A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,RELATING TO CONTRACTS,
REGARDING DRAINAGE STUDIES,AUTHORIZING
THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH ARDAMAN &ASSOCIATES,
INC.TO PERFORM GEOTECHNICAL TESTING,AT
A COST NOT TO EXCEED $7,500.00,AND
CHARGING THE DISBURSEMENT TO
"STORMWATER TRUST FUND -CONTRACTUAL
SERVICES"ACCOUNT NO.111-1730-541-3450,
FISCAL YEAR 1999/2000.
WHEREAS,itisthegoal of the mayor andCity Commission to eliminate areas of
stormwater ponding and deteriorating asphalt fromour municipal rights-of-way,and;
WHEREAS,the services of a geo-technical testing firm are needed to determine rates of
stormwater percolation,andto assess subsurface characteristics,and;
WHEREAS,Ardaman &Associates,Inc.,provides testing services to Miami-Dade
County through Resolution No.R-1308-96 (extended through November 2000).
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.The City Manager is hereby authorized to enter intoa contract with
Ardaman &Associates,Inc.,to provide geo-technical and materials testing services.
Section 2.The contract with Ardaman &Associates,Inc.,is not to exceed $7,500.00,
andshall adopt the fee structure fromthe aforementioned Miami-Dade County contract.
Section 3.This resolution shall become effective immediately after adoption.

TheattachedresolutionseeksapprovaltoallowtheCityManagertoenterintoacontractwith
Ardaman&Associates,Inc.toprovidegeo-technicaltestingservicesinconjunctionwith
stormwater drainage projects.
BACKGROUND &ANALYSIS
Thedesign of astormwaterdrainagesystemisahighlytechnicalendeavor,requiringthecareful
analysis of site-specificdatumfromtopographicsurveys,geologicalborings,etc.Onekey
considerationistherate of site-specificstormwaterpercolationthroughthesub-surfacesoil;this
dictates the size of the exfiltation trench needed to absorb the stormwater.The rate of
stormwaterpercolationisdeterminedthroughageo-technicaltestperformedbyfirmssuchas
Ardaman &Associates,Inc.
Ardaman &Associates,Inc.currentlyprovidesMiami-DadeCountywithavariety of geo-
technical andmaterialstesting services,including asphaltanalysis,soilloadbearingtests,
monitoringwellinstallations,andpercolationtestsfordrainageprojects.Ardaman&Associates
provides these services through Resolution No.R-1308-96 whichhasbeen extended through
November 2000.

InorderfortheCityto complete thedrainageprojectsmadepossible through the $340,000 State
of Florida appropriation,the services of afirmsuchas Ardaman &Associates,Inc.areneeded.
RECOMMENDATION
Approval of the attached resolution is recommended in order to facilitate the design and
construction of stormwater drainage systems.
The total expenditure wouldnotexceed$7,500.00,andthe disbursement wouldcomefrom
account No.111-1730-541-3450 "Stormwater User Fee Trust Fund -Contractual Services".
This account currentlyhasa balance of$55,000.00for fiscal year 1999/2000.

Testing and Inspection Agreement between Miami-Dade County and your firm The existing

This amendment to agreement commences on November 20,1998 and continues
through November 19,2000.The amendment extended the existing agreement for aperiod
not to exceed an additional two years.All fees incurred during this period shall be in
compliance with the existing agreement.
We have notified all County Agencies that this new amendment to agreement is ineffectandyourarrangementsshouldbewiththeagencyrequestingyourservices.
