A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,RELATING TO THE FUNDING REQUEST OF
THE TEEN PREGNANCY PREVENTION CENTER,INC.,
CONSENTING TO,AND PROVIDING FORMAL APPROVAL
OF,THE DISBURSEMENT OF $3,500.00 TO THE TEEN
PREGNANCY PREVENTION CENTER,INC.,FROM
ACCOUNT NO.01-2100-519-9910,ENTITLED "SPECIAL
EVENTS".
WHEREAS,the Mayor andCity Commission of theCity of SouthMiami support
thegoalsand objectives of theTeenPregnancyPreventionCenter,Inc.;and
WHEREAS,the Mayor andCity Commission consent to.and wish to give their
formal approval of,the disbursement of $3,500.00 totheTeen Pregnancy Prevention
Center,Inc.,forthe Third Annual World AIDSDay Celebration.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.The Mayor andCity Commission consent to.andformally approve
of,the disbursement of $3,500.00 totheTeen Pregnancy Prevention Center.Inc.,from
AccountNo.01-2100-519-9910,entitled "Special Events".
Section 2.TeenPregnancyPreventionCenter,Inc.,shallonlyutilizethe
disbursement tofundthe Third Annual World AIDS Day Celebration described in,its
Cultural and Community Grants Application.
Section 3.This resolution shalltake effect immediately upon approval.

BACKGROUND AND ANALYSIS
Inkeepingwiththe previously establisheddirection of theMayorand Commission,funding
requests for special events and projects are reviewed and evaluated bythe South Miami Grants
Advisory Board prior to Commission review.The Teen Pregnancy Prevention Center,Inc.,
submitted a Cultural and Community GrantApplication,requestingfundingfortheThirdAnnual
WorldAIDSDay Celebration scheduledforSaturday,December 4,1999,atMurrayPark,for
consideration bythe Grants AdvisoryBoard;but,dueto scheduling constraints outside of the
Board's control,the Board wasunabletoreviewtheapplicationpriortotheevent.
Recognizingthe importance of theeventandtheTeenPregnancyPrevention Center's inabilityto
holdtheeventwithoutthe City's immediatefiscalsupport,theamount of $3,500.00was
disbursedtotheTeen Pregnancy PreventionCenter from Account No.01-2100-519-9910,
entitled "Special Events",onan emergency basis.TheAccount'sbalanceafterthe
disbursement is $72,800.
Your consent and formal approval of this disbursement is requested.

Introduction
TeenPregnancyPreventionCenter,Inc.(TPPC),began it's tenureinthe campaign toreduce
prematurepregnancyamonginnercity children/youthonDecember 4,1994,andwas
incorporated October 11,1995.Thecenterisa non-profit TeenHealthand HumanService (HHS)
Center.(TPPC)wasbornout of theneedto motivate pregnantteenstoremainin school,address
family,and environmental conditionsthatplacethematrisk ofcontinuingacycle of
intergenerational teenage pregnancy.Also,thecenter's programs havebeen specifically designed
tostimulateandreachdrop out teenparentstoreturntoschool,build self-esteem,remove
obstacles toself sufficiency,andtoparticipatein vocational,or technical training programs.These
services provide the opportunity for upward mobility,while removing the consumers from
WELFARE toWORKrolesinthe community,andout of public housing.Thecenterwasfounded
by Kalenthia Nunnally whowasateen parent.Ms.Nunnally developed this project based onher
firsthand knowledge oftheneedsandthegapsin services tothis highly underserved segment of
the population.TheCenterswithtwo location are housed in Miami DadeHUD Developments,
Annie M.Coleman Housing Development locatedat2135N.W.52ndStreetUnit-G Miami
Dade,FL 33142,andSouthMiami Family Gardens Development locatedat5953 S.W.61 Ct
Miami Dade,FL 33143.
Target Area /Population
TheProjectserveslowtomoderateincome children/youth/and families betweentheages of 10-
21 whoareresidents of PublicHousing,andliveinthecommunities ofBrownsville,SouthMiami
oritssurroundingareas.
Project Description
TeenPregnancyPreventionCenter,Inc.,isaGrassrootsCommunityServiceCenterwhichtargets
children/youthwholivein the target communities ofBrownsville,South Miamiandits
surrounding areas.Theprojectisanafter school,evening,andweekendsupport program,with
anoperationalschedule of 10:00amto7:00 pm,MondaythroughFriday,and 11:00 amto3:00
pmonweekendsand holidays.Thecenter provides comprehensive Peer/Individual/Group
counseling,Abstinence education,Sexeducation,HIV/AIDSeducation,Parentingskills,Life
Management Skills,Social and Educational enrichmentactivities,Tutorial/Homework assistance/
BasicEducation(forbothparentand child),andJob training.
These services are provided by a network of full time staff,Professional,and
Paraprofessional volunteers consisting of Educators,RN.'s Social Workers,Case
Managers,and Peer Educators.
Statement of Need
BasedonareportfromtheCenterForDiseaseControl,andState ofFlorida Department of
HealthHTV/AIDSservices,zone VIII labeled asSouth Miami,CoconutGrove,andCoralGables
hasthesixthhighestnumber of cumulativeadult AIDS casesat(1,973).Inthezonealsoreported
is812cases ofHIV.Thecityhasnopreventioneducationprogramsinplaceto deal withcurbing
the problem.Thiseventbringsthe opportunity forthe residents tobetested learn their status,and
gain knowledgeaboutthe HIV virus.

provide some testing and counseling,(3)pregnancy test.The comtramity participation increased.

thevirus.I think she should be nominated (PWA)of the year for community service.Hereisthe
