A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO
THE ENDORSEMENT AND CONGRESSIONAL
AUTHORIZATION OF THE CENTRAL AND SOUTHERN
FLORIDA PROJECT COMPREHENSIVE REVIEW STUDY
(RESTUDY);PROVIDING AN EFFECTIVE DATE.
WHEREAS,theFloridaEvergladesisan environmentally uniqueglobal
asset;and
WHEREAS,thefuture of Florida'ssustainabilityis dependent upon an
adequatesupply of waterfor urban,agricultural andnatural system demands,
appropriate floodcontrol measures to ensure thecontinuedviability of existing
developed areas andrestorationandprotection of naturalresourcesnecessaryto
maintain healthy biological communities;and
WHEREAS,theCentralandSouthernFloridaProject,begunin1948and
completedin1969,succeededinits original intendedpurpose of providingflood
control;and
WHEREAS,the Central andSouthern Project hasresultedinunintended
environmental consequences,whichhavebeencompoundedbythe rapid
urbanization of Florida;and
WHEREAS,restoration of degraded natural systemssuchaswetlands,
lakes,rivers,andestuaries benefit allresidentsandvisitorstoFloridaandsustains
economic vitality;and
WHEREAS,theUnitedStatesArmy Corps of Engineers inconjunction
withtheSouth Florida Water Management Districthas collaborated inthe
development of the Central and Southern Florida Comprehensive Review Study
(Restudy)toprovideadequatewaterforthe natural systemwhileenhancingfuture
waterneedsforurbanand agriculture,continuingtoprovidefloodcontrolandto
correctinfrastructuretoreversepreviousenvironmentalconsequencesandrestore
environmental systems toviability;and
WHEREAS,theCongress of theUnitedStateshas been presentedthe
Restudy forformalconsideration,authorizationandappropriation.

WHEREAS,the Mayor and City Commission desire to support this
endeavor.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;
Section 1.The Mayor andCity Commission encourages the United
States Congress to endorse the Restudy and commit to work cooperatively to
further the Restudy through authorization,appropriation and implementation.
Section 2.TheCityClerkishereby directed tosendcopies of this
executed document totheEnergy&Water Subcommittee of the Congressional
Appropriations Committee.
Section3.This resolution shalltake effect immediately uponapproval.

BACKGROUND
Thefutureof Florida's sustainabilityis dependent uponan adequate supplyof
water forurban,agriculturalandnatural system demands,appropriateflood
control measures to ensure thecontinuedviability of existing development
areas and restoration andprotection of natural resources necessary to
maintenance healthy biological communities.
TheUnited States ArmyCorpsof Engineers in conjunction with the South
Florida Water Management Districthas collaborated in the development of the
Centraland Southern Florida ComprehensiveReview Study [Restudy]toprovide
adequate water for the natural system while enhancing future water needs for
urban and agriculture,continuing to provide flood control and to correct
infrastructureto reverse previousenvironmental consequences andrestore
environmental systems to viability.

Dear Mayor Robaina:
On behalf ofthe Martin County Board of County Commissioners,your Board's participation
isrequestedinanissueofcriticalimportanceto Florida's future.InJuly,theCentraland
Southern Florida Comprehensive Review Study (Restudy)was presented to Congress,
beginningthe process ofauthorization,appropriationandimplementation.
The Restudy addresses the problems created earlier inthe century whenfloodcontroland
drainage structures were constructed affecting water systems from the KissimmeeRiver
south to Florida Bay,especially affecting the Everglades.Many areas in this region havealso
beenimpactedasa result theseprojects.Eco-systemshavebeendegradedandtheviabilityof
many lakes,riversand estuaries arein severe jeopardy.
The Restudy providesa "replumbing"of Florida water systems,withthegoalof restoring
these natural systems while providing sustainability for the State to meet future needs.The
projects identified inthe Restudy will require billionsofdollarsandover twenty years of
worktocomplete.Itis imperative that a united Florida Congressional Delegation worksto
see the Restudy implemented.
This Commission,bya unanimous vote,is requesting that your Board consider adopting a
Resolutionof support for the Restudy (a sample isenclosed)andforward that Resolutionto
your representative inCongress,Senators ConnieMackandBob Graham andthemembers
of the House Appropriation Subcommittee on Energy and Water where discussion regarding
the Restudy will begin early next year (see attachment).
Your participation as the Restudy weaves its way through various important congressional
committees is imperative to the eventual success of revitalizing Florida's waters.The Martin
County Board of County Commissioners appreciates your kind consideration of this request.
Wewouldalso appreciate receiving acopyof any action taken byyourBoard regarding this
matter.

A RESOLUTION PERTAINING TO THE ENDORSEMENT AND

and

consequences,which havebeen compounded bytherapid urbanization of
Florida;and
Whereas,restoration ofdegradednaturalsystemssuchas wetlands,lakes,rivers,and
estuaries benefits all residents and visitors to Florida and sustains economic
vitality;and
Whereas,the United States ArmyCorpsof Engineers in conjunction with theSouth
Florida Water Management District have collaborated in the development
of the Central and Southern Florida Comprehensive Review Study
(Restudy)toprovide adequate water forthe natural system while
enhancing future water needs for urban and agriculture,continuing to
provide floodcontrol and to correct infrastructure to reverse previous
environmental consequences and restore environmental systems to
viability;and
Whereas,the Congressof the United States has been presented the Restudy for
formal consideration,authorization and appropriation.
Now,therefore,be it resolved bya unanimous action of the Board of County
Commissioners of Martin County,Florida,that the Congress of the United States is
encouraged toendorsethe Restudy and committoworkcooperativelyto further the
Restudy through authorization,appropriation and implementation.
