The applicant is proposing a cluster,single family home development.The plan calls for nine units,small fountains,landscaping,open space,picnic and play areas.Additionally,the applicant wishes to incorporate the existing single family home into the plan as one of the nine units. Although the applicant's property does not moot the two acre minimum require ment,the proposal meets all other requirements and does not exceed the maximum six units per acre density.The proposed project acts as a transition between the single family homes to the east and the inulti family homes to the west.The on-site circulation is simple and direct and the house plans show workeable lay outs.In terms of size and appearance,-the proposes!homes should be of,at least, proportionally equal value to their immediate surroundings. Location:f>523 K.W.56 Street. Mr.DonLee addressed the Board and presented a scale model,a site plan and floor plans and elevations of the dwelling units. Mr.Leenotedthathe chose this properly ljocau.se his intention wasto findasitefora small village type project.He noted that this site was available andina good neighborhood.Additionally,he noted that each home would be owned byan individual hane owner.A Homeowners1 Association would be established for maintenance.The units will'have private patios and two parking spaces each with an additional 30%of parking. Some members ofthe Board expressed concern with regard to traffic. He noted the concern for the limited setlxick,questioned what will hap pen if Miller is four laned,the inconvenience of construction,and value ofthe units as compared to other homes now.He further noted that the buffer created by these units was not needed. In response,Diana Wheeler stated that the four laning of Miller will have no effect on the property inasmuch as the setbacks are measured from the . property line and not from the pavement.Additionally,she noted the variance for the setback is to allow an existing house to remain which is the request ofthe applicant. Discussion ensued with regard to whether Mr.Hersh as a represenative of the homeowners association was speaking for the association or for him self.It was determined that since a fomnl vote was not taken by the association,Mr.Hersh was speaking only Tor himself. In response to the Board,Mr.Lee noted that forms;arc being finalized for a maintenance agreement. The Board questeioned Mrs.Wheeler on what was meant by the phrase "the proposed homes should be of,at least,proportionally equal value to their immediate surroundings,"in the staff roaanmendations. in response to the Board,Diana Wheeler noted that heme prices are tied into the price of the land and the structure of the house.She noted that ijhe applicant's proposed house would Ixi of greater value on one acre than onaquarteracre. Discussion ensued with regard to the land value around the kb-6 zoned area. In response to the Board,Mrs.Wheeler noted that the difference is pri-. -ily in the size of the land that the house is situated on.She noted At Mr.Lee's proposal will not generate the .lowest prices in the area. dke the density,the prices will probably l>e somewhere between the single family homes and the apartments. A letter in opposition to the proposal,was read into the Minutes by Mr, Prentiss as follows:"A Letter to the city of South Miami,Attention the Zoning Director Re:Hearing 185-16.We strongly object to the variance re- guested attached.This variance,if approved will decrease the value of residential property in this area.. Your support for disapproval is requested.Sincerely,Charlton D,Fairlesa, Mary Fairless,6510 S.W.54 Lane." Furhter discussion ensued with regard to the properly being a buffer for the town houses. Some Members of the Board were pleased with the scale of the project. In response to the Board,Mrs.Wheeler noted tliat if this project is not approved,the'only alternative,not requiring a variance is a single family home orduplex.
