A RESOLUTION AUTHORIZING THE CITY MANAGER OF THE
CITY OF SOUTH MIAMI TO DISBURSE A SUM NOT TO EXCEED
$5,540.00 TO RAY ALLEN,AND AN AMOUNT NOT TO EXCEED
$2,452.80 TO CRIMINALISTICS,BOTH FROM ACCOUNT #615-1910-
521-6430 (FEDERAL FORFEITURE-OPERATING EQUIPMENT)FOR
THE PURCHASE AND SHIPMENT OF FOUR CANINE INSERTS FOR
FORD EXPLORERS TO SAFELY TRANSPORT K-9 DOGS AND TO
PROVIDE FOR THEIR SAFETY AND QUICK RELEASE IN AN
EMERGENCY.
WHEREAS,theCity maintains a canine programwithdogs utilized aspatrol
partnersaswellasontaskforcefunctions;and
WFIEREAS,itis necessary to transport thedogsina manner conducive to their
safety;and
WHEREAS,the handler must atall times be able to monitor the dog's condition
relative to heat within the vehicle aswellasto have the ability to release the dog
remotely forsafety of both officer andhandler;and
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;
Section 1.The City Manager is authorized to disburse thesum of $5,540.00
toRay Allen forthe purchase of (4)fourK-9 vehicle inserts for transporting police dogs.
Section 2.The City Manager is authorized to disburse the sum of $2,452.80
to Criminalistics for3HotDog Bailout systemsand their installation,aswellas
transferring an existing system toa new vehicle.
Section 3.Both disbursements are from account #615-1910-521-6430
(Federal Forfeiture-Operating Equipment).
Section 4.That this resolution be effective immediately after adoption hereof.

Purchase four inserts for
Police Canine Vehicles
ThePolice Department is purchasing fournew vehicles fortheircanine program.These
vehicleswillbeusedforbothpatrolandundercoveractivities.
The dogs must be transported ina safe manner.Ray Allen isthesole source vendor ofa
simple insert unitwhich allows containment ofthedogand provides forit's safety.
Criminalistics isthesolesourcevendor of the"HotDog"bailout system.Thissystem
provides a monitor for inside the vehicle to insure thatthedog does notget overheated if
unattended.Themonitorsets off analertpagerforthehandler,whocanthencometo
thedog's aid.Additionally,thedogcanbe released remotely bythehandlershouldthe
dogbe needed inan emergency andthe handler cannot release thedog manually.
Theseitemsareallpartofthenewlyenhancedcaninecrime prevention/interdiction
efforts.All of theexpendituresarepaidforfromtheFederalForfeitureFund (seized^
assets)andnotfrom taxpayer money.
