WHEREAS,the Police Department maintains a program wherebycaninesand theirhandlersworkbothintheCity of South Miami andontaskforce assignments elsewhere;and WHEREAS,theCityhasalways converted standardpolicesedansinaneffortto create a vehicle suited tothis assignment;and WHEREAS,thenatureofthetaskforceworkandthenature of thePoliceUtility Dogaresuchthattheirassignmentsare different fromregularpatrol officers;and WHEREAS,theCitydesirestotransporttheseworkdogsinasafeand efficient manner;and NOW,THEREFORE,BEIT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA; Section 1.The City Manager is authorized to disburse the sum of $14,238.00 toMears Motor Leasing from account #615-1910-521-4450 (Federal Forfeiture-Lease Purchase)to cover theleasesonfourFordExplorersforthePolice Department's Canine program use.This covers theperiod of January 1,2000 through September 30,2000. Section 2.That this resolution be effective immediately after adoption hereof. PASSED AND ADOPTED this 7th day of December 1999. Traditionally,the Department has converted standard Ford sedans to canine use.While thishasbeensuccessfulinthepast,newtechnologyenablestheagencytoprocuremore multi-faceted vehicles forthispurpose. Additionally,thevehiclesbeingusedbytaskforceofficersarestandardpolicetype vehiclesandarenotabletoblendinwiththegeneralpublic.Thishamperstheir investigative efforts toa great extent. Thisnewprogram of utilityvehiclesforcanineservicewill enhance the dog's safetyas wellas increase efficiency. Lastly,themoneyforthisprogramisprovidedfromtheFederal Forfeiture Fundand therefore does not encumber taxpayer dollars.
