement Division July 18 -31, 2015:

Police Department
The following are the accomplishments for the Police Department for the time period July 6th ,

Chiefs Office
• "Staff Own-A-Zone" program yielded 30 citizen and business contacts throughout the City;
• Completed the budget process with the Finance Committee;
• Began meeting for National Night Out Event with staff which has been scheduled for
October 9th
, 2015;
• Participated in the Drug Free Youth Coalition monthly meeting;
• Continued our CAST (Cops and Students Talking) program with the children at Parks and
Recreation, completed a tour of the station and presentation at Murray Park;
Uniform Patrol Division
• There were a total of 23 arrests: 6 felonies, 15 misdemeanors and 2 warrant arrests. Out
of the 23 arrests, 8 arrests were narcotics related.
Community Patrol
• Conducted 21 citizen contacts within the CRA area
Professional Standards Division and Training
• Several potential new police hires are being processed;
• Two personnel completed background training to assist and improve the efficiency in the
hiring process;
• Active shooter training is being coordinated with local area schools.
Criminal Investigations Division
• CID conducted a bicycle theft detail which yielded I grand theft arrest.
• CID conducted a robbery intervention detail and has identified several possible suspects.
• C.I.D. detectives patrolled both the shopping areas and residential areas to deter
residential and vehicle burglaries.

PUBLIC WORKS DEPARTMENT
Engineering and Construction Division
SW 42 ST Design for Roadway and Drainage Improvements: Signed and sealed plans
were received and comments were provided to the consultant. The project is currently being
advertised for construction.
SW 78 ST Design for Roadway and Drainage Improvements: Signed and sealed plans
were received from the consultant. The project is currently being advertised for construction.
Twin Lakes Drainage Improvements Design: Consultant submitted 100% set plans to the
City with DERM for approval. The project is currently being advertised for construction.
Sunset Drive Roadway Improvements Ph. V: Project is ongoing. Milling and resurfacing is
complete. Thermoplastic paint is complete. Irrigation system is complete. Patch on left turn lane
onto SW 67th Avenue will be repaired by MDC forces.
Road Resurfacing on SW 60th Place and SW 64th Terrace: A contractor was selected via
RFP. A resolution was approved by commission. Pending the signatures of the contractor to
finalize the resolution and issue the purchase order.
Police Fueling Facility Improvement: The accents lights illuminating the wording on the
canopy were installed. The project is complete. PW is working on the final punch list for project
close out.
Street Lights (Cobra Heads) on 67th Street: Pending further instructions.
Sunset Drive Striping: A Resolution to piggy-back on a contract with the City of Miami Beach is
to be presented to commission on August 18, 2015.
Median Landscaping along US I: Project being coordinated with FDOT. Attended a meeting
with FDOT on June 23, 2015. Pending next submittal
Pinecrest Villas Traffic Calming Design: The 90% design plans were submitted to MDC for
preliminary review. Surveying continues in an effort to attain concurrency results for as many
traffic calming devices as possible.
Twin Lakes & Bird Estates Traffic Calming Design: Consultant .submitted 90% of the design
plans for review. Plans were provided to Miami Dade Public Works for preliminary review.

concurrency.
Mango Terrace Traffic Calming: Surveys results were submitted to MDC to finalize approval.
Signed and sealed plans were received from the consultant. The project is currently being
advertised for construction.
Manor Lane Traffic Calming: Contractor began construction July 7, 2015. A resolution for
additional services is being presented to commission for approval.
Street Name Signs: Installation of signs is complete in the downtown area. Contractor
provided a fee estimate to replace the blades on SW 74th Street to include "Richard O'Barry".
Fabrications for new signs along Sunset Drive are underway.
Bus Shelters: Approval from MDT was received for the installation of 6 bus shelters. Signed and
sealed plans were received from the consultant. The project is currently being advertised for
construction.
City Welcome Signs: A fee proposal was requested from a consultant. A proposal is expected
to be received by the week of August 3, 2015.
Public Works
(Below are completed work orders that go beyond the day to day requests & duties).
i. Repaired a "No Parking" sign located at 6040 SW 76 Street as requested by resident.
ii. Re-installed a Stop sign located at the corner of 59 Place & 68 Street as requested by resident.
iii. Re-installed a Stop sign located at the corner of 73 Street & 57 Avenue as requested by
resident.
iv. Cut a fallen tree branch that was blocking the roadway as reported by Police.
v. Trimmed a tree located at 6358 SW 41 Street in the ROW as requested by resident.
vi. Installed "No U-Turn" signs on the median of 72 Street & 57 Court as requested by the City
Manager.
vii. Trimmed 20 trees located on the ROW around the post office as requested by the USPS.
viii. Trimmed palm tree located at 63 Avenue & 78 Street.
ix. Replaced 4 broken garbage bins as requested by City Residents.
x. Trimmed 40 trees in the Downtown area and Palms on 73 Street as requested by Public
Works Director.
xi. Pressure cleaned the Downtown are as requested by Public Works Director.
xii. Filled I I trash holes with RAP as requested by residents and Public Works Director.
xiii. Replace 4 electrical GFI outlets and 8 box covers in the median in front of City Hall.
xiv. Installed 4 new locks for the electrical boxes in the Downtown Area as requested.
xv. Installed electrical wiring and relocated video camera in the Commission Chamber as
requested.
xvi. Repaired & painted wall in the staircase at City Hall due to the installation of the new ADA
Compliant Handrails.

xvii. Installed a new AC duct for the property room in the Police Department as requested by
Police.
xviii. Installed a USB fax cable through the ceiling tiles to a computer as requested by the City
Manager's Office.
xix. Removed and re-installed electrical outlets in the Downtown Area for the installation of 4 new
palms as requested by the Public Works Director.
xx. Checked electrical issues on Dorn Avenue and contacted FPL to make the necessary repairs.
xxi. Adjusted all timers for the Downtown lighting project as requested by the Public Works
Director.
xxii. Repaired two electrical boxes and installed two GFI outlets in the Downtown area as
requested on 72 Street and replaced 2 damaged GFI outlets on 73'd Street.

Administration

Police Department officers on Wednesday, July 29 th

New Lake Fountain or Sub Surface Diffuser System

Tree Service Maintenance
• The Department contracted with Big Ron's Tree Service to conduct major tree and
landscape maintenance services at Dante Fascell Park on Friday, July 24th. Work
completed includes removal of leaning fronds, tree canopy uplifting, trim hedges,
etc.
New Playgrounds at Brewer Park, Dante Fascell Park, Fuchs Park & Murray Park
• Old playgrounds were demo at Murray and Dante Fascell Parks. New playgrounds
to be installed at both sites the week of Aug. 17th .
• Demo and installation of new playgrounds at Fuchs and Brewer Parks will follow
completion of new playgrounds at Murray and Dante Parks.
• All work is to be completed within 120 days from Monday, 6/1512015.
Parks Master Plan

• Director has recommended to defer project until FY-16, new funding period.

In-house Tennis Operations
• job position was reposted due to lack of qualified candidate, and closes Friday, july

Football & Cheerleading
• Currently there are I 15 youth participants registered for football and 10 registered
for cheerleading. U 12 football team roster is full.
• $8,495 in revenue collected for football and $721.80 for cheerleading.
• Miami Xtreme Kick-Off Classic was held last Saturday, August I ". Six (6) teams
participated in this event.
• There were no incidents reported.
Senior Happenings
• On july 20t", 45 seniors attended a Hypertension Educotion and Screening
presentation.
• The Culture and Community Association provided an Accordion Musician to play
music during the lunch hour on july 28th .
• On july 30th twelve (12) seniors attended an event at FlU for the Medicare Medicaid
Anniversary.
Summer Camp
• 109 participants registered in summer camp.
• $24,035 collected in revenue.
• Weeks 6-8 featured weekly presentations and field trips with the South Miami
Police Department. This ongoing program is called C.AS.T (Cops and Students
Talking). 2nd -8th grade youth are participating in this program.
After School Care Program
• Registration begins Monday, August 3'd.
• The program will feature homework assistance, arts and crafts and various
recreational activities.
• Recreation staff will provide transportation from South Miami schools.

Aquatics
• The fourth session of swim lessons is underway. Summer swim lessons brought in
50 youth and adults and generated $2,030 in revenue.
• Organized Group Swim sessions are booked for August.
Special Events
• July 2S, 20 I 5 Parks and Recreation collaborated with the University of Miami
football team at Murry Park to provide local kids with gently used football gear and
uniforms. This event brought out over 100 kids together for a fun evening of
giveaways and interaction with the University of Miami football players.
• The next and last summer movie night is Friday, August 7, 20 I 5 at S:30 PM at
Murray Park, located at 5S00 SW 66 ST. The department is showing Disney movie
Big Hero 6. Free popcorn will be available.
• The Parks and Recreation Department will be hosting its Back-2-School Give-a-
Wayan August 20, 20 I 5. This annual event is sponsored by the Parks and
Recreation' Department along with local businesses to ensure that over 400
Kindergarten -Sth grade students will have an opportunity to receive a free
backpack filled with the right supplies to make it a successful school year.
